Wheaton Bicyclist and Pedestrian Commission April 17, 2024 7pm Gammon Room, Wheaton City Hall, Wheaton, IL In person and Virtual meeting I. Call to Order 7:00 pm Members present: Michelle, Bill, Rita, Lou, George, Laurel, Mike, Connor, Alyse, Cate, Bob Members absent: Dave Public Present: Andrew Kemmetmueller 2 students from Glenbard West-Ella Pasinski and Emily To II. Agenda Item Approval of March Minutes Motioned: Laurel Seconded: Alyse Unanimously approved via voice vote. III. Public Comment A. Member of Lisle Bicycle Commission - no one was available to come tonight. Andrew Kemmetmueller - He still wants to know why a bike lane has not been added to Wiesbrook Road. Michelle said the road is not wide enough even though it is in the bike plan. Andrew asked where he can submit videos of incidents he has had on Wiesbrook. Laurel and Michelle directed him to submit these to the Police. Alyse encouraged him to bring his concerns to a City Council meeting. Later in the meeting, he asked if there will be public comment to the updated bike plan when it is completed and Michelle confirmed that there will be. IV. Agenda Item Chair Report- A. Updates on Requested Signs from City Carlton/Roosevelt Sign- Per John Duguay This sign has been approved by IDOT and we are in the process of getting it installed. Welcome to Wheaton Signs on IPP- Per John Duguay-The Welcome to Wheaton signs on the Illinois Prairie Path are in for permitting w/ DuPage County. The QR code on the signs will be linked to our 2023 WBPC Bike Map. B. April City Council Meeting The most important issue for us is that Michelle & Laurel have been reappointed to the bike/ped commission. Two people who were on Zoom calls made some very disturbing anti-semitic comments. To his credit, Mayor Suess cut them off as soon as he realized what they were saying. Another caller WHEATON BICYCLIST & PEDESTRIAN COMMISSION MEETING MINUTES April 17, 2024 spoke about the need for civilians to have military weapons because the police have them and they can't be trusted. C. Safe Routes- No update. D. Grant Writing- Per Alyse, no one has reached out. E. Status of Consultant John Duguay formally requested assistance from CMAP last week. They have a program whereby they will accept some number of community requests for several different programs including Bike/Ped plan development. He should know more mid - late April if we will be accepted. If not, we'll have to look elsewhere. V. Agenda Item Ongoing Business A. Bike parking request Proposal WBPC Bike parking requests proposal.docx - Google Docs This proposal recommends that the City include a section on their website to allow residents and businesses to request bike parking racks and fulfill the request. Cate motioned and Alyse seconded. Unanimously approved via voice vote. This proposal will be presented at the May City Council meeting. B. Finalizing 2024 Calendar i. Bike to School May 8th-Highlight one Wheaton school press release. Michelle suggested Franklin Middle School be highlighted. Cate and Connor will work on a press release. Alyse and Michelle will email out an announcement to D89 and D200 to encourage their participation. ii. Group Rides 4/20/24 ride canceled due to cold weather. Laurel suggested we not ride to Northside Park on National Night Out and instead, that we do a small bike rodeo at the event. Andrew K. asked if group rides from other organizations can be posted. MIchelle will check with Susan Bishel with the City of Wheaton Communication on whether this can be done. iii. History Ride Bill spoke to Bob G. and he agreed he can do the 9/21 date. Topic TBD. iv. Bike Rodeo - This will be done at the National Night Out event on 8/6/24. v. Slow Rides at Police Roll Calls- We will discuss more at the May meeting. vi. French Market Dates - Suggestions were made that we be there the weekend before the Bike Valet and the week before the History ride and that we set up at the bike shelter. C. Sidewalk south Side of Ridge Park Sidewalk off of Butterfield near Cromwell. Bill and Rita took photos and the sidewalk did not appear to be in bad shape. Connor suggested that a service request form can be submitted to the City if needed. A suggestion was made that we add the service request form to our website and Michelle will check with the City about adding it. D. City Council Meeting - Michelle will attend the May meeting and Bill and Rita will attend in June. E. Statement of Economic Interest-Everyone was reminded to complete this as soon as possible. 2 WHEATON BICYCLIST & PEDESTRIAN COMMISSION MEETING MINUTES April 17, 2024 VI. New Business A. History Ride Topics We will give Bob 5 suggestions. Suggestions discussed were historical homes in Wheaton, history of Wheaton parks, history of neighborhoods and/or streets in Wheaton. We will continue to think about a couple more positive topics to present to Bob. B. Access to West Loop from Hampton Dr George reached out to John Duguay who said the city does not have a record of this path. George will reach out to John Duguay again and tell him the additional information we have found out about this path. George has a list of other paths (neighborhood connections) that we need to see if they are on our bike map and updated bike plan. Michelle will add this list to our Google Drive. C. Press release on Bike Valet Alyse will send a press release to Susan Bishel for this 6/1/24 event. Next Meeting: May 15, 2024 X. Adjournment - 8:08 pm Approved 3
