Minutes approved: The March 2, 2017 Mee ng Minutes were approved by a mo on from Trustee
Barker and a second by Trustee Addington, all ayes.

NEW BUSINESS: Director Parker presented objec ves of the agenda topics:
Sale of Fire Truck: The Westmont Fire Department listed their old fire truck for sale for $67,000.00.
This price was suggested by a lis ng company. The lis ng company suggested reducing the price to
$57,000.00. We have reached out to other Fire Departments on our own. We received an offer
from Harvey Fire Department for $57,500. The lis ng agent would have received 10% of the
$67,000.00. We are thinking of moving ahead with selling the truck to Harvey.
Chief Weiss spoke about Harvey Fire Department. Harvey found that one of the trucks the ba eries
was from 2012 and one the U-bolt joints were broken. Public works has fixed these items and
replaced the ba eries. This repair cost about $1100.00. The repairs had to be done anyway to sell
the vehicle.
Mo on to authorize staff to sell the Fire truck to Harvey for $57,500.00 was made by Trustee
Addington and a second by Trustee Barker, all ayes.
Budget Overview: Director Parker gave a follow up to the budget workshop:
● There was a big focus on Strategic Plan in the budget.
● We are looking primarily flat in terms of growth in major revenues.
● We are able to balance our opera ng revenues and expenses.
● We will only use our Fund Balance for one- me projects.
● We are exceeding our minimum recommended fund balances.
● In our opera ng departments we had a net reduc on of $260,000 for the Police
Department and$50,000 for the Fire Department.
Budget Highlights: Director Parker noted that the following items in the budget may be of
par cular interest to the residents:
● Gateway and wayfinding signs
● Railroad Right of Way upgrade
● Development projects
● CBD Streetscape Phase 1 Design
● Public Work Facility Phase 2 Design
● Infrastructure and Stormwater projects
● Intergovernmental agreement with Library
Places for Eating Tax Follow Up: Director Parker gave an update on the Tax:
Director Parker stated that we have iden fied about 15 Businesses that are delinquent in paying
the tax in 2016. We have sent le ers to all of the businesses. One business has paid in full for all of
the 2016 tax. Six more businesses have reached out to us in regards to their delinquent tax. Two of
those businesses have been given a payment plan document to fill out and return to us. Two of
those businesses said they have not been collec ng the tax at all. All of the delinquent businesses
have been informed of the penal es of not paying the tax. Director Parker will inform the board of
who is not in compliance if the businesses have to go to collec ons. We are s ll wai ng to hear
from four of the businesses. They have un l the April 30th to reply to us.
REPORTS: Chairperson Trustee Guzzo congratulated Director Parker and his staff for receiving the
GFOA Excellence in Financial Repor ng and the GFOA Dis nguished Budget Award.
Director Parker presented on the following topics:
Water Factoring: We are looking at Data Analysis Firms. Public Works will be reviewing all large
meters first before we hire a Data Analysis Firm.
Park District Hotel/Motel Grants: Holly Days and Concerts are coming up for approval at the next
Village Board mee ng on 4/27/17. These items will go for approval for next fiscal year. Another
Park District general grant is coming up for approval at the next Finance Commi ee.
The next Finance mee ng is May 11, 2017.
Adjourn: 4:23 pm, a mo on to adjourn was made by Trustee Guzzo, seconded by Trustee Liddle, all
approved with all ayes.
