Minutes for the City of Sterling Municipal Band Commission February 10, 2026 Commissioners Present:​ ​ ​ Not Present: Gonzalo S. Reyes - Chair ​ ​ ​ Kevin O’Keefe - Vice Chair Allen Lee - Treasurer​ ​ ​ ​ Annette Hackbarth - Director​ Tony Crisp - Vice Treasurer​ ​ ​ Vanessa Leavitt - Band Manager Amy Boze - Secretary​ ​ ​ ​ ​ ​ ​ ​ ​ ​ 1.​ CALL TO ORDER A regular meeting of the Sterling Municipal Band Commission was held on 2/10/26 at 6:05 p.m. in the Council Chambers at City Hall, 212 Third Ave, Sterling, IL, 61081. Commissioner Reyes called the meeting to order, and attendance was taken showing four Commissioners were present. 2.​ CONSENT ITEMS Commissioner Crisp made a motion to approve the following consent items: January 2026 Regular Meeting Minutes February 2026 Band Director Report February 2026 Band Manager Report Commissioner Lee seconded the motion which passed unanimously. ​ Motion to amend the December minutes to correct the financial recap report of November. Corrected numbers should be: Personnel - Actual $49,709 Materials and Services - $25,205.21 Capital Expenses - $33,943.35 Revenue - $142,385.93 Operating Balance - $33,528.37 Commissioner Crisp made a motion to approve, which was seconded by Commissioner Lee and passed unanimously. 3.​ FINANCIAL REPORT a.​ The Financial Report was presented by Commissioner Lee showing: Budget​​ ​ ​ Actual Personnel:​ ​ ​ $76,200.00​ ​ ​ $58,192.85 Materials and Services:​ $38,293.00​ ​ ​ $30,332.09 Capital Expenses:​ ​ $3,750.00​ ​ ​ $33,943.35* Revenue:​ ​ ​ $118,650.00​ ​ ​ $151,010.47 Operating Balance to date:​ ​ ​ ​ ​ $28,542.18 *GCC brick and mortar repairs Commissioner Lee presented the financial report and we are on track for the rest of the fiscal year. Commissioner Boze made a motion to receive the financial report. It was seconded by Commissioner Crisp and carried unanimously. b.​ 2026-2027 BUDGET ​ Commissioner Lee presented the 2026-2027 budget at the City Council meeting. It was well received. 4.​ COMMENTS FROM THE PUBLIC There was no public present. 5.​ OLD BUSINESS a.​ Spring Concert 2026 i.​ Brass Quintet: Featuring a new piece by Dr. Brough, entitled ‘Made in America” *Dr. Thomas Bough, NIU *Dr. Megan Bailey, NIU *et al- $3000 for group *includes rehearsal on April 23 and performance 4/24 Motion to approve the payment of $3000 to NIU brass ensemble for Spring Concert by Commissioner Crisp, seconded by Commissioner Lee, and unanimously passed. ii.​ Change to Inter-City Agreement Document - Will be modified to reflect change to rain-out location. Sterling High School Fieldhouse will be used instead of Challand Gym. Dr. Everett from SPS will provide a new document for review. b.​ MUtS i.​ Pre-Concert Schedule 1.​ Commissioner Reyes will begin booking groups for preshow concerts. We will need to discuss contract language in regards to weather/location change. ii.​ Our inclement weather policy needs to be discussed at a future meeting. c.​ Yellow 2026 Statement of Economic - Commissioners and Staff asked to return these, with Commissioner Reyes assisting as needed. 6.​ NEW BUSINESS None ​ 7.​ MISCELLANEOUS a.​ Commissioner Reyes wanted to remind everyone that we are only six months away from the Fiesta Parade and we need to come up with a plan for SMB to be represented. b.​ Commissioner Reyes wanted an update on commissioning a piece for our 100th anniversary season. Was Director Hackbarth able to talk to the composer she was hoping to at IMEC? 8.​ ADJOURNMENT Commissioner Lee made a motion to adjourn. It was seconded by Commissioner Crisp and passed unanimously. The meeting was adjourned at 7:15 p.m. Minutes were taken by Secretary Amy Boze and given to Band Manager Vanessa Leavitt to submit to the Clerk of the City of Sterling. The next regular meeting of the Sterling Municipal Band Commission will be Tuesday, March 10, 2026 at 6:00 p.m. in the City Council Chambers located on the first floor of City Hall, 212 Third Ave, Sterling, IL. 61081.
