1. CALL TO ORDER AND ROLL CALL
The regular Wheaton City Council Meeting was called to order at 7:02 p.m. by Mayor Michael J. Gresk.
Upon roll call, the following were:

2. CITIZENS TO BE HEARD
Ms. Jan Kay, 1319 Irving Avenue, spoke about the devastating impact the budget impasse in Springfield is
having on families, communities and the most vulnerable. She indicated three things are needed: adequate
revenue to support State priorities and make smart investments, no more cuts to vital programs and services
and fairness in raising revenue. Ms. Kay asked City leaders, as well as residents, to personally contact their
legislators urging them to take action on this situation.
3. CONSENT AGENDA
Councilman Suess moved and Councilman Rutledge seconded that the following action be taken on the
Consent Agenda items:
1. Approve the Minutes of the June 6, 2016 regular Wheaton City Council Meeting, as submitted.
2. Adopt Resolution R-28-16, A Resolution Authorizing the Issuance of Solid Waste Collection and
Disposal Licenses
3. Approve Outdoor Special Event Liquor License: DuPage County Fair Association – 2016 DuPage
County Fair.
4. Adopt Resolution R-29-16, A Resolution Authorizing the Release of Closed Session Minutes.
5. Approve Request and Authorize the Issuance of a Special Event Permit to Downtown Wheaton
Association – Wheelman Antique Bicycle Exhibit.
6. Adopt Resolution R-30-16, A Resolution Re-Approving the Final Plat of Johnson’s Subdivision
(114 North President Street).

7. Pass Ordinance No. F-1948, An Ordinance Amending City of Wheaton Ordinance No. E-3738, “An
Ordinance Petitioning for a Waiver in the Provisions of the County of DuPage Countywide
Stormwater and Floodplain Ordinance and Adopting Various Provisions of that Ordinance to Take
Effect at the Time That Stormwater Management Committee of the DuPage County Board Acts
Upon the Waiver Petition,” Dated November 18, 1991.
8. Receive the Procurement Officer’s Recommendation and Award Bid to PCS Cable & Wire for
Design and Build: Installation of Fiber Optic Cable in the Amount of $34,460.
9. Receive the Procurement Officer’s Recommendation and Award Bid to American Road
Maintenance, Inc. for GSB 88 Emulsified Treatment of Roads in the Amount of $40,800.
10. Receive the Procurement Officer’s Recommendation and Award Bid to Wright Automotive for
2017 Ford Fusion Hybrid in the Amount of $22,775.
11. Receive the Procurement Officer’s Recommendation and Award Bid to Engineering Resource
Associates for Engineering Services: Route 56 Headwall Repair in the Amount of $22,873.

4. PASS ORDINANCE NO. F-1949, AN ORDINANCE AMENDING CHAPTER 74 “UTILITIES,”
SECTION 74-57 “DEPOSITS OF MATERIALS WHICH MAY OBSTRUCT SEWER PROHIBITED,”
OF THE WHEATON CITY CODE
Councilman Prendiville moved and Councilman Rutledge seconded that Ordinance No. F-1949, An
Ordinance Amending Chapter 74 “Utilities,” Section 74-57 “Deposits of Materials Which May Obstruct
Sewer Prohibited,” of the Wheaton City Code, be passed.
City Manager Dzugan stated this ordinance appeared on the June 6, 2016 agenda for a first reading. He
stated the proposed ordinance would prohibit businesses from discharging fats, oils and grease into the
sanitary sewer system and establish specific cleaning schedules for grease removal systems. City Manager
Dzugan stated Wheaton businesses will be sent a copy of the ordinance and he recommended approval of
the ordinance as submitted.
Councilman Prendiville thanked staff for the press release educating residents on problems caused by
pouring grease down their drains.

5. RECEIVE THE PROCUREMENT OFFICER’S RECOMMENDATION AND AWARD A BID
FOR STREAMS LAKE DREDGING TO EARTHWERKS LAND IMPROVEMENT IN THE AMOUNT
OF $695,000
Councilman Scalzo moved and Councilman Rutledge seconded to Receive the Procurement Officer’s
Recommendation and Award a Bid for Streams Lake Dredging to Earthwerks Land Improvement in the
amount of $695,000.
City Manager Dzugan stated that action on this item was postponed to this meeting to allow staff to
respond to questions and concerns raised by the Council at its June 6 meeting. He indicated the Council has
before it a memorandum from the Director of Engineering responding to questions about re-bidding the
project, delaying or postponing the dredging work, allowing the Streams Lakes to fill-in and revert to a
stream, modifying the lake plan to improve dredging access and concerns over the fact that the City does
not own this property. Staff indicated that any option to modify the lake system to mitigate or lessen the
dredging would exceed a three to five year time period. City Manager Dzugan stated that after analyzing
and reviewing the concerns raised by the City Council, it is staff’s opinion that the risk to the City and the
property owners would be greater if dredging was delayed beyond this year and staff therefore
recommended the dredging project go forward. City Manager Dzugan recommended that the bid for the
Streams Lakes dredging be awarded to Earthwerks Land Improvement in the amount of $695,000.
Councilman Prendiville stated he was in favor of moving forward with the dredging project in view of
staff’s recommendation. He would like to review the other options discussed going forward.
Councilman Scalzo thanked Director of Engineering Redman for the information he provided and
expressed his support for going ahead with the dredging project.
Councilwoman Fitch stated she was not in favor of proceeding with the dredging project this year and
would prefer that the City go with the option of stream modification and letting the Streams Lakes system
revert to natural wetlands which would be less costly for the City. Director of Engineering Redman
confirmed that is one option the Council could decide on, but feels resident input would be necessary. He
expressed concern that if dredging were delayed by even one year, the sediment level in the lakes would
become too high and would complicate permitting work in the future. He indicated the City has been
performing dredging work in the Streams since the late 1970’s.
City Manager Dzugan indicated the City may have a legal obligation under stormwater management to
maintain the lake system.
Councilman Suess feels it is important for the City to proceed with this work, but would like staff to look at
other options going forward.

6. APPROVE REAPPOINTMENTS TO CITY BOARDS/COMMISSIONS
Mayor Gresk moved and Councilwoman Fitch seconded that Thomas Schreiber be reappointed to the
Board of Fire and Police Commissions and that Ronnie Gillis be reappointed to the Community Relations
Commission, each for a three year term.

7. RECEIVE PROCUREMENT OFFICER’S RECOMMENDATION AND AWARD BID TO
ALPHA BUILDING MAINTENANCE FOR CONTRACTED SERVICES: JANITORIAL SERVICES
FOR CITY FACILITIES IN THE AMOUNT OF $136,265
Councilman Scalzo moved and Councilwoman Fitch seconded that the Procurement Officer’s
Recommendation be Received and the Bid for Contracted Services: Janitorial Services for City Facilities be
Awarded to Alpha Building Maintenance in the Amount of $136,265.
City Manager Dzugan stated the Procurement Officer has recommended the bid for janitorial services for
twelve City facilities, including the library, be awarded to Alpha Building Maintenance in the amount of
$136,265. He recommended award of the bid as proposed.

8. PASS ORDINANCE NO. F-1950, AN ORDINANCE AMENDING CHAPTER 2
(ADMINISTRATION), ARTICLE IX (FINANCE), SECTION 2-564 (DEPOSITORIES FOR FUNDS
DESIGNATED)

Councilman Saline moved and Councilman Rutledge seconded that, Ordinance No. F-1950, An Ordinance
Amending Chapter 2 (Administration), Article IX (Finance), Section 2-564 (Depositories for Funds
Designated), be passed.
City Manager Dzugan indicated the proposed ordinance is a follow up to the contract for banking services
approved at the last meeting. He indicated the ordinance would amend the City Code by adding Wheaton
Bank & Trust and deleting other institutions. He recommended the City Council’s approval.
In response to Councilman Suess regarding asset requirements, Assistant Finance Director Lavery
confirmed that a third party’s review of the organization and deposit ratings was required as part of the
Request for Proposal.

$1,395,139.91 be approved.
