Appointment to Commission 9. Consent Agenda a. Bill Listings for the weeks of March 9, 2026 in the amount of $30,218.97 and March 16, 2026 in the amount of $974,338.86. b. Approval of the Minutes of Committee of the Whole Meeting and The Village Board of Trustees Meeting held on March 9, 2026. c. Resolution for the use of Motor Fuel Tax for General Street Maintenance Section 26- 00000-00-GM The Village utilizes Motor Fuel Tax (MFT) funds to help fund the general maintenance activities on the Village roadways for the cost of personnel and materials. This includes the purchase of salt, gravel, asphalt materials, sign materials, and roadway paint for crosswalks, along with the a portion of the cost of personnel and equipment to perform MFT qualified work. The approved FY26 Budget has planned MFT expenditures of $364,000 for general maintenance; this resolution is required to use those funds. d. Resolution of the Village of Villa Park, DuPage County, Illinois Authorizing and Approving an Agreement with Robe, Inc. for the Restroom Renovation Project at the Parks Maintenance Facility. 10. An Ordinance Amending Section 3-313(A) of the Municipal Code of the Village of Villa Park, DuPage County, Illinois Decreasing the Number of Class AAA Liquor Licenses and Increasing the Number of Class I Liquor Licenses This ordinance would adjust the number of liquor licenses available with the AAA and I classifications. This is a second reading. The Liquor Control Commission recommends approval. 13. Ordinances a. Ordinance Authorizing the Sale of Debt Certificates for the Approved Purchase of Village Vehicles (Three Squads and One Dump Truck) Not to Exceed $463,750.00. This ordinance formalizes the Board's recent approval of the purchase and financing of four vehicles by issuing debt certificates. Staff recommends approval. b. An Ordinance Adopting An Amended Budget For the Village of Villa Park, County of DuPage, State of Illinois For All Corporate Purposes, in Lieu of an Annual Appropriation Ordinance, For the Fiscal Year Commencing on January 1, 2025 and Ending on December 31, 2025. c. An Ordinance Adopting an Amended Budget for the Village of Villa Park, County of DuPage, State of Illinois for all Corporate Purposes, in Lieu of an Annual Appropriation Ordinance, for the Fiscal Year Commencing on January 1, 2026 and Ending on January 31, 2026. d. An Ordinance of the Village of Villa Park, DuPage County, Illinois, Granting Special Uses for Religious Assembly Use and a Drive-In/Drive-Through Facility Use for the Property Located at 507 E. St. Charles Road. This Ordinance approves Petition ZBA-25-12 for a Special Use from Section 6.1.1 Use Table to permit Religious Assembly and Drive-in/Drive-through Facility uses within the existing multi-tenant building at 501-507 E. St. Charles Road. The Zoning Board of Appeals recommended approval by a vote of 5-1-1. 14. Resolutions a. Resolution of the Village of Villa Park, DuPage County, Illinois, Providing for the Selection of Qualified Consulting Firms to Provide Construction Engineering Services for Capital Improvement Projects b. Resolution of the Village of Villa Park, DuPage County, Illinois, Providing for the Selection of Qualified Consulting Firms to Provide Preliminary and Design Engineering Services for Capital Improvement Projects c. Adjournment The Villa Park Village Hall is subject to the requirements of the Americans with Disabilities Act of 1990. An elevator is operational at the north side entrance to the Village Hall during normal work hours and also during evenings. lndividuals with special needs are requested to contact the Village's Compliance Officer at (630) 834-8500 so that reasonable accommodations can be made for those persons.
