II. Agenda Item
Approval of March Minutes
Motioned: Laurel

Unanimously approved via voice vote.
Follow-Up: Rita had reached out to the Black Student organizations at both high schools, but received no response
regarding the Juneteenth ride. She will reach out one more time to the school principals.

IV. Agenda Item
Chair Report-
A. April City Council Meeting
-Two citizens to be heard
-8 Items to be heard, mostly related to new construction items in the city
- 811 E Butterfield Road - drive thru lane for future fast food business
- Popeyes at 1815 N Main Street (will also address flooding issues in area)
- 204 E Geneva Road - Fifth Third Bank with drive thru
- 301 E Loop Road (21 ft strip of land that Chic Fil A can use for more parking spots)
- Municipal Grocery Tax enshrined as of Jan 2026. Not a new tax/already present (State eliminated it but
allowed municipalities to maintain it)
- Denial of Radical Hospitality Ministries Group Care Home license
- Amendment of Class R (salons and spas) and Class Z (private pickleball club) liquor license to allow for
alcohol sales, not just beer and wine
- City and French Market operates agreed to operature open air market April to November. Use of Liberty
Street formalized (special use permit last year)
- 29th year of the French Market!
- 1.9 million dollar warrant approved

- Council Comment: Congrats to winners of municipal elections (roughly 20% county turnout)
B. 2024 Virtual History Ride
Per communications team-Our plan is to make it available in April in time for the Spring riding season.
C. Grant Writing/Bike Plan Consultant
On 3/31/25, Kyle Moss received notice from the USDOT that the Safe Streets 4 All (SS4) program is now
open for application. Kyle will reach out to CMAP for their Safety Action plan and will begin working on the
application. The deadline for this grant application is 6/26/25. Kyle will let us know the parts of the
application he needs for us to complete. Kyle Moss and Lou will be attending a USDOT webinar on 4/23 to
get more information on how best to re-apply for this grant.
V. Ongoing Business
A. Slow roll ride survey
Results will be finalized after the survey is closed at the end of April. Michelle
recommended we plan on doing only one of these rides this year.
B. History Ride
The virtual history ride will be added to our webpage along with our group ride schedule.
Bill had emailed earlier that Bob Goldsborough has confirmed he can do our History Ride
and the topic will be South Wheaton Parks.
C. Press release
a. EBDRT Survey
Michelle will ask the City to add this survey link to our webpage.
b. Bike to School (May 7th)
Connor is doing the press release and will send it to the City (Susan Bishel).
c. Bike Valet
We’ll plan to do this press release after our May meeting.
VI. New Business
A. Working Bikes
Approximately 41 bikes were collected at the Recycling Extravaganza on 4/12/25. Michelle
will check with Rob at the Wheaton Park District to find out if they want us to promote
that the Wheaton Community Center is now a drop-off location for bike donations.
B. Group Rides: May 4th Lilacia Park
Lou will email out an announcement regarding this group ride a week before the event.
C. Bike Safety Class in St. Charles on 5/3/25 - Laurel will be conducting this class and will
report back to us on how it goes.
D. Glen Ellyn Slow Roll ride
Per George, he saw on Facebook that this will take place on 4/17/25.
