Group discussed bringing this back to January for final discussion with Nate’s proposal
to January and then use that to make recommendation to the board.
b. Lufkin Summer Concert Series
● New concert series during the summer and have 3 performances once a month. Ideas
like food trucks, pop up stands, VP library,

maybe geared towards families.

Jefferson Pool Replacement – 7-Year Capital Plan Summary

The Village of Villa Park proposes replacing the aging Jefferson Pool with a modern, accessible, and
energy-efficient aquatic and learning facility. This new center will serve as a long-term community
asset, combining aquatic recreation with classroom space for education, safety training, and wellness
programs.

• Zero-depth leisure pool with water slide and play features
• Modern bathhouse with locker rooms and concessions
• 6,000 sq. ft. building with 3 classrooms and staff offices

Key Findings from Prior Studies
• Williams Architects (2013) concluded Jefferson Pool has reached the end of its useful life due to
structural deterioration, water loss, and code violations.
• The 2019 Feasibility Study confirmed strong resident demand for a new aquatic facility and found
repair-only options to be cost-ineffective.
• Both studies recommend full facility replacement rather than continued investment in aging
infrastructure.
Next Steps
1. Board approval to initiate planning and public engagement in 2026.
2. Begin funding strategy discussions and grant identification.
3. Advance design and engineering phases beginning in 2028.
4. Prepare construction documents and bidding by 2032.
5. Commence construction with a 2033 opening target.

VP Lufkin Park Concert Series
Summary
The Villa Park Community Recreation Commission would like to propose a
new summer concert series during the summer at the new band shell at
Lufkin Park. Due to space limitations presented by the band shell and
concern for noise complaints from nearby residents, these performances
would feature smaller groups of musicians with minimal amplification, and
performing groups may include singer/songwriters, chamber ensembles,
small jazz groups, or other similarly-sized groups. The CRC proposes
offering six total events for 2026 - twice monthly, with one featuring a hired
professional act and one featuring open-invitation community engagement
- with the possibility to expand to more frequent performances in future
years depending on the success and interest in these initial performances.
The community engagement events could take the form of open mic,
karaoke, or other open-invitation style performances.
In addition to offering live music, these events would offer other
opportunities for community engagement. These might include offering
options for purchasing food and beverage from local vendors (food trucks,
carts/pop-up stands from local coffee shops) for picnic meals, family story
time by the Villa Park Public Library, and family-friendly leisure activities
such as cornhole. The playground and splash pads would also be available to
utilize for families attending the performances.
This concert series would offer the following benefits to Villa Park:
