WHEATON CITY COUNCIL PROCEEDINGS MONDAY, MAY 2, 2016 WHEATON CITY HALL, COUNCIL CHAMBERS, 303 W. WESLEY ST., WHEATON, IL 1. CALL TO ORDER AND ROLL CALL The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Michael J. Gresk. Upon roll call, the following were: Physically Present: Mayor Michael J. Gresk Councilwoman Suzanne Fitch Councilman John Prendiville Councilman John Rutledge Councilman Thor Saline Councilman Todd Scalzo Councilman Phil Suess Absent: None City Staff Present: Michael G. Dzugan, City Manager John M. Duguay, Assistant City Manager James Knippen, City Attorney Paul G. Redman, Director of Engineering James P. Kozik, Director of Planning & Economic Dev. Vincent G. Laoang, Director of Public Works James Volpe, Police Chief Sharon Barrett-Hagen, City Clerk 2. PRESENTATIONS Mayor Gresk presented Certificates of Excellence to the following 2016 National Merit Finalists: Allison Krull (Wheaton North High School student) and Myung Suh (Wheaton Warrenville South High School student). Mayor Gresk read and presented a proclamation proclaiming the month of May as “Wheaton Historic Preservation Month” to Nancy Flannery of the Historic Commission. Ms. Flannery thanked the Mayor and City Council for their support and encouraged everyone to learn about Wheaton’s history through the various activities taking place in May. 3. CITIZENS TO BE HEARD None. 4. CONSENT AGENDA Councilman Suess moved and Councilman Rutledge seconded that the following action be taken on the Consent Agenda items: 1. Approve the Minutes of the April 18, 2016 regular Wheaton City Council Meeting, as submitted. 2. Adopt Resolution R-15-16, A Resolution Authorizing the Disposal of Certain Surplus Property (Police Department). 3. Receive the Procurement Officer’s Recommendation and Award a Two Year Bid for Street Light Replacement Parts to Evergreen Supply Company in the total amount of $58,021. 4. Adopt Resolution R-16-16, A Resolution Authorizing the Disposal of Certain Surplus Property (Administration). Council Proceedings May 2, 2016 / Page 2 5. Approve Requests and Authorize the Issuance of Special Event Permits to Downtown Wheaton Association – Franklin Middle School Art Walk and NEXT Yoga – NEXT Yoga Wellness Event. 6. Receive the Procurement Officer’s Recommendation and Award Bid for Aggregate to Nagel Trucking in the amount of $37,900.45 7. Receive the Procurement Officer’s Recommendation and Award Bid for Bulk Rock Salt to Compass Materials in the amount of $56.35/ton. 8. Receive the Procurement Officer’s Recommendation and Award Bid for Fire Prevention and Suppression; Inspection and Service Option: Fire Extinguisher Inspection and Service to Affiliated Customer Service in a total amount $5,730. 9. Adopt Resolution R-17-16, A Resolution Authorizing the Execution of a Certain Construction, Use, and Indemnification Agreement (1000 East Forest Avenue). ADOPT RESOLUTION R-18-16, A RESOLUTION IDENTIFYING STRATEGIC PRIORITIES FOR THE CITY OF WHEATON - 2016 Councilman Prendiville moved and Councilman Saline seconded that Resolution R-18-16, A Resolution Identifying Strategic Priorities for the City of Wheaton – 2016, be adopted. City Manager Dzugan stated the resolution before the Council would approve the three Strategic Priorities last discussed by the City Council at the April 11 Planning Session. He identified the Strategic Priorities as being Financial Stability, Quality Infrastructure and Efficient and Effective Services and recommended approval of the resolution as submitted. Councilwoman Fitch asked for a definition of the stakeholders. City Manager Dzugan stated the City Council is the major stakeholder who will request and receive feedback from Wheaton residents. RECEIVE THE PROCUREMENT OFFICER’S RECOMMENDATION AND APPROVE A SIX MONTH CONTRACT EXTENSION FOR DUI PROSECUTION SERVICES WITH MOORE & DI GIOVANNI IN THE AMOUNT OF $25,000 Councilman Scalzo moved and Councilman Prendiville seconded that a six month contract extension for DUI prosecution services with Moore & DiGiovanni in the amount of $25,000, be approved. City Manager Dzugan stated the six month extension will provide staff with additional time to finalize a Request for Proposal (RFP) for DUI prosecution services. He recommended approval of the contract extension as proposed. In response to Councilman Saline, City Manager Dzugan stated that staff is satisfied with the services currently being provided. Councilman Rutledge asked what an electronic search warrant review consists of. Police Chief Volpe explained that electronic search warrants allow police officers to obtain a search warrant from a judge via electronic means rather than in person. He indicated the State’s Attorney is the only entity that currently can use this technology but anticipates use of this technology to be part of the RFP. COUNCIL COMMENT Councilman Prendiville congratulated City Manager Dzugan and Assistant City Manager Duguay on their new positions. 8. APPROVAL OF WARRANT Councilman Suess moved and Councilman Scalzo seconded that Warrant No. 679 in the amount of $1,177,801.69 be approved.
