Louis Rathje who administered the oath of office to Mayor Philip J. Suess, after which Judge Bonnie Wheaton administered the oath of office to Councilwoman Erica Bray-Parker, followed by Judge Karen Wilson who administered the oath of office to Councilman Bradley Clousing. 1. Call to Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:05 p.m. by Mayor Philip J. Suess. Presentation Mayor Suess read and presented a proclamation to Nancy Flannery of the Historic Commission proclaiming May asWheaton Historic Preservation Month. Ms. Flannerythankedthe Mayorand CityCouncil forthe proclamation and stated the Historic Commission offers no cost programs to the public which are listed on the City website. She also highlighted the updated Historic Preservation Month lawn signs that are displayed in lawns throughout Wheaton at designated Wheaton Historic Landmarks. 3. Citizens to be Heard ^ Conner Grant, 1326 Campbell Ave., spoke on behalf of the Wheaton Bicyclist and Pedestrian Commission. The Commission proposed the addition of a 30" x 36" sign to the signal pole facing Carlton Ave. at the northwest corner ofthe intersection at Carlton Ave. and Roosevelt Rd. WHEATON CITY COUNCIL PROCEEDINGS Monday, May 1, 2023 John Patterson, 1849 N. Cherry St., expressed concerns related to the safety of pedestrians and vehicle traffic on his cul-de-sac. Mr. Patterson stated he reached out to Community Unit School District 200, the Wheaton Police Department, and Wheaton City Hall and has not observed of any coordinated efforts to address his concerns. 4. Consent Agenda Councilman Barbier moved and Councilwoman Robbins seconded that the following action be taken on the Consent Agenda items: 1. Approve the minutes of the Wheaton City Council Regular Meeting - April 17, 2023, as submitted. 2. Adopt Resolution R-2023-32, A Resolution Authorizing the Release of Closed Session Minutes. 3. Adopt Resolution R-2023-33, A Resolution Authorizing the Destruction of Audio or Video Recordings ofClosed Session Meetings. 4. Approve Applications for Outdoor Special Event Liquor Licenses - Wheaton Park District - Cream of Wheaton, Summer Concert Series, Wheaton Brew and Seltzer Fest and October Fest. Mayor Suess administered the Oaths of Office for both City Clerk Andrea Rosedale and City Treasurer Robert Lehnhardt. Adopt Resolution R-2023-34, A Resolution Authorizing the Execution of Agreement No. 373 with Globe Construction, Inc. for Concrete Flatwork for the Annual Sidewalk Replacement Program and Miscellaneous Concrete Work for a Total Amount Not to Exceed $285,000 Councilwoman Robbins moved and Councilman Weller seconded that R-2023-34, A Resolution Authorizing the Execution ofAgreement No. 373 with Globe Construction, Inc. for Concrete Flatwork for the Annual Sidewalk Replacement Program and Miscellaneous Concrete Work for a Total Amount Not to Exceed $285,000, be adopted. Adopt Resolution R-2023-35, A Resolution Authorizing the Purchase of LED Streetlight Fixtures from TWG Infrastructure Solutions for a Total Amount Not to Exceed $81,060 WHEATON CITY COUNCIL PROCEEDINGS Monday, May 1, 2023 Councilwoman Bray-Parker moved and Councilman Brown seconded that R-2023-35, A Resolution Authorizing the Purchase of LED Streetlight Fixtures from TWG Infrastructure Solutions for a Total Amount Not to Exceed $81,060, be adopted. City Manager Dzugan stated 66 coach style fixtures will be replaced with LED fixtures. He confirmed staff is examining a grant to cover another $115,000 to replace an additional 100 fixtures. He stated this is a continuation ofthe program that commenced in 2015 to replace high pressure sodium fixtures with more energy efficient LEDs. Pass Ordinance 0-2023-14, An Ordinance Amending Ordinances E-3508 As Amended Town Square Wheaton - Outdoor Recreation Space Councilman Barbier moved and Councilman Brown seconded that 0-2023-14, An Ordinance Amending Ordinances E-3508 As Amended Town Square Wheaton - Outdoor Recreation Space, be passed. City Manager Dzugan stated the request to amend the Town Square Wheaton Planned Unit Development to permit a daycare facility to be located in the former Noodles & Company and Pier One spaces to accommodate a 4-foot-high fence and outdoor recreational areas may be done without a Public hlearing provided the changes are in substantial conformity with the original PUD. In response to Councilman Weller, City Manager Dzugan confirmed the PUD applies to the entire Town Square Wheaton Development. Pass Ordinance 0-2023-15, An Ordinance Denying Calc Holding LLC's Application for Recapture of Costs for Public Improvements Installed in Connection with the Summit Street Subdivision Councilwoman Bray-Parker moved and Councilman Barbier seconded that 0-2023-15, An Ordinance Denying Calc Holding LLC's Application for Recapture of Costs for Public Improvements Installed in Connection with the Summit Street Subdivision, be passed. City Manager Dzugan stated a Public Hearing took place last week pertaining to an application from CALC Holding, LLC for a recapture agreement. He detailed an ordinance prepared based on that Public hlearing finds the properties at 214 Summit and 203 Blanchard unsuitable for recapture and denies the applicant's request to recapture certain costs related to the installation of public improvements forthe Summit Street Subdivision. Council Comment Councilwoman Bray-Parker thanked the community for their support. She reflected upon her attendance at the Environmental Improvement Commission's Prairie Path Cleanup and Native Plant Sale events. She stated she is disappointed to learn about the two openings on the Community Relations Commission and hopes the positions are filled soon to support upcoming events. She thanked former Chair, Rachel Bautista for her service and coordination ofvarious programing. Councilwoman Robbins welcomed Councilman Brad Clousing. She reminded the community that the tents will be installed in the upcoming week. Councilman Weller welcomed Councilman Brad Clousing and congratulated the Mayor and Councilwoman Bray- Parker on their reelection. Mayor Suess welcomed Councilman Brad Clousing and congratulated Councilwoman Bray-Parker on her reelection. He thanked Father Daniel Hoehn for the evening's invocation and Councilman Barbier for his introductions during the Swearing-in of Elected Officials.
