October 20, 2021 7pm Gammon Room, Wheaton City Hall, Wheaton, IL I. Call to Order  Call to order at 7:04  Bob Van Valzah, Laurel Salvador, Michelle Dunlap, Dan Nielsen, Alyse Kondrat, Rita Nathanson, Bill Nieman attending II. Approval of Minutes  Motion to accept September Minutes made by Laurel, Rita seconds, unanimously approved by voice vote III. Public Comment - none IV. Chair Report 1. Guests from Whittier and Madison PTAs – not present 2. Blurb about DuPage County bikeways to city 3. Main and Roosevelt Proposal Public Comment @ City Council Meeting Sept 27th  City seems reluctant to push IDOT for dramatic changes, but will seek ways to improve safety at the intersection V. Ongoing Business 1. Safe routes update – Bill  Mentioned issue with unincorporated areas crossed by preferred bike routes. Have to develop imaginative safety solutions for some of these.  Motion by Alyse to print copies of tentative safe routes, seconded by Dan, unanimously approved by voice vote  Bill will distribute copies of the preliminary safe routes to parents to get feedback 2. History Ride-Michelle  Seventy people attended, ten responded to survey  People heard about it by city newsletter and Facebook  WBAC received a few suggestions for future rides 3. Banner – Jim – not present 4. French Market October recap & plan for November – Bob  Booth worked out well again. WBAC provided maps. Banner was good. People interested in photos of the new infrastructure and had some comments about the renovation BICYCLE ADVISORY COMMISSION MEETING AGENDA October 20, 2021  Tentative plans do another market on NOV 6th or 13th, will look at weather and make a last- minute decision  George spoke with someone who brought up flashing lights are present at some IPP road crossings but not others 5. Budget – Michelle  $575 left in budget, so we could print additional maps, decide next month what to spend on what purchase, such as giveaways (water bottles, pant legs protectors) 6. Pavement Markings – Bob  Bob contacted Sydney Kenyon about shared traffic markings. Sydney is circulating this around. Follow up next month.  Improving Carlton crosswalk markings and signals – one button on NW corner for two crosswalks; trigger to cross Roosevelt is lengthy. Suggest that a second button should be added at Carlton to handle southbound traffic across Roosevelt. Decided to write a proposal and pass on to city, noting that it is a safety issue.  Main St/Roosevelt crosswalk signal buttons – on different poles for 3 of 4 crosswalks VI. New Business 1. Trail Survey https://www.dupagetrailsplan.com  Tell people you know about this survey  Michelle, Dan, Bill already completed it 2. Program on the Chicago Aurora & Elgin-Rita  Do a talk at the library; Rita already contacted Courney Tedrick about this 3. WBAC Meeting Attendance/Participation-Rita  Should be some policy about minimum number of meetings a member needs to attend  Need to announce when you are not going to be able to attend, not at last minute  Allow for remote participation? (Phone/Zoom)  Need to check with city about its rules for attendance – Alyse will do this VII. Upcoming Meetings: November 17, 2021 & December 15th, 2021 (TBD) Meeting adjourned at 8:04 PM 2
