Call to Order Chairperson LoCoco called the meeting of the Historical Preservation Commission to order at 6:05 p.m. Roll Call and Declaration of Quorum Present: Chairperson LoCoco, Commissioner Diver, and Commissioner Lee Absent: Commissioner Castillo, Commissioner DeAntonis A Quorum was present. II. Public Comments on Agenda items – None III. Amendments to the Agenda - None IV. Approval of Minutes of the November 13, 2025, Meeting a. Commissioner Diver moved to approve November 13, 2025, minutes. b. The motion was seconded by Commissioner Lee. c. Voice Vote: The Ayes have it. V. Old Business - None VI. New Business a. Review of Application HP26-01-138 S. Yale Ave. i. Staff presented historical background information on the application for 138 S Yale. Chairperson LoCoco asked what name they were going to put on the plaque. Michelle House said that in the last set of plaques they put the builder’s name on the plaque. Motion to vote on the 138 S Yale application made by Chairperson LoCocco Seconded by Commissioner Diver Roll Call AYES: Lee, Diver LoCocco (3) Page 2 of 16 NAYS: (0) AYES have it Motion Passed b. Review of Application HP26-02 – 614 S. Illinois Ave. i. Staff presented historical background information on the application for 614 S. Illinois. ii. It was determined that further information is needed to approve this application. It will continue until the March 5th meeting. Information needed, Name of builder, more history on the building, History for the web site tour. Commissioner Divers husband can give resources. VII. Public Comments - None VIII. Commissioner Comments Open house what would they do differently. Have plaques at table and applications available. Think of other giveaway items. IX. Chairman Comments - Commission could do temporary exhibits at the museum highlighting what they do. Should offer to other commissions on a rotating basis. X. The car has deteriorated somewhat and will need some repairs and paint. The car has been stored in a barn and the inside of the car is being used as equipment and tool storage. C A & E Villa Ave. Station (National Register of Historic Places) Site Option One C A & E Ardmore Ave. Station (National Register of Historic Places) Preferred Location for Car 321 Page 9 of 16 Preferred Site Page 10 of 16 Our Team is prepared to create a monument to the CA&E Railroad (2026) in Villa Park  What happens when Car 321 is donated?  Arrange for its transport to Villa Park  Install roadbed and track  Restore its exterior and roof  Secure and clean its interior / reserve options for future interior remodeling.  Create a station roof over it  Create a park around Car 321  Include it in Villa Park’s security camera system and illuminate it.  Install a plaque commemorating the organizations and volunteers that have contributed to this monument.
