BOARD OF FIRE & POLICE COMMISSIONERS REGULAR MEETING MINUTES January 8, 2015 [Rescheduled from January 14, 2015] Call to Order and Roll Call At 6:18 p.m. the rescheduled regular meeting of the Board of Fire and Police Commissioners was called to order by Director of Human Resources Duguay. The meeting was held in the Conference Room, Fire Station One, One Fapp Circle, Wheaton, Illinois. Upon roll call, the following were present: Commissioner Edward Dulaney, Commissioner Thomas Schreiber, and Commissioner Anne Wanzenberg. Also present were Police Chief Field, Fire Chief Schultz and Director of Human Resources Duguay. Commissioner Dulaney moved and Commissioner Schreiber seconded to appoint Commissioner Wanzenberg as Chair Pro Tem for this evening’s meeting. Roll Call Vote: Ayes: Commissioner Dulaney Commissioner Schreiber Commissioner Wanzenberg Nays: None Absent: Chair Cannova Motion Carried Unanimously Public Comment None. Approval of Payments Commissioner Dulaney moved and Commissioner Schreiber seconded to approve payments in the amount of $4,580. The motion carried unanimously. Approval of Minutes Commissioner Dulaney moved and Chair Pro Tem Wanzenberg seconded to approve the minutes of the November 12, 2014 regular meeting and December 3, 2014 special meeting. The motion carried unanimously. New Business A. Police Department 1. Police Commander Testing Timeline. Chief Field reviewed the draft testing timeline. The Board discussed possible dates for the interviews and agreed to reserve the late afternoon and evenings of July 15 and 16, 2015 for Police Commander Promotional Candidate interviews. Commissioner Schreiber moved and Commissioner Dulaney seconded to approve the Police Commander Promotional Process and Testing Timeline with estimated dates. Police Staffing Update. Chief Field reviewed the current and future status of Police personnel. 3. Current Police Officer Interim Eligibility List. The Board will interview candidates that have successfully completed additional testing in March. Old Business A. Fire Department 1. Closed Session – Review of Firefighter Candidate Test and Interviews for Possible Employment [5 ILCS 120/2(c) (1)]. At 6:35 p.m., Commissioner Schreiber moved, seconded by Commissioner Dulaney, to adjourn to Closed Session for Firefighter Candidate Interviews and to consider information concerning the employment and appointment of specific candidates. Roll Call Vote: Ayes: Commissioner Schreiber Chair Pro Tem Wanzenberg Commissioner Dulaney Nays: None Absent: Chair Cannova Motion Carried Unanimously The Board returned to Open Session at 8:43 p.m. 2. Commissioner Schreiber moved and Commissioner Dulaney seconded to send Candidates who successfully completed the interview #1 Mellinger, #2 Ackerman and #3 Chiappini to the next step in the process; and to discontinue the remaining candidates who were being considered and remove them from further hiring consideration. Roll Call Vote: Ayes: Commissioner Schreiber Chair Pro Tem Wanzenberg Commissioner Dulaney Nays: None Absent: Chair Cannova Motion Carried Unanimously Adjournment Commissioner Dulaney moved and Commissioner Schreiber seconded to adjourn the meeting at 8:55 p.m. The motion carried unanimously.
