​Commissioners: Thomas Mulhearn, Chairman - Stella Qualizza, - Commissioner/Secretary - Brian Sible, Commissioner​ ​Regular Meeting Minutes​ ​Board of Fire and Police Commissioners​ ​APRIL 21, 2026​ ​Westmont Village Hall​ ​31 W. Quincy Ave.​ ​Westmont, IL. 60559​ ​Call To Order:​ ​Chairman Mulhearn called the April​​21, 2026 regular meeting of the​ ​Westmont Board of Fire and Police Commissioners to order at 2:00 PM.​ ​Roll Call:​​Commissioner Qualizza called the roll as​​follows: Chairman Mulhearn -​ ​Present, Commissioner Qualizza -​​Via Zoom​, Commissioner​​Sible - Present. A quorum​ ​was present.​ ​Also in Attendance:​​Deputy Chief Steve Thompson,​​Police Department,​ ​Chief - Steve Riley, Fire Department, Deputy Chief James Fitzgerald, Fire Dept.​ ​Deputy Chief Tom Frank, Fire Department, Renee Brainerd, Human Resources​ ​Director​ ​Public Comment​:​​None (No one from the public was present)​ ​Approval of Minutes:​ ​After review and discussion, Chairman Mulhearn moved that the March 10, 2026​ ​Regular Meeting Minutes be accepted as submitted. Commissioner Qualizza 2nd the​ ​motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​After review and discussion, Chairman Mulhearn moved that the March 21, 2026​ ​Special Meeting Minutes be accepted as submitted. Commissioner Sible 2nd the​ ​motion.​ ​Vote: Yes-3, No-0 Minutes are accepted as submitted.​ ​New Business:​ ​Candidate #40​ ​The Commission reviewed the background reports submitted by the Detective Division​ ​for Candidate #40. Chairman Mulhearn made a motion to offer Candidate #40 a​ ​Conditional Offer of Employment as a Westmont Probationary Police Officer pending​ ​the Candidates successful completion of a Medical Examination and a Psychological​ ​Evaluation. Commissioner Qualizza 2nd the motion.​ ​Vote: Yes 3, No-0 Motion Carries​ ​Candidate #40 was contacted by the Commission and offered a Conditional Offer of​ ​Employment. The offer was accepted by Candidate #40. Candidate #40 is currently​ ​making arrangements for the Medical Examination and the Psychological Evaluation.​ ​Candidate #43​ ​The Commission reviewed the background reports submitted by the Detective Division​ ​for Candidate #43. Chairman Mulhearn made a motion to offer Candidate #43 a​ ​Conditional Offer of Employment as a Westmont Probationary Police Officer pending​ ​the Candidates successful completion of a Medical Examination and a Psychological​ ​Evaluation. Commissioner Sible 2nd the motion.​ ​Vote: Yes 3, No-0 Motion Carries​ ​Candidate #43 was contacted by the Commission and offered a Conditional Offer of​ ​Employment. The offer was accepted by Candidate #43. Candidate #43 is currently​ ​making arrangements for the Medical Examination and the Psychological Evaluation.​ ​Candidate #47​​Chairman Mulhearn made a motion that​​Candidate #47 undergo a​ ​retest for the Polygraph Examination due to inconclusive initial results. Commissioner​ ​Sible 2nd the motion.​ ​Vote; Yes 3, No-0 Motion Carries​ ​Candidate #45​​The Board reviewed the Polygraph Examination​​results of Candidate​ ​#45. Chairman Mulhearn made a motion to move Candidate #45 to the background​ ​screening phase. Commissioner Sible seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​Candidate #49​​The Board reviewed the Polygraph Examination​​results of Candidate​ ​#49. Chairman Mulhearn made a motion to move Candidate #49 to the background​ ​screening phase. Commissioner Qualizza seconded the motion.​ ​Vote: Yes-3, No-0 Motion Carries​ ​●​ ​After review and discussion, it was noted the Board will conduct Oral​ ​Interviews on May 16, 2026​ ​Ongoing Business​ ​The Commission met with the following in attendance:​ ​Chief Steve Riley, Deputy Chief James Fitzgerald, Deputy Chief Tom Frank, and​ ​Renee Brainerd, Human Resources Director to review and discuss the Fire​ ​Position Application requirements in coordination with the Village Human​ ​Resource Department.​ ​The group visited the previous draft requirements, made several revisions and is​ ​awaiting the updated version for further review at the next meeting.​ ​Department Director:​ ​Chief Brian Gruen, provided an update to the Commission on recent activities and​ ​ongoing Issues within the department.​ ​Adjournment:​ ​There being no additional business before the Commission at this time,​ ​Chairman Mulhearn made the motion to adjourn and Commissioner Sible 2nd​ ​the motion.​ ​Vote: Yes-3, No-0.
