I. Call to Order/Roll Call: 7:02 pm
A. Members present: Dede Barnicle, Michelle Dunlap, Jeff Gissing, Mike Mullen, Rita

A. City Council actions
1. Appointed new members Nate Swartz and Jeff Gissing
2. Reappointed Rita Nathanson and Bill Nieman
V. Ongoing Business
A. City Council approved simplified e-bike ordinance
1. Rick asked about IPP regulations treatment in the city regulations — we need to clarify
how city regulations affect IPP travel
2. State bill to regulate e-bikes has passed Senate and moved to House; municipalities
can have special regulations
3. Mike read state bill as superceding/invalidating any local regulations — WBPC needs
to understand state regulatios —> Rick will research and report back to group
B. “Halfway There” History Ride celebrating America250
1. New police community resource officers are Sargent Prempas and Tim Boyle
2. Bob G cannot participate on rain date of September 27, so we will plan for October 3
as the rain date; Bob V will validate that Bob G is available
C. Run for the Animals Bike Valet 6/6/26 – hours of operation?
1. WBPC will operated bike valet on June 6 last year from 6:30AM — 11:00AM; Michelle
will let Margie bike valet will operate at the same times; no need for bike racks

2. Bob V. will ask to include Bike Valet in parking advertising
D. Rick reported on Warrenville value of being a Bike Friendly Community and learned that
staff are doing the work to apply
E. Laurel has contact in Aurora to reach out about BFC; later in year she and Rita will talk to
businesses about their perspective
F. Dede discussed with representatives of Batavia of being Bicycle Friendly Community — they
use it for advertising; said the application is very involved, requires a lot of community data;
they have a 10-year plan
VI. New Business:
A. Possible 4th of July parade participation
1. Park District agrees we can do a “float” with bikes; we considered this and rejected
the idea
B. Review draft of 2025 History Ride video
1. Each park represented by a segment and keyed to a map location; no route
information included — Bob will ask if we can include it and modify the order to
follow the route
2. Juneteenth fest — need to pay $1,600 fee for rental of Memorial Park — ask to waive
the fee;
VII. Next Meeting: April 22, 2026 (Note: this meeting moved to 4th Wednesday of month)
