. Meeting - Environmental Improvement Commission September 11, 2017, 6:00 PM Westmont Public Library, 428 N Cass Ave, Westmont, IL 60559 Meeting Minutes 1. Call To Order Kim Lombardozzi called the meeting to order at 6:03 pm. 2. Roll Call In attendance: Glenn Gabryel, Mary Gabryel (arrived 7:10), Kate Johnson, Kim Lombardozzi, Mary McAuliffe, Brittany Smith, Tyler Tieche and Bob Van Hyfte Guest: Erin Kennedy (Scarce) Staff in attendance: Jill Ziegler (Community Development Director). 3. Pledge of Allegiance Led by Kim Lombardozzi 4. Consent Agenda Kim Lombardozzi addressed the commission on this agenda item: a. 8/7 regular meeting minutes b. 8/21 and 8/28 special meeting minutes c. Report 8/5 DuPage EC3 meeting d. Report 8/23 The Conservation Foundation – Beyond the Basics Stormwater Management Tour e. 2017/18 Budget Update f. VOW Beekeeping Ordinance Edits g. Proposed VOW Heritage Tree Ordinance Motion was made by Glenn Gabryel to approve the consent agenda. The motion was second by Mary McAuliffe unanimously approved by voice vote (excluding Mary Gabryel not in attendance at the time of the vote). Glenn Gabryel briefed the group on the 8/23 Conservation Foundation stormwater management field tour. Particular mention was made regarding the efficacy of various permeable surfaces and remediation of bad past practices for managing storm water for recreation, esthetics and hydrology control. 1 Kim Lombardozzi recapped on the EC3 meeting that she and Mary Gabryel attended, especially for the Dark Skies initiative. Andrew Van Gorp of Sustain DuPage will be providing a draft ordinance at a future date for EIC to review for possible recommendation to the village board. 5. Reports a. Climate Action Plan (CAP) Tyler Tieche updated his discussions with Village Manager Steve May who had previously expressed preference that the CAP should emulate the 2010 version format. Brittany Smith commented on the time required to refresh that amount of content, the group variously questioned obtaining the several data sets. Action Item: Tyler Tieche to clarify with Steve May on his priorities for this CAP version. b. Green Speaker Series Brittany Smith advised that the winter speaker calendar is now closed, the deadline for spring entries is 12/8. The exact number of dates for Mar-April-May is TBA at this time. c. Richmond Education Gardens and Apiary Project and Fundraisers Jill Ziegler reported that an engineer is being hired. Christopher Burke is project manager. An Eagle Scout has a project to clear brush from the site. The Village of Westmont will have a contractor perform grading in October. Clarke Mosquito Control and COD volunteers to assist with general work, TBA. Also the previously stated budget is "deflating". d. Rain Barrel Decorating Contest Rain barrel decorating planning is in progress e. Conservation Foundation Tree and Shrub Sale – October 14th 8am-noon Jill Ziegler reported on publicity. SCARCE, Morton Arboretum and the Hinsdale garden club are supporting with notices. An announcement flyer was distributed to EIC commissioners will try to post copies at local businesses and other locations. f. Pumpkin Composting Event - Saturday November 4 Event will be held at Richmond Education and Apiary. There was discussion if the 09:00-12:00 is enough time, Glenn Gabryel suggested extending to 1:00 but no changes were set. 2 6. Old Business a. Conservation in Our Community Program – The Conservation Foundation No updates at this time b. Chamber of Commerce Banner Recommended location at Cass and Irving. Exact wording of the banner is being reviewed by Larry McIntyre c. EIC Succession Planning The reduced number of EIC commissioners for 2018 was discussed with suggestions to ask neighbors and Steve May about contacting previous members. d. Facebook Page / Newsletters Nothing new on Facebook, Kim Lombardozzi and Brittany Smith know how to perform edits. e. Holiday Light Recycling Pick-up locations will be the South Fire Station and Westmont Public Library f. SCARCE Earth Flag program for Village Recycling Contest Clarendon Hills is working on earning their SCARCE earth flag. 7. New Business a. Budget Expenditures Budget expenditures, as noted on the consent agenda, were discussed, no decisions or action required at this time. b. Holly Day Activities For upcoming holiday events Tyler Tieche Indicated he would attempt to represent the EIC in the Holly Days parade on 11/25. 8. Misc. / Action Plan a. Heritage Trees Motion: The EIC recommends the village consider an ordinance to protect heritage trees and encourage replacement trees to protect the tree canopy and tree diversity in the village. 3 Motion was made by Mary McAuliffe and second by Bob Van Hyfte and approved by unanimous voice vote. 9. Adjourn Motion to adjourn was made by Mary McAuliffe and second by Bob Van Hyfte and unanimously approved by voice vote. Meeting adjourned at 7:34 pm. 4

Adjourn MISSION: The Environmental Improvement Commission will be responsible for developing programs to improve the relationship between village residents and businesses AND their local environment. These programs will be enacted on a local level with the intent of the Village to do its part to improve the global ecology.
