2. Report of City Manager
City Manager Dzugan welcomed new City Attorney, Dawn Didier.
3. Report of City Attorney
City Attorney Didier stated serving the City is an honor and a privilege she looks forward to.
4. Citizens to be Heard
Kerry Mansour, 217 E. Union Avenue, expressed concern regarding the City Council's Board and
Commission member appointment process and urged City Council to reevaluate the process.
5. Consent Agenda
Councilman Barbier moved and Councilwoman Robbins seconded that the following action be taken on
the Consent Agenda items:

6. Pass Ordinance 0-2023-05, An Ordinance Amending the Code of Ordinances of the City of
Wheaton Chapter 42 (Offenses and Miscellaneous Provisions), Article IV (City Parks)
Councilwoman Fitch moved and Councilman Brown seconded that 0-2023-05, An Ordinance Amending
the Code of Ordinances of the City of Wheaton Chapter 42 (Offenses and Miscellaneous Provisions),
Article IV (City Parks), be passed.
City Manager Dzugan noted the Ordinance amending Chapter 42, City Parks was continued for
consideration at the February 6, 2023 City Council meeting. He stated based on Council feedback, Section
42-106.3(a) was modified to only prohibit organized sporting and athletic recreation activities. He noted
that Adams Park is now recognized as a Level 1 Accredited Arboretum.
Councilwoman Fitch statedshewas happyto heartheparkis nowofficiallycharacterized asan accredited
arboretum as it has always had the look and feel ofone.

7. Pass Ordinance 0-2023-06, An Ordinance Amending the Text of the Wheaton Zoning Ordinance
Articles II, VII, VIII, IX, X, XI, XII, XIII, XIV and XIX Relating to Group Care Homes
Councilwoman Bray-Parker moved and Councilman Barbier seconded that 0-2023-06, An Ordinance
Amending the Text of the Wheaton Zoning Ordinance Articles II, VII, VIII, IX, X, XI, XII, XIII, XIV and XIX
Relatingto Group Care hlomes, be passed.
City Manager Dzugan stated the next two agenda items result from actions to eliminate the Group hlome
Care Commission by having Group Care Home licenses reviewed administratively. He stated this change 1.

required amendments to the Zoning Ordinance and City Code as well as the incorporation of changes
recommended by Legal in accordance with the Federal Fair Housing Act.

9. Approve Appointments to City Boards and Commissions
Mayor Suess moved and Councilman Brown seconded that Rochelle Favalle be appointed to the
Commission on Aging, and Sam Hardy and Brianna Henley be appointed to the Community Relations
Commission for three- year terms through February 21, 2026.

10. First Reading of An Ordinance Amending the Official Motor Vehicle and Traffic Schedules (Chapter
70) for the City of Wheaton - Thomas Road
City Manager Dzugan highlighted the Ordinance creates specific parking limitations along the north side
of Thomas Road for student parking between the hours of 7:00 a.m. and 3:00 p.m., Monday through
Friday, on school days only with a valid Wheaton North High School Parking Permit displayed.
11. Approval of An Application for a Class A Liquor License - Maypole Restaurant Wheaton LLC DBA
Maypole - 121 W. Front Street
Councilman Weller moved and Councilman Brown seconded that An Application for a Class A Liquor
License - Maypole Restaurant Wheaton LLC DBA Maypole - 121 W. Front Street, be approved.

12. First Reading of An Ordinance Amending the Official Motor Vehicle and Traffic Schedules (Chapter
70) for the City of Wheaton - Wesley Street/Wheaton Avenue
City Manager Dzugan stated the Ordinance amends the traffic code to clarify the 30-minute parking on
Wheaton Avenue in front of the Post Office and Wesley Street in front of City Hall as those spaces in the
past were identified to allow parking for customers after 6:00 p.m. Monday through Friday and on
weekends.
In response to Councilwoman Fitch and Councilwoman Bray-Parker, City Manager Dzugan confirmed
revised signage will clarify the parking times.
13. Adopt Resolution R-2023-07, A Resolution Authorizing the Execution of Agreement No. 353 with
Schroeder Asphalt Services, Inc. for Asphalt Milling Services to be Purchased on an As Needed Basis at
the Pricing Set Forth in Schroeder Asphalt Services, Inc.'s Cost Proposal

Councilwoman Robbins moved and Councilman Brown seconded that R-2023-07, A Resolution
Authorizing the Execution of Agreement No. 353 with Schroeder Asphalt Services, Inc. for Asphalt Milling
Services to be Purchased on an As Needed Basis at the Pricing Set Forth in Schroeder Asphalt Services,
Inc.'s Cost Proposal, be adopted.
City Manager Dzugan stated the City of Wheaton doesn't own a large milling machine and therefore an
outside company will mill certain streets as an efficient approach to support the City's in house paving
program.

Councilman Barbier moved and Councilwoman Robbins seconded to Receive Planning & Zoning Board
Report Re: ZA#23-02/Special Use Permit/ 1877 S. Wiesbrook Road/Schultz
City Manager Dzugan detailed the Special Use Permit for a 1,600 square foot detached garage was
recommended by the Planning and Zoning Board following changes made to the applicant's initial plan
based on concerns expressed by the board.

Administration Renovation for a Total Amount Not to Exceed $169,995, be adopted.
City Manager Dzugan highlighted six bids were received for the renovation of the second-floor
administrative section of City Hall which was last renovated 30 years ago. hle confirmed the project would
be funded from the Building RenewalFund.

City Manager Dzugan stated the ordinance amends a budget oversite to fund furniture equipment from
the Capital Equipment fund for the second-floor renovation.

Councilwoman Robbins moved and Councilwoman Bray-Parker seconded that R-2023-11, A Resolution
Authorizing the Execution of Agreement No. 357 with Corporate Concepts, Inc. for the Purchase and
Installation of Furniture for the City Hall Administration Renovation for a Total Amount Not to Exceed
$49,020, be adopted.
Councilwoman Bray-Parker stated she is pleased with the renovation project as it reflects the City's sense
ofpride.
