BOARD OF FIRE & POLICE COMMISSIONERS REGULAR MEETING MINUTES March 9, 2016 Call to Order and Roll Call At 4:23 p.m. the regular meeting of the Board of Fire and Police Commissioners was called to order by Director of Human Resources Duguay. The meeting was held in the Gamon Room, Wheaton City Hall, 303 W. Wesley St., Wheaton, Illinois. Upon roll call, the following were present: Commissioner Ed Dulaney, Commissioner Kevin Illia, and Commissioner Anne Wanzenberg. Chair Cannova arrived at 5:20 p.m. Also present were Police Chief Volpe, Deputy Chief Murphy, Fire Chief Schultz and Director of Human Resources Duguay. Public Comment None. Approval of Minutes Commissioner Wanzenberg moved and Commissioner Illia seconded to approve the minutes of the September 9, 2015, September 29, 2015 and December 15, 2015 regular meetings. The motion carried unanimously. Fire Department – End of Probation for Firefighters Ackerman and Mellinger Chief Schultz advised that Firefighter Ackerman and Firefighter Mellinger satisfactorily completed their probationary period, and requested that the Board approve non-probationary appointments. Commissioner Illia moved and Commissioner Dulaney seconded to approve non-probationary appointments to Firefighter Ackerman and Firefighter Mellinger. Roll Call Vote: Ayes: Commissioner Illia Commissioner Wanzenberg Commissioner Dulaney Nays: None Absent: Chair Cannova Commissioner Schreiber Motion Carried Unanimously Chief Schultz shared the curriculum for the Citizens Fire Academy which is designed to give residents a working knowledge of the Wheaton Fire Department. The Chief invited the Commissioners to attend. Police Department - Closed Session – Review of Police Officer Candidate Background Reports and Interviews [5 ILCS 120/2(c)(1)] At 4:35 p.m., Commissioner Illia moved and Commissioner Dulaney seconded to adjourn to Closed Session for Police Officer Candidate Interviews, and to consider information concerning the employment and appointment of specific candidates. Action on Closed Session Item Commissioner Illia moved and Commissioner Dulaney seconded to place Candidate Samuel Kaufman, Candidate Michael Sterkowicz, and Candidate Christopher Kelly, on a final eligibility list and authorize Director of Human Resources Duguay to extend a conditional offer of employment and appointment when positions are to be filled, and conditioned upon successful completion of the next phase of the testing process, with the hire date to be determined by the Chief of Police. Roll Call Vote: Ayes: Commissioner Wanzenberg Chair Cannova Commissioner Dulaney Commissioner Illia Nays: None Absent: Commissioner Schreiber Motion Carried Unanimously Miscellaneous Director of Human Resources Duguay asked the Commissioners to schedule 2 nights early in April to interview eight Fire Lieutenant Promotional candidates. April 5 and April 6 seemed to be the best evenings, starting at 5:00 p.m. Adjournment Commissioner Wanzenberg moved and Commissioner Illia seconded that the regular meeting be adjourned at 8:24 p.m. The motion carried unanimously.
