Present: Chairman - Trustee Gina Parrilli, Mayor Steve Nero, Trustee Bruce Barker, Trustee

Village Manager Jim Gunther, Assistant Village Manager Spencer Parker, Public Works

Approval of Minutes: Minutes from March 20, 2025 were approved by Trustee Barker, second
by Trustee Liddle.
Unfinished Business:
A. Civic Organization Signage - Letters were sent to 10 Civic Organizations with seven
responding, three have yet to respond. We will be reaching out to those three again.
The sign will go in the downtown area by the railroad tracks. We will be utilizing the
Westmont metal arch for the sign. Plans are to have this up this summer. Trustee
Barker suggested a white background be added, or similar.
New Business:
A. Service Award - Jeff Bonk 25 years of service.
Reports :
A. Chairperson
1) Nothing
B. Public Works Director -
1) Capital Improvement Project Update:
○ 2025 MFT - The Pre-construction meeting was held on June 5th, 2025.
Project scheduled to start on June 22nd, 2025. Areas to be done this year
include: Ashford - Wexford Dr., Rumsey Pl, Ainslie Dr., 60th St., Hiddenview,
James Dr.
○ Quincy Streetscape Phase 2 - Mid-block crossing is complete.

○ Residential Alley 10 N - all underground work is complete, contractor
working on concrete edge restraint and grading of the stone base. Paving
of the alley is expected before July 4, weather permitting.
○ North Water Tower - Foundation is complete, construction of the tank will
start on June 30th.
○ Liberty Park watermain, 41st & Lincoln watermain extension - Project is
substantially complete. We have ARPA funds from DuPage County of
$700,000.
○ Washington and Traube Project - Watermain on 55th St. is complete.
Watermain has been installed at the intersection of Traube & Washington.
All work by school will be complete by the end of summer.
2) Public Works Communication Tools - The Public Works Facebook Page is
back up and running. Construction Project Status map, direct
notifications(letters, door hangers), 311, email, phone. On 311 there is a new
request type under IT for Right-of-Way wire/box damage.
3) Storm water amendments - Currently Community Development is amending
Zoning Codes. We would like to make changes to the storm water parts of the
municipal code for uniformity with DuPage County and adjacent communities.
This will also make the stormwater regulations clear and easy to understand,
administer and enforce, streamlining reviews and approvals. Discussion
ensued. Trustee Barker discussed the April 2013 event and its impact on
stormwater in the Village. Staff will prepare a review of what was
accomplished from the Westmont Stormwater Master Plan prepared in 2011
for the Village Board.
C. Fleet/Facilities Division
1) Six new trucks were delivered last week, and are awaiting a September build
date. One new Sign Shop truck has been ordered and is expected the first
week of July. A new water main truck is still in design, working with Water to
figure out what they need.
2) Chamber office Painting Complete
3) Police Department - Painting prep has started. Patching and painting will start
on June 23. Rooms to be painted include: Chief’s Conference Room,
Detective’s Conference room.
4) Village Hall remodel will start soon - Board Room, Breakroom, restrooms.
5) Dark Sky - We have received the pole layout from Delta Engineering, there
will be ten poles on the south side.
6) Light pole bases - Several poles have been discovered with missing
plates/covers on the base exposing wires. Facilities division has been
fabricating new covers.
7) Terrazzo Flooring cleaning at Village Hall is complete.

D. Forestry & Grounds Division
1) Project update
○ “W” logo planting
○ Tree Seedling Giveaway - 358 seedlings
○ Arbor Day tree planting - Two trees were planted: One at Westview
Middle School, One at Westmont High School
○ 197 trees were planted this spring, 70 of which were planted in Carlisle
Ct which previously did not have parkway trees.
○ Adopt-A-Planter - We have 70 planters, 54 were adopted this year.
○ Hanging Baskets - 273 baskets were hung, which are Earth Planters and
only require every other day watering.
○ Stormwater detention basin fencing
○ 3903 N. Adams St. - is a detention basin on the southwest corner of
Adams & 39th St. We are working on acquiring this from DuPage County.
DuPage County will design and construct additional detention on this
parcel before conveying to the Village.
○ Monarch Waystations - working on mapping locations.
○ Median Landscaping - Ogden median was cleaned up this week and
mulched.
E. Street Division
1) Project update
○ Safe Step - worked in the Northwest section of town this spring and
removed 237 trip hazards.
○ In house 124 sidewalk squares have been replaced
○ Roadway patching on various streets - focus has been Sycamore Run
○ 184 Street signs have been changed keeping up with reflectivity
requirements
2) Oakwood Sidewalk Improvements - Bid opening for this project will take place
on July 15th, 2025. We have received a DCEO grant in the amount of $330,000.
Work will be done on Oakwood Dr. & Williamsburg St. replacing 600 squares or
14,950 square feet of sidewalk. Project completion is targeted for end of
October.
3) Handholes on Cass Ave. - On Saturday, Meade will be in town to repair two
handholes in the downtown area. 29 N. Cass Ave. and 139 N. Cass Ave.
F. Underground
1) Project Update

○ 1,145 feet of ditch work was completed this spring in various locations
through town. Fall focus will be on N. Grant St. from Naperville Rd. to
Ogden Ave.
○ Eight water main repairs were completed
○ 34 B-boxes were repaired
○ Thirteen storm sewer repairs were completed
○ Six valves were repaired
G. Water Division
1) Project Update
○ Water Quality Testing - UCMR5: Fifth Unregulated Contaminant
Monitoring Rule - Completed third of fourth quarterly samplings.
○ Lead and Copper testing - round one completed. Round two will be
done between July and November.
○ CCR - link is on Water bill, hand delivered to out-of-town customers,
physical copies located at: Village Hall, Library and the Public Works
Building. Starting in 2027 we will be required to do a bi-annual (twice a
year) report.

Westmont Stormwater Program Timeline
May 2010 - Village of Westmont hired Christopher B. Burke Engineering Ltd. to
develop a stormwater master plan to address flooding issues in the Village.
March 2011 - Burke Engineering presented their findings with staff. They identified
over 30 million dollar worth of projects that could help with some of the flooding
areas in Westmont.
April 2013 - Village of Westmont and surrounding communities experienced
historic flooding for our region. Westmont received over 16” of rain in a 24 hour
period.
May 2013 -Mayor has a town Hall Meeting to discuss the flooding concerns
June 2013 - Village of Westmont creates a Stormwater Committee to establish a
Stormwater Utility

November 2013 - The Stormwater Committee develops a Feasibility Study and Utility
Plan
March - May 2014 - The committee holds Public Information Meetings
June 2014 - The Village of Westmont board votes and creates the Community
Stormwater Utility
May 2015 - Village of Westmont establishes the Stormwater Management Program
July 2015 - The ½% sales tax goes into effect.
May 2016 - The Stormwater Management Program begins Implementation
June 2016 - Design and Engineering begins on the first Stormwater Projects using the
Stormwater Fund.

We know that as of 2013 the total cost to address all the stormwater issue in town the was
prepared for us in the master plan by Christopher Burke is $30,000,000 (est).
We know that with the new Stormwater tax we should generate approximately $700,000
per year.
At the rate of revenue coming to the village it will take approximately 42.8 years to complete
the program ( 2013). Page 10 of 19
2015 Stormwater Management Program
It is very important that we show the residents
that we will develop a strong comprehensive
Stormwater Master Plan using our criteria to
prioritize each stormwater project. This
program will look similar to our Resurfacing
and Water main replacement programs we
currently have in place.
Over the next year Staff and others will have
meetings to discuss what our master
stormwater plan should be and how we should
implement it over the next 5-10 years. Once we
have a master stormwater plan in place we will
present it to the Village Board for approval and
start the program in 2016-2017 budget.
