This work will be completed at the customer location at station#1 Total $48,131.25 Page 8 15 16 17 18 19 Planning Department Memo To: Planning Commission From: Kaitlyn Hines, Deputy Planning Director Date: 10/8/2025 Re: Case #25-32 (ZTA) – Automobile Storage Facilities The City of Taylor has initiated a Zoning Text Amendment to update the Land Use requirements for Section 13.05 – Motor Vehicle Uses, Section 28.08 – Definitions, and Table 8.02 Industrial District Schedule of Uses of the zoning ordinance. The amendment focuses on adding a definition for the use, and development requirements. Section 13.05(j) – Automobile Storage Facilities This new subsection establishes the specific development and operational requirements for automobile storage facilities as follows: • Traffic Impact Study All new or expanded facilities must submit a Traffic Impact Study (Section 19.10) evaluating peak-hour traffic, driveway design, and circulation impacts on nearby properties and streets. • Parking Structure Requirement Facilities storing more than fifty (50) vehicles must utilize a parking structure consistent with Section 17.02.e. Surface parking for these larger facilities is prohibited. • Electric Vehicle (EV) Storage o EVs must be stored in designated rooftop storage areas shown on site plans. o Plans must identify the number of EVs to be stored and the fire suppression and battery incident response systems in place. ⚫ Page 1 20 o The Fire Department must be notified of EV storage locations for emergency response coordination. • Security Plan Requirement Each Special Land Use application must include a comprehensive security plan detailing lighting, fencing/access control, surveillance, staffing (if applicable), and emergency procedures. • Expansion Compliance Any expansion—including increases in site area, vehicle capacity, or intensity of use—must comply with all current standards for zoning, site design, landscaping, EV safety, and security. o Expansions that exceed fifty (50) vehicles must also transition to a parking structure design per Section 17.02.e. • Prohibited Activities To preserve the integrity of storage-only operations, the following on-site activities are explicitly prohibited: a. Vehicle repair, maintenance, or mechanical work; b. Vehicle dismantling, salvaging, or parts removal; c. Storage of junk, inoperable, or unregistered vehicles. That Article 13.00, Use Requirements, Section 13.05, Motor Vehicle Uses, Add Sub-section (j) Automobile Storage of Appendix A of the Taylor, Michigan Code of Ordinances, be amended as follows: Section 13.05 Motor Vehicle Uses (j) Automobile Storage Facilities (1) A traffic impact study, consistent with Section 19.10, shall be submitted with any application for new or expanded automobile storage facilities. The study must account for peak-hour traffic, driveway locations, and circulation impacts on adjacent uses. (2) Any facility proposing to store more than fifty (50) vehicles must utilize a parking structure, consistent with Section 17.02.e. Surface parking is prohibited. (3) Storage of Electric Vehicles (EV) shall require a designated rooftop storage space indicated on the plans. a. Plans shall indicate the approximate number to be stored and b. The type of fire suppression and battery incident response systems are in place. (4) A comprehensive security plan must be submitted and approved as part of the Special Land Use application. The security plan shall include, at a minimum: a. Lighting provisions, b. Perimeter fencing or access control measures, c. Surveillance systems (e.g., cameras, alarm systems), d. On-site personnel or patrol details (if applicable), and e. Emergency response protocols. (5) Any expansion of an existing automobile storage facility—whether in area, capacity, or use—shall require full compliance with all current zoning, site design, landscaping, security, and EV storage standards in effect at the time of expansion. Expansion includes, but is not limited to, the increase in number of vehicles stored, addition of new structures or uses, or modifications that intensify site use or traffic generation. If expansion results in a total capacity exceeding fifty (50) vehicles, the entire facility shall be required to utilize a parking structure in accordance with Section 17.02.e. (6) The following activities are strictly prohibited on-site at automobile storage facilities: a. Vehicle repair or mechanical work, including oil changes, tire replacement, or diagnostics; 23 b. Vehicle dismantling, salvaging, or parts removal; c. Junk vehicle storage, including inoperable or unregistered vehicles. SECTION 2. That Article 28, Definitions, Section 28.08(f)(3) of Appendix A of the Taylor, Michigan Code of Ordinances, be amended as follows: (3) Automobile Storage. Long-term parking facility for storage of privately owned personal motor vehicles for a period of (twelve) 12 hours or more, including: facilities used by airport travelers, long-term park and fly space, and parking lots for the storage of new or used motor vehicles not located on the same lot as a dealership. (2) Minimum lot area shall be one (1) acre for automobile filling stations. (3) Minimum lot width shall be not less than one hundred fifty (150) feet for automobile service and filling stations. (4) The site shall have access to a major street as defined in Section 28.11(q) Streets. (5) No Automobile Filling station shall be located closer than 1,250 feet from another fueling station. The measurement shall be made in a straight-line from the nearest point on the lot line of the premises where the fueling station is proposed, to the nearest lot line of any other existing or proposed fueling station. Accessory filling stations as part of a large retail establishment that contains a minimum of 100,000 square feet shall be exempt from these separation requirements. (6) Gasoline pump canopies shall be setback at least fifteen (15) feet from the public right-of- way. The maximum height between the drive surface and the underside of the canopy shall be fourteen (14) feet. All gasoline pumps shall be located a minimum of twenty-five (25) feet from any lot line, and shall be arranged so that motor vehicles shall not be supplied with gasoline or serviced while parked upon or overhanging any public sidewalk, abutting landscaped areas, streets, buildings or adjoining property. (7) The design and materials of the canopy shall be compatible with the principle building. Support columns of any proposed canopy structure shall be covered with brick or stone to match the principal building. Required fire protection devices under the canopy shall be architecturally screened so that the tanks are not directly visible from the street. The screens shall be compatible with the design and color of the canopy. The proposed clearance of any canopy shall be noted on the site plan. Any signs, logo or identifying paint scheme on the canopy shall be reviewed by the planning commission and considered part of the maximum wall sign permitted. Canopy lighting shall be recessed such that the light source cannot be seen from off site. Canopies and canopy signage shall not be internally lit, canopy price signs are prohibited. (8) On facades facing a public street or pump canopy, the building shall have a minimum transparency of 60 percent. Transparency shall be measured based on the total wall area of the façade. False windows, spandrel glass or similar shall not be counted towards the transparency requirement. (9) Motor Vehicle Maintenance and Repair (Major and Minor), New and Used Automobile Sales, Equipment Rental, and Automobile, Truck, and Trailer Storage shall be prohibited. 26 (10) Underground storage tanks, fueling pumps, air and water hose stands, and other appurtenances shall be setback not less than 20 feet from the public right-of-way. All underground storage tanks shall be located a minimum of one hundred and fifty (150) feet away from the nearest residential zoning or use. (11) All utility cabinets and transformers related to fueling stations including those for electrical vehicle charging, shall be located underground or located in the rear of the site and properly screened. Vehicle service centers/fueling stations that include restaurants or other uses shall also be subject to the requirements of those other uses. (12) Except for fueling pumps, ice sales, and propane sales, all retail sales shall be conducted entirely within an enclosed building. Outdoor sales, display and storage is prohibited. Ice sales and propane sales must not block access. Propane must be setback in the rear yard, at least fifteen feet (15’) from any building entrance. Bollards shall be provided to protect propane enclosure from damage. (b) Automobile Impound Facilities and Vehicle Towing Companies (1) The minimum size of the site shall be six (6) acres. (2) All vehicles stored in the impound lot shall be in working condition or vehicles that were damaged in a crash and towed to facility for temporary storage. (3) All vehicle storage areas shall be paved. (4) Storage areas shall be designed to provide adequate vehicle circulation and fire access. (5) The site shall meet the requirements of Section 14.10 Performance Standards and provide the landscape greenbelts and buffer zones required for industrial outdoor storage by Section 16.02 Landscaping. (6) Storage of vehicles awaiting repair shall be limited to no more than five (5) such vehicles for each repair bay. In no case shall vehicles be stored for a period in excess of fifteen (15) days. All vehicles shall be stored on a paved surface. Storage of wrecked, partially dismantled, or other derelict vehicles is prohibited, unless required under police or court order. (c) Automobile Pawn Facilities (1) Shall meet all the requirements of open-air business and/or vehicular storage lot as described in this article, as well as state pawn regulations. (2) Shall meet all state and local police requirements. 27 (d) Motor Vehicle Maintenance and Minor Repair (including vehicle care services centers, minor vehicle repair including oil changes and lubrication; servicing and repair of spark plugs, batteries, pumps, belts, hoses, air filters, windshield wipers and distributors; replacement of mufflers and exhaust systems, brakes and shock absorbers; radiator cleaning and flushing) (1) Ingress and egress drives shall not be more than thirty (30) feet in width. (2) The site shall have access to a major street as defined in Section 28.11(q) Streets. (3) The storage, sale or rental of new or used cars, trucks, trailers, and any other vehicles on the premises is expressly prohibited. (4) There shall be no above-ground outdoor storage/dispensing tanks on site. (5) All repair shall be conducted within a completely enclosed building. All equipment, motor vehicle washing equipment, hydraulic hoists and pits shall be enclosed entirely within a building. (6) Outside storage areas for trash, used tires, auto parts and similar items shall be prohibited (7) Storage of vehicles awaiting repair shall be limited to no more than five (5) such vehicles for each repair bay. In no case shall vehicles be stored for a period in excess of fifteen (15) days. All vehicles shall be stored on a paved surface. Storage of wrecked, partially dismantled, or other derelict vehicles is prohibited, unless required under police or court order. (e) Motor Vehicle Major Engine/Body Repair and Truck Repair (1) Such use shall have a minimum lot size of two (2) acres. (2) Such use shall always be located on a lot having frontage along a commercial street of not less than one hundred fifty (150) feet. (3) Major automobile or truck repair shall be setback a minimum of two hundred (200) feet from any residential district. (4) All repairs shall be conducted within a completely enclosed building. (5) All necessary steps shall be taken to insure that any resulting dust, flushing, fumes, gas, noise, odor, smoke, vapor or vibration do not create a condition more detrimental to the surrounding area(s) than would result from other permitted uses. (6) Outdoor storage of rubbish, junked equipment or parts is prohibited. 28 (7) Vehicles awaiting repair shall be stored on a paved surface. Storage of wrecked, partially dismantled, or other derelict vehicles is prohibited, unless required under police or court order. (8) A major automobile or truck repair garage use shall not include the parking or storage of dismantled, non-licensed or non-repairable vehicles of any kind, unless ordered by a law enforcement agency. The storage, sale or rental of mechanical equipment, new or used cars, motorcycles, minibikes or similar vehicles, wrecked or otherwise, shall not be considered a use or accessory use to an automobile and truck repair garage. (f) Motor Vehicle Wash and Detailing Establishments (1) Minimum lot size shall be ten thousand (10,000) square feet. (2) Vacuuming activities may be carried out only in the rear yard and be setback a minimum of fifty (50) feet from any adjacent residential district or use. In no instance shall the “a” weighted sound level from the vacuuming activity exceed 65 dB(A) when measured at the lot line. (3) All washing activities must be carried on within a building. (4) The entrances and exits of the facility shall be from within the lot and not directly to or from an adjoining street or alley. A street or alley shall not be used as maneuvering or parking spaces for vehicles to be serviced by the subject facility. (5) Provision shall be made for drying of the automobiles undercarriage during sub-freezing weather prior to entering the public thoroughfare. There shall be a drip-zone of at least fifty (50) feet. (g) New and Used Automobile, Boat, Home, Equipment, Mobile Home, Nursery, Recreation Vehicle, and Truck and Trailer Rental and Sales, including Outdoor Display Areas (1) Damaged vehicles shall not be stored outside. (2) Off-street parking as required by Section 36.03 shall not be used for the storage or display of new or used vehicles. (3) All loading and unloading of new or used vehicles or equipment shall be strictly on-site and a loading and unloading area shall be provided in compliance with Section 17.03 Off- Street Loading Requirements. All loading and loading areas shall be provided in the side or rear yards. (4) Used Automobile, Boat, Mobile Home, Recreation Vehicle and Truck and Trailer Rental and Sales shall be permitted only in conjunction with a new vehicle sales and service dealership.  Sec. 13.05(g)(4), Ord. 11-461, CCR#7.371-11, 7/5/2011 29 (5) Accessory uses such as but not limited to motor vehicle maintenance and minor repair, motor vehicle major engine/body repair and truck repair or motor vehicle wash and detailing establishments shall all comply with all applicable regulations related to those uses. (h) Truck and Heavy Equipment Rental (1) The site shall have access to a paved arterial or collector street as defined in the master plan or an industrial park collector street. (2) Parking or storage of rental equipment shall not be permitted in the front yard at any time. (3) Outdoor storage may be permitted in the side or rear yard, provided it is screened on all sides by a solid eight (8) foot permanent wall and all stored materials shall not be piled to a height of more than eight (8) feet. All vehicles shall be stored on a paved surface. (4) Any repair or service of the equipment shall be within an enclosed building. (i) Truck Stops (1) The site shall have access to a paved arterial or collector street as defined in the master plan or through an industrial park collector street. (2) Minimum lot area of ten (10) acres. (3) Maintenance and repair facilities shall be conducted totally within an enclosed building. (4) There shall be no storage of inoperative trailers, vehicles, or waste and recycling materials. Trailers shall not be used for storage. (5) The entire parking area shall be paved with a permanent surface of concrete or asphaltic cement and shall be graded and drained in accordance with City standards subject to the approval of the City Engineer/DPW Director. Any unpaved area of the site shall be landscaped with lawn or other horticultural materials, maintained in a neat and orderly fashion at all times and separated from the paved parking or driveway area by a raised curb or other equivalent barrier. (6) All gasoline pumps shall be located not less than twenty (20) feet from any lot line, and shall be arranged so that motor vehicles shall not be supplied with gasoline or serviced while parked upon or overhanging any public sidewalk, street or right-of-way. (7) A gasoline pump area canopy shall be permitted in the front yard provided that such canopy does not encroach upon the public right-of-way. Section 28.08 Definitions M-N (a) Manufactured Homes 31 (1) Manufactured Home. Any vehicle or structure constructed to permit occupancy as sleeping or living quarters for one (1) or more persons, containing living, cooking, sleeping, heating, lighting, toilet and bathing facilities, and so designed that it is or may be mounted on wheels and used as a conveyance on streets or highways, propelled or drawn or carried to and installed on a lot (site). This definition does not include a vehicle such as a tent trailer, travel trailer, self-contained trailer, motor home or camp trailer twenty-four (24) feet or less. (2) Manufactured Home Lot. A parcel of ground or a lot within a manufactured home park designed for the accommodation of one (1) manufactured home. (3) Manufactured Home Park. A parcel of land which has been designed and/or improved for the placement of manufactured homes for residential use, approved under P.A. 419 of 1976. (b) Master Plan. The comprehensive long-range plan, adopted by the planning commission and City Council, intended to guide growth and development within the City of Taylor and that includes analysis, recommendation, and proposals for the community’s population, economy, housing, transportation, community facilities and land use. (c) Mezzanine. An intermediate floor in any story occupying not to exceed one-third (1/3) of the floor area of such story. (d) Mini-or Self-storage Warehouse or Facility. A building or group of buildings in a controlled- access and fenced compound that contains varying sizes of individual, compartmentalized, and controlled-access stalls or lockers for the storage of customer's goods or wares. (e) Motel. A series of attached, semi-detached, or detached rental units containing a bedroom, bathroom and closet space which provide for overnight lodging and are offered to the public for compensation and cater primarily to the public traveling by motor vehicle. A motel may include a restaurant or cocktail lounge, public banquet halls, ballrooms or meeting rooms. (f) Motor Vehicle Uses (1) Automobile Filling Station. A building or structure designed or used for the retail sale or provision of fuels (which must be stored only in underground tanks), lubricants, air, batteries, water and other operating commodities for motor vehicles, and including the customary space and facilities for the installation of these commodities on or in vehicles, and including space for facilities for the temporary short-term storage, minor repair, or servicing. The definition shall not include bumping, painting, refinishing, major repairs and overhauling, steam cleaning, rust-proofing whether a principal or accessory use, nor shall it be construed as automobile repair or body shop. A filling station may also include other uses such as a convenience store or carryout restaurant. (2) Automobile Pawn Facility. Any shop, store, building, facility, or other location at which 32 a pawn broker loans money on deposit of an automobile on the condition of selling the same back again at a stipulated price. (3) Automobile Storage. Long-term parking facility for storage of privately owned personal motor vehicles for a period of (twelve) 12 hours or more, including: facilities used by airport travelers, long-term park and fly space, and parking lots for the storage of new or used motor vehicles not located on the same lot as a dealership. (4) Motor Vehicle Maintenance and Minor Repair. A building or premises used primarily to provide general maintenance on automobiles such as oil changes and lubrication; servicing and repair of spark plugs, batteries, pumps, belts, hoses, air filters, and windshield wipers ; replacement of mufflers and exhaust systems, brakes and shock absorbers; radiator cleaning and flushing; auto detailing; sale and installation of automobile accessories such as tires, radios and air conditioners; wheel alignment, balancing; but excluding tire recapping or grooving or any major mechanical repairs, collision work, undercoating or painting. An automobile maintenance/service establishment may be located in the same building and be a part of a vehicle service station. (5) Motor Vehicle Major Engine and Body Repair. An automotive repair establishment which may conduct in addition to activities defined below as "minor repairs" one (1) or more of the following: general repair, engine rebuilding, rebuilding or reconditioning of motor vehicles, collision service, such as body, frame, or fender straightening and repair; overall painting and undercoating of automobiles, major overhauling of engine requiring removal of cylinder-head or crank case pan, recapping or retreading of tires, steam cleaning and similar activities. (6) Motor Vehicle Wash (Automatic). A structure that is completely enclosed in a building containing facilities for washing of automobiles with automatic, semiautomatic or touchless applications of cleaner, brushes, rinse water and with air, heat or towel drying. (7) Motor Vehicle Wash (Self-Service or Coin Operated). A structure containing individual washing stalls whereby the customer, through use of a timed mechanical wand, applies cleaner, rinse water, car wax and similar agents directly to their personal vehicle. (8) Vehicle Dealership. A building or premises used primarily for the sale of new and used automobiles and other motor vehicles such as motorcycles, boats, recreational vehicles or other similar methods of transportation. DESCRIPTION OF PUMP STATIONS AND WATER FEATURES 1. COOPER STREET SANITARY PUMP STATION The Cooper Street Pump Station is a duplex “steel can” type sanitary lift station. It is located behind the Evangel Baptist Church on Cooper Street, near the intersection of Telegraph and Pennsylvania Roads in the City of Taylor, Michigan. This station was constructed in the late 1960’s and has a maximum capacity of 500 gpm. This unmanned suction style pump station, supplied by General Electric, is used to pump sanitary sewage from the local community into the sanitary sewer system. The station operates using two centrifugal, 6-inch, 250 gpm Wemco pumps. The pumps are driven by 10 HP – 230V – 3 phase – 60Hz @1165 rpm motors. The adjacent wet well is a precast concrete structure. 1. MONROE STREET STORM PUMP STATION The Monroe Street Pump Station is a duplex storm water lift station. It is located in a small concrete building on Monroe Street underneath Interstate 94 (I-94) in the City of Taylor Michigan. This pump station was built in the early 2000’s and has a maximum capacity of 2,400 gpm. The station pumps storm water from the storm water collection system along Monroe Street and pumps it to the nearby drainage ditch connected to the Ecorse Creek. The station operates using two Cascade mixed flow 10-inch, 1200 gpm pumps. The pumps are driven by 30 HP 230V -3 Phase – 60HZ @ 1800 rpm motors. The pre-cast concrete wet well is located under the floor of the concrete building. 1. WESTLAKE PUMP STATIONS (LAKES OF TAYLOR GOLF COURSE); PS-1 and PS -2 The Westlake Pump Stations (PS-1 and PS-2) are located within the Lakes of Taylor Golf Course adjacent to Westlake Road. Pump Station 1 (PS-1) includes 2 - 46 HP, 6700 GPM submersible pumps. These two pumps function to take stormwater from the nearby lake and discharge it into the Frank & Poet Drain when the elevation of the lake becomes to high. The two pumps have a 12” discharge pipe increasing to 16” discharge pipe prior to an elbow leading into a valve vault with a 16” swing check valve and a 16” gate valve. Pump Station 2 (PS-2) utilizes three (3) 3HP submersible pumps. The intended function of these pumps is to take stormwater from the 12” inlet coming from the Frank & Poet Drain and discharge it into the nearby 09/27/2022 09:59 AM EDT Page 2 of 5 46 IFB-RM-2022-09-02-001 - Taylor Pump Station Maintenance & Inspection Lakes of Taylor lake when the elevation of the lake becomes too low. The three pumps have a 4” discharge with a 4” check valve; the discharge then proceeds to increase from 4” to 8” and combine into a single 8” discharge header. A condition assessment report was completed in June 2022. The report concluded by recommending rehabilitation and replacement of the pump station process, mechanical and electrical equipment. Design plans and specifications are currently being prepared to include the following: • Pump Station No. 1 – Replacement of the slide gate and actuator, pumps, valving, piping and electrical equipment (wet well to remain as is and be reused) • Pump Station No. 2 – Replacement of the pumps, valving, piping and electrical equipment (wet well to remain as is and be reused). The work is intended to be bid in early fall 2022 with construction commencing as soon as possible; understanding procurement of parts may equate to a potential delay. The scope of work included in this RFP will include providing monthly inspections for PS-1 and PS-2 beginning in October 2022 and continuing until construction on the pump stations begins. Monthly inspections will then begin again upon substantial completion of the rehabilitation Work. 1. LARGE AND SMALL WATER FEATURES (LAKES OF TAYLOR GOLF COURSE) The large and small water features are located immediately on the east side of the Lakes of Taylor Golf Course clubhouse. Design plans and specifications are currently being prepared to include rehabilitation, pump replacement and the relocation of the electrical panel to an above-grade location. The work is intended to be bid in early fall 2022 with construction commencing as soon as possible; understanding procurement of parts may equate to a potential delay. Monthly inspections for the water features are not anticipated to be required until substantial completion of the rehabilitation effort as the pumps are currently not functioning.
