Minutes Public Safety Regular Committee Thursday, February 12, 2026 2:00 PM Kennedy Room Minutes are preliminary and may change until finally approved I. Call to Order The Chair called the meeting to order at 2:19pm. II. Roll Call The Chair directed the Associate Clerk to call the roll and the following members answered with their names: Mr. Oldenburg, Ms. Velazquez, Mr. Aldridge and Chair Narayan. 4 members were present. A quorum was established. III. Approval of Minutes Approval of the minutes from Thursday, January 29, 2026, committee meeting. The Chair entertained a motion to approve the minutes of the Thursday, January 29, 2026, committee meeting. Mr. Aldridge moved to approve the minutes of the Thursday, January 29, 2026, committee meeting. Seconded by Ms. Velazquez. The Chair directed the Associate Clerk to call the roll on the motion to approve the minutes of the Thursday, January 29, 2026, committee meeting. Board Bills for Review (The committee will discuss and take public comment on the following) Board Bill Number 145 Introduced by Alderman Bret Narayan An ordinance repealing Ordinance 62579 and removing Chapter 25.10 of the Revised Code of the City of St. Louis codifying such ordinance. Chair Narayan turned the meeting over to Vice-Chair Aldridge to introduce Board Bill Number 145 before the committee. Mr. Narayan presented Board Bill Number 145 before the committee. After no further discussion, the Vice-Chair opened the discussion up to members of the committee for questions and comments. Members of the committee asked questions and made comments. Hearing no further questions or comments from members of the committee, the Vice-Chair stated that Board Bill Number 145 passed out of committee with a Do Pass Recommendation. Ms. Velazquez moved to pass Board Bill Number 145 out of committee with a Do Pass Recommendation. Seconded by Mr. Aldridge. Mr. Aldridge requested the previous roll. Board Bill Number 146 Introduced by Alderman Matt Devoti An amendment to Ordinance 56736, requested by the Interim Sheriff of the City of St. Louis, modernizing the manner in which the Sheriff’s Office issues parking identification identifying deputies operating personal vehicles during the performance of their official duties. Chair Narayan recognized Mr. Devoti to introduce Board Bill Number 146 before the committee. Mr. Devoti presented Board Bill Number 146 before the committee. After no further discussion, the Chair opened the discussion up to members of the committee for questions and comments. Members of the committee asked questions and made comments. Page 6 of 12 BOARD BILL NUMBER 145 INTRODUCED BY ALDERMAN BRET NARAYAN 1 An ordinance repealing Ordinance 62579 and removing Chapter 25.10 of the Revised Code of 2 the City of St. Louis codifying such ordinance. 3 WHEREAS, in 1992, the Board of Aldermen passed Ordinance 62579, adopting a mechanical 4 code that was codified as Chapter 25.10 of the Revised Code of the City, titled “Mechanical 5 Code”; and 6 WHEREAS, subsequently, the Board of Aldermen adopted various other mechanical codes, 7 codified as Chapter 25.03 of the Revised Code of the City, also titled “Mechanical Code,” the 8 most recent of which was Ordinance 70800 in 2018, adopting the 2018 International Mechanical 9 Code with certain amendments; and 10 WHEREAS, the Board of Aldermen wishes to clarify the mechanical code that should be 11 followed by persons living or working in the City; 12 BE IT ORDAINED BY THE CITY OF ST. LOUIS, MISSOURI, AS FOLLOWS: 13 SECTION ONE. Ordinance 62579 is hereby repealed in its entirety. Accordingly, 14 Chapter 25.10 of the Revised Code of the City is hereby removed in its entirety. Page 8 of 12 BOARD BILL NUMBER 146 INTRODUCED BY ALDERMAN MATT DEVOTI 1 An amendment to Ordinance 56736, requested by the Interim Sheriff of the City of St. Louis, 2 modernizing the manner in which the Sheriff’s Office issues parking identification identifying 3 deputies operating personal vehicles during the performance of their official duties. 4 WHEREAS, Ordinance 56736 requires the Sheriff of the City of St. Louis to issue parking 5 placards to duly authorized deputies operating personal vehicles while conducting official 6 business; and 7 WHEREAS, Ordinance 56736 requires such deputies place a placard in multiple places in their 8 vehicle while limiting the deputies to which such placards may be issued; and 9 WHEREAS, Section Two of Ordinance 56736 contains language that no longer accurately 10 reflects nor recognizes the existence of available identification systems and modern operational 11 practices; and 12 WHEREAS, the parking placard system referenced in Ordinance 56736 reflects a paper-based 13 identification method that is no longer operationally efficient or consistent with modern 14 identification and enforcement practices; and 15 WHEREAS, the use of an identification card in place of a paper placard will improve clarity for 16 parking enforcement personnel, enhance accountability, and reduce the potential for misuse or 17 duplication; and 18 WHEREAS, the proposed amendment does not expand the authority of the Sheriff’s Office, 19 create new parking exemptions, or alter the scope of existing enforcement discretion; and 20 WHEREAS, Ordinance 56736 contains gendered references to the office of the Sheriff, and 21 updating such language to gender-neutral terms modernizes the ordinance without altering the 22 authority or duties of the office; and Page 1 of 3 Board Bill Number 146 Devoti February 6, 2026 Page 9 of 12 23 WHEREAS, pursuant to Board Rule 58, the proposed amendments to Ordinance 56736 are set 24 out in the body of this bill, with additions marked in boldface, underline, and italicized and 25 deletions marked with [brackets, boldface, and strikethrough]. 26 BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS: 27 SECTION ONE. Ordinance 56736, dated May 30, 1974, is hereby amended and shall read as 28 follows: 29 ORDINANCE 56736 (Com. Subst. B.B. No. 34) 30 Section One. The Sheriff of the City of St. Louis and [his] their duly authorized deputies shall be 31 permitted to park their privately owned automobiles, while on official business upon any street, 32 avenue, road, boulevard or alley within the city limits. 33 Section Two. The Sheriff’s Office shall issue to its [his] duly authorized deputies parking 34 identification cards [placards], as herein described for use in their privately owned automobiles 35 while on official business. These parking identification cards [placards] are to be clearly 36 displayed beneath the rearview mirror of a deputy’s personal vehicle. [, one in the rear 37 window and one on the windshield]. Each parking identification card [placard] shall bear the 38 Great Seal of the State of Missouri and the words, “Official Business Deputy Sheriff City of St. 39 Louis” and “PARKING I.D.”, the year for which issued, and the badge and identification 40 number of the deputy to which the identification card is assigned. [and the signature of the 41 Sheriff. The Sheriff shall limit the issuance of placards only to deputies assigned to serving 42 writs and processes of Court or the transportation of prisoners.] Page 2 of 3 Board Bill Number 146 Devoti February 6, 2026 Page 10 of 12 43 Section Three. The Sheriff and [his] their duly authorized deputies while parking their privately 44 owned automobiles under the provisions of this ordinance shall be exempt from paying parking 45 meter fees. 46 Section Four. Nothing contained in this ordinance shall authorize any person to park [his] their 47 automobile in such a manner so as to obstruct or obscure any traffic sign or signal, [or so as] to 48 create a traffic hazard, or duplicate a parking identification card. It shall be unlawful for a 49 deputy to display upon [his] their automobile the official identification card placard at any time 50 except while actually engaged in official business and it shall be unlawful for a deputy to give or 51 lend [his] their parking identification card [placard] to another person not authorized to use the 52 same by the Sheriff. 53 Section Five. Any person who violates the provisions of this ordinance or otherwise parks their 54 vehicle in an impermissible manner while using their parking identification card shall be 55 deemed guilty of a misdemeanor. [and, upon conviction thereof, shall be fined not less than 56 Ten Dollars ($10.00) or more than One Hundred Dollars ($100.00)]. 57 Section Six. This ordinance being deemed necessary for the immediate preservation of the public 58 peace and safety, it is hereby declared to be an emergency measure and shall become effective 59 immediately upon its passage and approval by the Mayor.
