Village Board Fire Public Safety Committee

MINUTES
~ Thursday, June 13, 2024 ~
CALL TO ORDER
Trustee Guzzo called the meeting to order at 1630 hours.
PRESENT
Clerk Szymski, Village Manager May, Assistant Village Manager Parker, Trustee Barker,
Trustee Brady, Trustee Guzzo, Trustee Liddle, Trustee Nero and Trustee Simonovich.
ALSO PRESENT
Fire Chief Riley, Battalion Chief Kielczynski, Chief Public Safety Officer Gunther,
Community Development Director Hennerfeind, Public Works Director Reis, Human
Resources Director Brainerd, Human Resources Generalist Williams, Communications
Director McIntyre, Finance Director Altic, Administrative Assistant Hoxha and
Administrative Assistant Saldivar.
ABSENT -Mayor Gunter and Deputy Chief Fitzgerald.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
PUBLIC COMMENT
No public comment was received.
APPROVAL OF MARCH 7, 2024 PUBLIC SAFETY COMMITTEE MINUTES
Trustee Barker made a motion, seconded by Trustee Liddle, to approve the March 7, 2024
Public Safety Committee Minutes as submitted. Motion carried unanimously.
NEW BUSINESS
Trustee Guzzo announced that they will proceed out of order from the agenda and start with
new business.
Awards
Chief Riley presented Battalion Chief Arnold Nolan with an award for 30 years of service
followed by a short acceptance speech. He also announced that Inspector Kevin Sievert earned
an award for 20 years of service, however, he was unable to attend to accept the award.
Retirements
Chief Riley announced the retirement of Battalion Chief Tom Bills on June 24, 2024 after 27
years of service. He noted that Lieutenant Burton Chaet also recently retired and that both of
their walk-outs would take place together on June 24, 2024 at 3:00 PM at the Headquarters
Station. He stated that everyone was welcome to attend the walk-out.
Life-Saving Awards
Chief Riley presented Abigail Medina, an ACDC Dispatcher, with a Chief’s Citation Award and
pin for assisting in saving the life of a baby on February 25, 2024. Abigail gave emergency
medical dispatch instructions over the phone until the fire department arrived.
Battalion Chief Joe Kielczynski shared the details of a call on February 25, 2024 where fire
department crew members revived a newborn baby at a residence. The following crew
members received Life Savings Awards for their actions on this call: Battalion Chief Tom Bills,
Lieutenant Keith Wonsowski, Firefighter Evan Lilly, Firefighter Iman Matthews, Lieutenant
Andrew Busche and Paramedic Bianca Balice. However, Iman Matthews was unable to attend
the meeting to receive the award.
Promotions
Chief Riley announced the promotion of the following members to the rank of Lieutenant:
Andrew Busche, Travis Chinn and Chad Raupp. They were sworn in by Trustee Nero with the
assistance of Trustee Guzzo and the families were invited to pin their badges on their uniforms.
Next, Chief Riley announced the promotion of the following members to the rank of Captain:
Chris Gerlich and Darrell Parrish. They were sworn in by Trustee Nero with the assistance of
Trustee Guzzo and the families were invited to pin their badges on their uniforms.
Then, Chief Riley announced the promotion of Joe Newton to the rank of Battalion Chief. He
was sworn in by Trustee Nero with the assistance of Trustee Guzzo and his family was invited to
pin his badge on his uniform. B/C Newton proceeded to give a short speech thanking the Village
Board and the men and women of the Fire Department.
Finally, Tom Frank was sworn in as the Deputy Fire Chief by Trustee Nero with the assistance of
Trustee Guzzo and his wife was invited to pin his badge on his uniform. D/C Tom Frank
addressed the Village Board with a few words, as well. ̀
REPORTS
Chief Riley gave the Village Board an update on the call volume for the fire department. As of
that afternoon, the call volume was at 2,474, which is 11.3% more calls than the prior year at the
same time. The Department is on pace to reach 5,300 calls by the end of the year.
Chief Riley advised that the Fire Prevention Bureau and Emergency Medical Services had no
reports. He also shared that the Emergency Management Services is down to only 20
volunteers and that Communications Director McIntyre is assisting him with spreading the word
for the need of more volunteers. Finally, Chief Riley asked EMA members to assist with the
Cruisin’ Night car shows.
UNFINISHED BUSINESS
Fire Station Update RFQ
Public Works Director Reis gave an update on the Request for Qualifications for a new fire
station. The RFQ was released May 24, 2024 and there was a pre-proposal meeting and facility
tour with some of the vendors on June 10, 2024. Approximately 20 people attended the
meeting. The final proposals are due June 24, 2024 and then the vendors will be short-listed
and then interviewed with Village staff. After that, the highest scoring vendor will be chosen to
proceed to the next step in the process.
Downtown Incentive Program
Community Development Director Hennerfeind provided an update on the Downtown Incentive
Program. He discussed the following documents: PSC Downtown Incentive Program FY25A,
B1 District Sprinkler Map, DIP FY25A Examples, and FY25A DIP Annual BUdget and Activity
Targets PSC. (See attached.)
MISCELLANEOUS
There was no miscellaneous business to discuss.
There being no other business to discuss, Trustee Liddle motioned to adjourn, to which Trustee
Brady seconded. The meeting subsequently adjourned at 1738 hours.
