1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J.
Suess. Upon roll call, the following were:

2. City Manager’s Report
City Manager Dzugan advised that as part of the City’s strategic planning effort, a survey is now
available online, seeking participation from residents. He explained the survey is one tool which
will be used to aid the Council in the development of strategic goals. He encouraged everyone
to complete the survey.
3. Citizens to Be Heard
None.
4. Consent Agenda
Councilman Barbier moved and Councilwoman Robbins seconded that the following action be
taken on the Consent Agenda items:
1. Approve the minutes of the February 3, 2020 regular Wheaton City Council meeting,
as submitted.
2. Approve bond waiver and authorize issuance of raffle license to WWSHS Esprit Show
Choir Club NFP.

5. Pass Ordinance O-2020-06, An Ordinance Approving a Preliminary Plat of Subdivision
and Lot Depth Variations for Certain Property Commonly Known as 1505 Harwarden Street
and 213 Prospect Street – Evermore Homes
Councilman Barbier moved and Councilwoman Bray-Parker seconded that O-2020-06, An
Ordinance Approving a Preliminary Plat of Subdivision and Lot Depth Variations for Certain
Property Commonly Known as 1505 Harwarden Street and 213 Prospect Street – Evermore
Homes, be passed.
City Manager Dzugan stated at the February 3 meeting the Council directed the City Attorney to
prepare the proposed ordinance approving a 4-lot subdivision on the northeast corner of
Harwarden and Prospect Streets. He indicated the ordinance contains five conditions regarding
lot widths and the construction of a new sidewalk.

6. Approve Appointment to City Boards and Commissions
Mayor Suess moved and Councilman Rutledge seconded that Kristin Santiago be appointed to
the Community Relations Commission for a term ending November 7, 2022, completing the
remaining term of former member Gail Forrest
Councilwoman Fitch thanked former member Gail Forrest for her work on this commission.

7. Adopt Resolution R-2020-10, A Resolution Authorizing the Execution of an IDOT Local
Agency Consultant Agreement with Strand Associates, Inc. for Phase 3 Construction
Engineering Services for the Resurfacing of Manchester Road between County Farm Road and
Gables Boulevard for a Total Amount Not to Exceed $73,181.29
Councilman Rutledge moved and Councilwoman Fitch seconded that R-2020-10, A Resolution
Authorizing the Execution of an IDOT Local Agency Consultant Agreement with Strand
Associates, Inc. for Phase 3 Construction Engineering Services for the Resurfacing of
Manchester Road between County Farm Road and Gables Boulevard for a Total Amount Not to
Exceed $73,181.29, be adopted.
City Manager Dzugan stated the proposed resolution authorizes an agreement with Strand
Associates for engineering services for the Manchester Road resurfacing project. He indicated
about $20,000 of the total amount will be paid with federal dollars.

8. Adopt Resolution R-2020-11, A Resolution Authorizing the Purchase of One
Replacement Combination Jet Rodder/Vacuum Truck from Standard Equipment Company
Through the Joint Purchasing Program with the Sourcewell Cooperative for a Total Amount of
$272,126
Councilwoman Robbins moved and Councilman Barbier seconded that Resolution R-2020-11, A
Resolution Authorizing the Purchase of One Replacement Combination Jet Rodder/Vacuum
Truck from Standard Equipment Company Through the Joint Purchasing Program with the
Sourcewell Cooperative for a Total Amount of $272,126, be adopted.

City Manager Dzugan indicated the proposed resolution would authorize the purchase of a jet-
rodder/vacuum truck to replace a unit that has been in service for fourteen years from
Standard Equipment Company in the amount of $272,126.

9. Pass Ordinance No. O-2020-07, An Ordinance Amending Chapter 2, Article V, Division 3,
Section 2.293 of the Wheaton City Code – Board of Fire and Police Commissioners
Councilman Rutledge moved and Councilwoman Fitch seconded that Ordinance No. O-2020-07,
An Ordinance Amending Chapter 2, Article V, Division 3, Section 2.293 of the Wheaton City
Code – Board of Fire and Police Commissioners, be passed.
City Manager Dzugan advised the Board of Fire and Police Commissioners have recommended
adoption of rules and regulations dated February 10, 2020 which include a new section allowing
an accelerated hiring process for lateral transfers. He stated this addition allows someone
already in another police department to be hired more quickly and not be required to attend
the academy.
In response to Councilmen Rutledge and Barbier, Chief Murphy feels it is beneficial to move
forward with this option at this time. He stated hiring is much more competitive and would
allow the department to hire good people who have already had the equivalence of the
academy program. Chief Murphy thanked Ms. Bertolini and the members of the Board of Fire &
Police Commissioners for their work on this amendment.
Mr. Kevin Illia, Member, Board of Fire & Police Commissioners, stated the amendment gives the
Board an option to hire qualified individuals and was unanimously approved by the Board.

11. Approval of Warrant
Councilman Rutledge moved and Councilwoman Fitch seconded that Warrant No. 770 in the
amount of $1,300,796.46, be approved.
