1. Call to Order.
Chairperson Pienkos called the meeting to order at 8:05 p.m.

6a. Report of the Bike, Pedestrian, and Transit Subcommittee.
Commissioner Wagner gave a report of the Bike, Pedestrian, and Transit Subcommittee.
Commissioner Wagner mentioned that the last meeting of the subcommittee was held on
04/25/2024. The subcommittee received public comments on a couple topics, including the
locations of bike racks throughout the village, and signage for Pace bus routes.
Commissioner Wagner noted that May was Bike Month and that there were a number of
activities planned: Bike and Walk to School Day at North Elementary School on 05/08/2024;
a public showing of the movie “The Engine Inside” at the Villa Park Library on 05/09/2024; a

smart cycling class on 05/11/2024; a ride of silence on 05/15/2024; and a bike registration
event. Commissioner Wagner also provided an update regarding the Tri-Trail Connector
Project, and mentioned that members of the subcommittee had attended the Tri-Town
YMCA Healthy Kids Day event and distributed bicycle-related materials.
7. Approval of Minutes.
7a. Consider approval of pending minutes from the Traffic and Safety Commission
meeting held on April 2, 2024.
Motion to approve the minutes of the Traffic and Safety Commission meeting held on
April 2, 2024, was made by Commissioner Wagner and seconded by Commissioner
DeTomaso. Voice vote passed with all ayes.

8. Old Business.
8a. Item No. 898 – “Drive Like Your Kids Live Here” signs
Commissioners discussed various sign options and costs, discussed the possibility of
purchasing vehicle bumper stickers or other alternatives to signs, and debated whether

potential signs or bumper stickers would be effective at reducing motor vehicle speeds.
Commissioners questioned how many items could be purchased given the commission’s
budget. Ex-Officio Mantels reviewed the budget and advised that the commission had a
$500.00 budget amount for CY 2024. Commissioners stated that the commission’s budget
amount was supposed to be much higher and questioned if the $500.00 amount was correct.
Ex-Officio Mantels responded that he would reach out to confirm the budget amount.

Commissioners asked if they could spend more than $500.00 even if that amount was
confirmed. Ex-Officio Mantels responded that he would reach out with that question as well.
Commissioners generally agreed that the conversation regarding purchasing should be

deferred until questions regarding the commission budget had received answers.
Motion to table Item No. 898 was made by Commissioner Wagner and seconded by
Commissioner Little. Voice vote passed with all ayes.

Item No. 899 – North Avenue Car Shows.
Commissioners discussed that the Village Board had adopted a version of the draft
ordinance that the commission had previously voted to recommend. Ex-Officio Mantels
mentioned that there was a copy of the adopted ordinance in the commission’s agenda
packet. Commissioners noted that the ordinance was different than the draft ordinance that
had been reviewed previously. Ex-Officio Mantels mentioned that there was also a copy of
the previous version of the draft ordinance that the minutes from the previous meeting.
Commissioner DeTomaso stated that Strat’s had been issued a few tickets and that it also
appeared that the sale of Strat’s property was expected to proceed.
Police Sergeant Landa confirmed that Strat’s had been cited and that a court date was
scheduled for June. He noted that the car shows were still continuing but that weather had
kept them from being more heavily attended.
Chairperson Pienkos asked if there were any laws against pedestrians standing in the state
median on North Avenue. Sergeant Landa responded that if the situation became a hazard
then the police could act.
Commissioner Wagner mentioned that another municipality had posted signs prohibiting
people from standing or loitering in medians. Sergeant Landa responded that those types

of ordinances are unconstitutional, and that there had been a supreme court decision that
determined that panhandling could not be prohibited.
Chairperson Pienkos asked commissioners if they would like to leave the item on the agenda
and review it again at the following meeting. Commissioners agreed that the item would
remain on the agenda.

9. New Business.

Ex-Officio Mantels mentioned that he had a new topic for the commission’s discussion and
distributed documents to commissioners, copies of which are attached to these minutes. Staff
received concerns from a village resident regarding motor vehicles parking on North Princeton
Avenue south of Belden Avenue in the vicinity of Twin Lakes Park. There is marked perpendicular
parking on the east side of Princeton Avenue adjacent to Twin Lakes Park, but during events at
the park the parking can reach capacity and motorists will then park on the side of the street on
Princeton. The concerns from the resident are that the pavement is not wide enough to
accommodate this parking. The pavement on Princeton from Belden to the south varies between

16 feet and 18 feet wide, and the pavement in front of the southernmost property is roughly 12 feet
wide. Village ordinance prohibits parking on either side of a street when the pavement is less than
19 feet wide, however this section of Princeton Avenue was never specifically codified.
Commissioners discussed the option of installing No Parking signage and whether or not such
signs would improve the situation. Commissioners also discussed whether or not expanding the
existing perpendicular parking would be possible.

Commissioners asked if there had been communication with any of the homeowners. Ex-Officio
Mantels responded that there had not, but that staff could deliver notices to homeowners in
advance of the commission’s next meeting.

Commissioners generally agreed that they would like for homeowners to be notified before taking
any action. Commissioners discussed adding this as a new item for future discussion.

10. Commissioner Comments.
Commissioner McMurray had no report or recommendations.
Commissioner Little noted that she did not have a chance to introduce herself at the last meeting.
Commissioner Little stated she believes that if the village applies the same cookie-cutter approach
to decisions regarding traffic and safety, the village will end up with streets that all look the same
and as if they all have the same purpose. Commissioner Little stated she believes that individual
streets should have different primary purposes and provided some examples, and stated that
decisions about individual streets should be made with different goals in mind. Commissioner
Little also stated she believes that decisions about streets should not be made with the goal of
moving traffic as quickly as possible.
Commissioner C. Timmerman mentioned he had a village identification card that had expired and
asked if the village would be issuing new cards to commissioners whose cards had expired.

Ex-Officio Mantels responded that he would look into whether or not the village was still issuing
IDs to commissioners, and what the process would be for obtaining one if they were.
Commissioner Cuthbertson had no report or recommendations.
Commissioner K. Timmerman had no report or recommendations.
Commissioner Wagner mentioned that he appreciated Commissioner Little’s comments and noted
that the village had adopted a Complete Streets Policy, which directs that when a street project is
completed it should take into account all road users, which includes cars, bicyclists, and
pedestrians. Commissioner Wagner mentioned that House Bill 3530, which was currently pending
in the Illinois General Assembly, proposed to amend the Illinois Vehicle Code to change the default
speed limit in residential areas from 30 mph to 20 mph. Commissioner Wagner mentioned that
he had become aware of a situation in which a Lombard resident who was riding an electric scooter
on a public street was stopped by the Lombard Police and advised that they should be riding the
scooter on the sidewalk instead. Commissioner Wagner mentioned that the Village of Addison
had applied for Safe Routes to School funding and asked if there was any information regarding
the results of Addison’s application. Ex-Officio Mantels responded that Addison was awarded
funding, and that Villa Park would be participating for the construction of a small portion of the
project in Villa Park’s boundaries.

Commissioner DeTomaso mentioned that the commission had previously raised the topic of safety
measures for trail crossings and noted that it had not been revisited. Ex-Officio Mantels responded
that he was in the process of preparing some information on the subject to distribute to
commissioners. Commissioner DeTomaso responded to a prior commissioner comment
regarding the possibility of changing speed limits to 20 mph and stated he felt it was unlikely that

motorists who were not obeying current 25 mph limits would obey new 20 mph limits.
Commissioner Little asked if she could respond, and stated that if a street was built to be
comfortable to drive 30 mph that motorists would drive 30 mph, whereas if a street was built to be

uncomfortable to drive 30 mph that motorists would drive under 30 mph. Commissioner
DeTomaso mentioned that the new community recreation center was under construction and
suggested that the commission should preemptively discuss the topic of traffic and safety
pertaining to the new recreation center and the proposed Union development. Ex-Officio Mantels

responded that a traffic impact study had been submitted some time ago and that staff had
provided review comments to the engineer. He stated that he recalled a revised traffic study had
been submitted since then but that he would look into that and confirm.

13. Village Staff Comments.
Ex-Officio Mantels mentioned that Statements of Economic Interest were no longer required from
Traffic and Safety Commissioners.

Sec. 14-207. No parking zones.
(a) Except as hereinafter provided, no person shall park a vehicle on either
side of the street on any street less than nineteen (19) feet in width as
measured in a straight line, perpendicular to the curb, from the
pavement side on one (1) curb to one (1) pavement side of the
opposite curb.
(1) Parking is allowed on both sides of Grant Avenue from Washington
Street south to the dead end terminus of Grant Avenue.
(b) No person shall park a vehicle on one (1) side of the street on any
street less than twenty-nine (29) feet but at least nineteen (19) feet
wide, measured as in paragraph (a) above. The no parking side is to be

designated as the fire hydrant side. If no clearly defined fire hydrant
side exists, the traffic and safety commission will recommend the no
parking side; however, parking is allowed on both sides of the street on
streets twenty-nine (29) feet and over in width, as measured in
paragraph (a) above.

In an effort to remind drivers to be vigilant and obey traffic laws and to slow
down and obey posted speeds, the Villa Park Traffic and Safety Commission has
initiated a pilot program to distribute a limited number of special yard signs. The
18” x 24” yard signs are red and white and read “Drive Like Your Kids Live Here.”
Signs can be picked up in the lobby of the Villa Park Police Station at 40 S.
Ardmore Monday through Friday between 7 AM and 7 PM. Residents are asked to
display the signs in keeping with village code and to limit their requests to one
sign per household. Signs may go quickly so please call the Villa Park Police
Department non-emergency number at 630-834-7447 to confirm availability.

AN ORDINANCE OF THE VILLAGE OF VILLA PARK, DUPAGE COUNTY, ILLINOIS,
AMENDING THE VILLAGE OF VILLA PARK MUNICIPAL CODE REGARDING SPECIAL
EVENT PERMIT REQUIREMENTS AND NUISANCE PARKING PROHIBITTONS
WHEREAS, the Village of Villa Park ( the " Village") is a duly organized and validly
existing non- home rule municipality created in accordance with the Constitution of the State of
lllinois of 1970 and the laws of the State; and
WHEREAS, the Village desires to clarify the applicability of its permit requirements for
special events in the Village and amend the code to abate nuisances associated with large
gatherings or special events that impact the public health, safety and welfare; and
WHEREAS, Sections 11- 60- 2 of the lllinois Municipal Code ( 65 ILCS 5/11- 60- 2)
authorizes the Village to define, prevent and abate nuisances; and
WHEREAS, the Traffic and Safety Committee for the Village has recommended
approval of this Ordinance; and
WHEREAS, the President and Board of Trustees of the Village of Villa Park have
determined that it is in the best interests of the citizens of the Village of Villa Park to amend
Chapter 13 and Chapter 15 of the Village of Villa Park Municipal Code, regarding
special event
permit requirements and parking prohibitions to abate nuisances, including those associated
with special events, as more particularly set forth hereinafter.
NOW, THEREFORE, BE lT ORDAINED by the President and Board of Trustees of the
Village of Villa Park, DuPage County, lllinois, as follows:
Sectionl: That Section 13- 1802, entitled " Definitions", of Article XVlll, entitled
Special Event Permit", of Chapter 13, entitled " Licenses, Permits and Business Regulations", of
the Village of Villa Park Municipal Code, be and is hereby amended to read as follows:
Sec. 13- 1802. - Definitions.
For the purpose of this article, the following definitions shall apply:
Special event means any event in the village that is located in whole or in part on public
property or on private property within the Village when it:
1) is likely to have a direct effect upon public property, traffic flow or public health or
safety, and which may require the use of special Village services;
2) uses village park or other village-owned property;
3) temporarily provides food service;
4) will use a public address or sound system;
5) will use portable toilets;
6) will conduct a raffle;
7) will require additional refuse receptacles;
8) will require safety or special fencing;
9) will require special street lighting or electrical service;
10) will require special water service;

12) will require the closing of a village street;
13) will require the closing of an off-street parking facility;

16) will result in the obstruction of a public or private street or sidewalk or any public or
private fire or emergency lane;
17) will require the use of village barricades;
18) will require the services of the police or fire department;
19) will require an emergency evacuation plan;
20) will sell or serve alcoholic beverages;

A special event also means any event that requires the use or aggregation of more than
one parcel of land or the use of any off-site parking arrangements to accommodate expected

Section 2: That Section 15-803, entitled " Owner' s responsibilities", of Article Vlll,
entitled " Public Parking Areas", of Chapter 15, entitled " Nuisances", of the Village of Villa Park
Municipal Code, be and is hereby amended to read as follows:
Sec. 15- 803. - Owner's responsibilities.
The owner, lessee or operator of any public parking area shall maintain the public
parking area in compliance with this Code and this article, must assure the mobility and access
of emergency vehicles in any parking lot that is open to the public, and shall not permit
disorderly conduct or any unlavrrful noise, nuisance or hazardous condition in the public parking
area.
Section 3: That Section 15- 804, entitled " Prohibitions in parking areas", of Article
Vlll, entitled " Public Parking Areas", of Chapter 15, entitled " Nuisances", of the Village of Villa
Park Municipal Code, be and is hereby amended to read as follows:
Sec. 15- 804. - Prohibitions in parking areas.
a) lt is unlavuful in a public parking area for any person to race the motor of a motor
vehicle or motorcycle by a sudden acceleration or deceleration of the motor.
b) lt is unlaMul in a public parking area for any person to bring a motor vehicle or
motorcycle to a sudden stop or start such that the tires on such a vehicle shall squeal
or cause a loud or unusual noise.
c) lt is unlawful for any person in a public parking area to blow or cause to be blown any
motor vehicle horn or motorcycle horn while the vehicle is parked.
d) lt is unlavyful in a public parking area for any person to race, needlessly weave or
suddenly change course of a motor vehicle or motorcycle or endanger any person or
vehicle in the public parking area.
e) lt is unlawful for a person driving or in charge of a motor vehicle or motorcycle that is
unattended or without a person in the vehicle, without first stopping the engine and
removing the key.

0 lt is unlaMul for any person in a public parking area, whether in or out of a motor
vehicle or motorcycle to drink any alcoholic beverage or have in his or her
possession any open container containing an alcoholic beverage.
g) lt is unlavuful for any person to drive
a motor vehicle or motorcycle onto a public
parking area and then from that public parking area, unless there is no unoccupied
parking space available in the public parking area.
h) lt is unlawful for any person to leave an unoccupied motor vehicle or motorcycle
in
any public parking area and then leave the premises thereof except with the
knowledge and consent of the owner, lessee or operator of any public parking area.(
i) lt is unlawful for any person to obstruct pedestrian or vehicular traffic in any public
parking area.
0) lt is unlaMul for any person to obstruct the mobility and access of emergency
vehicles in any public parking area.
Section 4: That the Village Board shall consider and review the impacts of this
Ordinance at the meeting of the Village President and Board of Trustees on May 13, 2024.
Section 5: That all other ordinances or parts thereof in conflict with this Ordinance
are hereby repealed to the extent of such conflict.
Section 6: That this Ordinance shall be in full force and effect upon its passage and
approval according to law.
