​Commissioners: Thomas Mulhearn, Chairman - Stella Qualizza, - Commissioner/Secretary - Brian Sible, Commissioner​ ​Regular Meeting Minutes​ ​Board of Fire and Police Commissioners​ ​February 17, 2026​ ​Westmont Village Hall​ ​31 W. Quincy Ave.​ ​Westmont, IL. 60559​ ​Call To Order:​ ​Chairman Mulhearn called the February​​17, 2026 regular meeting of the​ ​Westmont Board of Fire and Police Commissioners to order at 2:00 PM.​ ​Roll Call:​​Commissioner Qualizza called the roll as​​follows: Chairman Mulhearn -​ ​Present, Commissioner Qualizza - Present - Via Zoom, Commissioner Sible - Present.​ ​A quorum was present.​ ​Also in Attendance:​​Deputy Chief-Mike Weibler​ ​Public Comment​:​​None (no one was from the public was​​present)​ ​Approval of Minutes:​ ​After review and discussion, Chairman Mulhearn moved that the January 20, 2026​ ​Regular Meeting Minutes be accepted as submitted. Commissioner Sible 2nd the​ ​motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​After review and discussion, Chairman Mulhearn moved that the February 14, 2026​ ​Special Meeting Minutes be accepted as submitted. Commissioner Qualizza 2nd the​ ​motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​Candidate #21​​-​​Chairman Mulhearn made a motion for The Board to conditionally vote​ ​to extend an offer of employment to Candidate #21 pending a positive medical and​ ​psychological evaluation. Commissioner Qualizza 2nd the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​Candidate #26 -​​Chairman Mulhearn made a motion for​​The Board to conditionally vote​ ​to extend an offer of employment to Candidate #26 pending a positive medical and​ ​psychological evaluation. Commissioner Sible 2nd the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​Candidate #23​​- Chairman Mulhearn made a motion to​​remove Candidate #23 from the​ ​eligibility list due to non-compliance. Commissioner Qualizza 2nd the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​New Business:​ ​●​ ​After review and discussion, it was noted the Board will conduct Oral​ ​Interviews on March 21, 2026​ ​Old Business:​ ​Update on the Fire Department qualifications and testing process. It was​ ​discussed and noted that the Finance Department is working with Human​ ​Resources regarding issues with the Fire Department job description. This​ ​matter is currently on hold pending receipt of updated salary information​ ​and a revised job description. The department anticipate being prepared​ ​to move forward in March.​ ​Chairman Mulhearn confirmed he will be in contact with Amy from​ ​IO Solutions regarding cost reductions. The high cost is a concern, with​ ​the total expenses being above the desired budget. Chairman​ ​Mulhearn will be proposing cost reduction measures for IO Solutions​ ​Expenses.​ ​Chairman Mulhearn will contact Amy Eitapence from IO Solutions to​ ​Inquire about the cost of a reduced assessment center process and​ ​Also inquire to see if someone from the local office can meet with​ ​The Commission or arrange a Zoom call to go line-by-line through​ ​The list to cut costs.​ ​Chairman Mulhearn will contact the Fire Chief’s Association and​ ​Illinois Chiefs to determine the cost for job advertisements and if they​ ​Offer assessment centers with bulk or piece rates.​ ​The discussion moved to the selection of assessment exercises. While​ ​five (5) different exercises are available, The Commission expressed a​ ​preference to use fewer that five and agreed to narrow the assessment to​ ​three (3) exercises. There was also discussion regarding psychological​ ​and polygraph testing for Fire Department candidates. Chairman​ ​Mulhearn raised the question of whether a polygraph or psychological​ ​evaluation should be required.​ ​Department Director:​ ​The Police Department was represented by Deputy Chief Mike Weibler who​ ​updated The Commission on occurring happenings at the Police Department.​ ​Adjournment:​ ​There being no additional business before the Commission at this time,​ ​Chairman Mulhearn made the motion to adjourn and Commissioner Sible 2nd​ ​the motion.​ ​Vote: Yes-3, No-0.
