1. CALL TO ORDER AND ROLL CALL
The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Michael Gresk.
Upon roll call, the following were:

2. PRESENTATIONS
Mayor Gresk presided over a swearing-in ceremony for new police officer, Nicholas Henke, and for Greg
Klos and Daniel Salzmann, who were sworn in as Police Sergeants.
3. CITIZENS TO BE HEARD
None.
4. CONSENT AGENDA
Councilman Suess moved and Councilman Rutledge seconded that the following action be taken on the
Consent Agenda items:
1. Approve the Minutes of the December 12, 2016 Public Hearing and the December 19, 2016 regular
Wheaton City Council Meeting, as submitted.
2. Pass Ordinance No. F-1990, An Ordinance Amending Section 26-83(a) of Section 26-83
“Transmission of Excessive False Alarms, Grounds for Revocation of Permit” of the Wheaton City
Code.
3. Adopt Resolution R-01-17, A Resolution Authorizing the Disposal of Certain Surplus Property
(P.D.).
4. Receive the Procurement Officer’s Recommendation and Award Bid to Landmark Ford for a Ford
Transit T150 CargoVan in the amount of $21,339.

5. PASS ORDINANCE NO. F-1991, AN ORDINANCE AMENDING SECTION 22-120, “FALSE
FIRE ALARM SERVICE CHARGE,” SECTIONS (a) THROUGH (d) OF DIVISION 1 “GENERALLY”
OF ARTICLE 10, FIRE CODES, OF CHAPTER 22, BUILDINGS AND BUILDING REGULATIONS,
OF THE WHEATON CITY CODE
Councilman Rutledge moved and Councilman Prendiville seconded that Ordinance No. F-1991, An
Ordinance Amending Section 22-120, “False Fire Alarm Service Charge,” Sections (a) Through (d) Of
Division 1 “Generally” of Article 10, Fire Codes, of Chapter 22, Buildings and Building Regulations, of the
Wheaton City Code, be passed.
City Manager Dzugan stated this item appeared on the December 19, 2016 Council agenda for a first
reading. He indicated the ordinance would amend the Code with regard to false fire alarms. He
recommended approval of the ordinance as presented.

6. RECEIVE PROCUREMENT OFFICER’S RECOMMENDATION AND AWARD BID TO
TRANS CHICAGO TRUCK GROUP FOR TRUCK REPLACEMENT AND ASSOCIATED
EQUIPMENT IN THE AMOUNT OF $181,617.76
Councilman Scalzo moved and Councilwoman Fitch seconded that the Procurement Officer’s
recommendation be received and the bid for truck replacement and associated equipment in the amount of
$181,617.76 be awarded to TransChicago Truck Group.
City Manager Dzugan stated the recommendation for bid award would replace a 15-year old dump/plow
truck and associated snow removal equipment and recommended awarding the bid for truck replacement
and associated equipment to TransChicago Truck Group in the amount of $181,617.76.

7. ADOPT RESOLUTION R-02-17, A RESOLUTION AUTHORIZING THE EXECUTION OF
AMENDMENT #2 TO CONTRACT #C 36684 WITH CHICAGOLAND PAVING FOR HMA
PAVEMENT REMOVAL PROJECT
Councilman Prendiville moved and Councilman Saline seconded that Resolution R-02-17, A Resolution
Authorizing the Execution of Amendment #2 to Contract #C 36684 with Chicagoland Paving for HMA
Pavement Removal Project, be adopted.
City Manager Dzugan stated the Procurement Officer has recommended execution of a second amendment
to a contract with Chicagoland Paving for roadway milling services for the years 2017 and 2018. City
Manager Dzugan stated the terms of the contract are for up to 24,000 square yards of surface repairs and
reflect a 5% price reduction per square yard for pavement removal. He recommended approval of the
resolution as presented.
In response to Councilman Saline, City Manager Dzugan stated the terms for 5% price reduction was
contained in the original contract in consideration for future services.

8. FIRST READING OF AN ORDINANCE AMENDING SECTION 2-142 “POWERS AND
DUTIES,” DIVISION 3 “CITY MANAGER” OF CHAPTER 2 “ADMINISTRATION” OF THE
WHEATON CITY CODE
City Manager Dzugan stated this ordinance would amend the powers of the City Manager to include the
authority to manage City owned and controlled property in those cases, and, when necessary, establish no
trespass areas when such property is not being used for its intended purposes. He stated the ordinance
appears before the Council for a first reading and will be placed on the January 17, 2017 Council agenda
for formal action.

9. COUNCIL COMMENT
Mayor Gresk thanked the Cadets from the Wheaton Christian Reform Church for attending the meeting.
10. APPROVAL OF WARRANT
Councilman Suess moved and Councilman Saline seconded that Warrant No. 695 in the amount of
$574,534.35 be approved.
