Approval of Minutes:Minutes from December 11, 2025were approved by Trustee
Guzzo, second Trustee Liddle.
New Business:
A. 2025 Public Works Department Employee of the Year - Jesse Raap
a. 2025 Promotions - Dan Chorney, Josh Krogull, Matt Reif

B. 2025 Public Works Department Annual Report: The Department participated in
2,200 hours of safety training, dedicated 1,765 hours to making special events a
success. The Department welcomed 150 residents to join us in Celebrating
APWA Public Works Week at an open house on May 17th. Capital Projects
completed in 2025 included: MFT, Downtown streetscape Ph.2, Alley 10N
reconstruction, the start of construction on our new North Water Tower,
Watermain & storm sewer replacement on Washington & Traube. 2026 projects:
Park, Chicago and Willard watermain, completion of North Water Tower,
Roadway reconstruction on East Burlington Avenue, DesMoines
Reconstruction(MFT), Sidewalk Improvements in Deer Creek & Oakwood.

A. Village Engineer -2026 projects: Rehabilitation ofthe old street division
site, Streetscape master plan, village-wide water distribution system
model, and updating the 2011 stormwater master plan. Also discussed
was Right-of-Way permitting, Public Works Accreditation, Community
Development Permit Assistance.
B. Fleet/Facilities -Quincy Streetscape Ph. 2: VillageHall - this will be
completed this spring with the plantings, Breakroom remodel at VH is
complete, old Water building is ready for Fire Admin, Sally Port heaters
installed, broken water pipe for boiler in the basement wall at PD.
Lightpole for Dark Sky in CBD area finalized. Five new trucks on the
street, fuel prices of $2.52 a gallon for unleaded and $2.87 a gallon for
diesel on average. Fuel usage up slightly in 2025, mainly due to Police
Department.
C. Forestry & Grounds -Stormwater basin update: 3901N. Adams, old
street division site - will regrade detention, 112 trees were removed which
aligns with the average loss of 1- 1.5% annually. Tree pruning is finishing
up. Last year we planted 340 trees and plan on planting the same amount
this year. Coming up: River Sweep on 4/18/26, Arbor Day Seedlings on
4/28/26, Adopt-a-planter, Protect our Pollinators initiative.
D. Street Division -Snow Event on 11/29 - 11/30/2025delivered 9.5” of
snow. 2025 was the snowiest start to winter in nearly 50 years.
Safestep completed removal of 299 hazards, 358 squares removed for the
year. Nine streetlight poles were replaced in the Ashford Subdivision, 13
poles to be replaced in Indian Trail in 2026.
E. Underground Division -JULIE’s positive response system,an electronic
system mandated by state law went into effect on December 1, 2025. The
division repaired 19 water main breaks, 86 b-boxes were repaired, as well
as 25 hydrants and 254 hydrants were painted. 210’ of culverts were
replaced, 1,970 feet of ditches graded, 3,496 J.U.L.I.E locates completed,
225 storm structures cleaned and 9,000 feet of storm sewers cleaned.
F. Water Division -UCMR5 sampling has been completed. North Water
tower - steel construction is complete, currently steel and weld

inspections, painting to begin when weather permits. Final completion
expected to be at the end of July. 2026 watermain project will be Park,
Chicago and Willard - 6,300’ of 8” PVC to be installed. Also this year,
Water Plant rehabilitation - demolishing outdated and unused equipment
also replacement of chlorine system. Lead Service line replacement - 245
known lead or galvanized, 184 services are unknown. Currently seeking
funding from the EPA, paperwork has been submitted, this funding is at
0% for 30 years with the possibility of Principal Forgiveness, currently in
review status, final approval in July.
G. “S” Curve Update- A brief update was given: Pre-conwas this week,
construction will start in the next 10-14 days, a letter has been drafted by
Assistant Village Manager Parker for the businesses, Engineer Ulreich will
be on site. The project will take 3 months to complete if no issues. Valet
parking for Friday and Saturday night will be offered at a $5 per cost.
