2. Presentation
Mayor Suess presided over the swearing-in ceremonies of Seargent Mario Fearon, Lieutenant Patricia
Potter and Deputy Chief of Police Brian Gabryel, preceded by remarks from Chief Youker.
Mayor Suess read and presented a proclamation in recognition of World Polio Day 2023 to the Rotary
Club of Wheaton A.M. and Wheaton Rotary Club, followed by remarks from Wheaton Rotary Club
member, Bill McGurr.
Mayor Suess read and presented a proclamation in recognition of the Wheaton Lions Club Centennial
Celebration, followed by remarks from President Joel Riley.

3. Citizens to be Heard
Liz Westergaard, 745 Ralph Ct., expressed appreciation to the Mayor and Councilmembers who met with r
members of her neighborhood to discuss the Colsey Zoo parking lot. She stated they now understand how
the application process works.
Steven Bense, 825 Parkside Dr., stated that his neighborhood is absent of stormwater features outside of
a culvert that has not been maintained in 24 years and therefore he is opposed to paying a stormwater
usage fee.
4. Consent Agenda
Councilwoman Bray-Parker moved and Councilman Barbier seconded that the following action be taken
on the Consent Agenda items:
1. Approve the minutes of Regular Meeting - October 2, 2023, as submitted.
2. Adopt Resolution R-2023-86, A Resolution Approving 424 West Jefferson Avenue Consolidation.
3. First Reading of An Ordinance Amending the Official Motor Vehicle and Traffic Schedules
(Chapter 70) for the City of Wheaton - Brighton Drive.

Councilman Barbier moved and Councilwoman Robbins seconded that 0-2023-38, An Ordinance
Amending the Calendar Year 2023 Budget Contained in Ordinance No. 0-2022-57, be passed.
City Manager Dzugan stated the Ordinance amends the 2023 budget to reflect the cost of furniture for
the Police Detective Area Renovation Project.

6. Adopt Resolution R-2023-87, A Resolution Authorizing the Execution of Agreement No. 415 with
Corporate Concepts, Inc. for the Purchase and Installation of Furniture for the Police Department
Detective Renovation for a Total Amount Not to Exceed $137,873.57
Councilwoman Robbins moved and Councilman Clousing seconded that R-2023-87, A Resolution
Authorizing the Execution of Agreement No. 415 with Corporate Concepts, Inc. for the Purchase and
InstallationofFurnitureforthe Police Department Detective RenovationforaTotal Amount Notto Exceed
$137,873.57, be adopted.
City Manager Dzugan stated three bids were received for the purchase and installation of furniture for
the detective area.
In response to Councilwoman Bray-Parker, Assistant City Manager Duguay stated that the proposed
renovation remains in the current footprint and will be reconfigured into an efficient functional space to
support the current investigative environment and technology.

7. Adopt Resolution R-2023-88, A Resolution Authorizing the Execution of Agreement No. 418 with
Landscape Concepts, Inc. for Seasonal Color and Landscape Maintenance for a Three-Year Term and a
Total Amount Not to Exceed $253,486.85
Councilman Weller moved and Councilwoman Robbins seconded that R-2023-88, A Resolution
Authorizing the Execution of Agreement No. 418 with Landscape Concepts, Inc. for Seasonal Color and
Landscape Maintenance for a Three-Year Term and a Total Amount Not to Exceed $253,486.85, be
adopted.
City Manager Dzugan stated the three-year contract for seasonal color provides flowers in the spring,
summer and fall at 123 locations of pots, planters and in ground beds and landscape services for 152
landscape beds mostly in the downtown area starting in 2024.
Superintendent Ackerman confirmed in response to Councilwoman Bray-Parker the increased cost is due
primarily to an increase in the number of beds and planters.

8. First Reading of An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter
2 (Administration)
City Manager Dzugan stated the ordinance codifies the procedure for written comments received. He
detailed the current language on the City Council Meeting Agenda was added as a COVID action due to
restrictions on the number of people that could attend open meetings.
Councilwoman Bray-Parker stated she doesn't see a problem with the current agenda language allowing
for comments to be read and stated it is her preference to listen to all residents in a way that is convenient
tothem.
Councilman Barbier stated that civility and decorum may be difficult to manage in written text. He detailed
the public may be notified that councilpersons can read comments during the council portion.
Mayor Suess detailed the proposed ordinance is not different than the process that was in place prior to
COVID. He stated any written comments submitted to council are made part of the record even if the
comment is not read in person.
9. Receive Planning and Zoning Board Report Re: ZA #23-17/ Text Amendment/ Article 24.10.11/
Short-Term Home Sharing Rental
Councilwoman Robbins moved and Councilwoman Bray-Parker seconded that Planning and Zoning Board
ReportRe:ZA#23-17/TextAmendment/Article 24.10.11/Short-Term HomeSharing Rental, be received.
Director Kozik stated in response to Councilman Weller, the number of maximum guests in total was
considered in lieu of the calculation based upon the number of bedrooms and where parking may take
place.
Councilman Weller expressed appreciation for staff efforts in resolving an Airbnb issue in the South
district.

Councilman Weller moved and Councilwoman Bray-Parker seconded that R-2023-89, A Resolution
Authorizing Execution of a Local Public Agency Joint Funding Agreement for Construction Work with the
lllinois Department ofTransportation for Federal Participation in the Lorraine Road Resurfacing Project,
be adopted.
City Manager Dzugan stated the agreement with the lllinois Department of Transportation is a
requirement by the state to receive federal funding in the amount of $320,000 for improvements to
Lorraine Road.

Execution of a Local Public Agency Engineering Services Agreement with Thomas Engineering Group, LLC
for Federal Participation in the Lorraine Road Resurfacing Project, be adopted.
City ManagerDzuganstated upon staffcompletion ofan lllinois DepartmentofTransportation consultant
review process, Thomas Engineering Group was selected as the best qualified to complete construction
engineering for Lorraine Road.

Councilman Barbier moved and Councilwoman Robbins seconded that R-2023-91, A Resolution
Authorizing the Binding of Property and Casualty Insurance Coverages for November 1, 2023 Through
October 31, 2024, be adopted.
City Manager Dzugan stated the resolution authorizes the binding of property and casualty insurance
coverages and reduces the annual expense by approximately $50,000.

13. Council Comment
Councilwoman Robbins encouraged residents to visit 1522 Childs Street to view some of the largest
pumpkins grown in lllinois. She detailed the pumpkins were all grown on the resident's property. She also
noted the Downtown Wheaton Association reported 6 additional new businesses coming to Downtown
Wheaton and 4 pending potential businesses. She encourages residents to attend upcoming events in
Downtown Wheaton including trick-or-treating on October 28th and the Christmas Parade and Tree
Lighting on November 24th.
Councilman Barbier expressed appreciation to the Wheaton Park District for hosting the various events
including Halloween Happening and Touch-A-Truck.
Mayor Suess congratulated the Wheaton Public Library on hosting a successful 100 Anniversary event
celebrating their 100th year as a tax-supported City library. He detailed the library's history dates back to
1891. Healso recognized service clubs, RotaryA.M., Rotary P.M. and LionsClubfortheircontinued service
and community involvement.

Councilman Barbier moved and Councilwoman Bray-Parker seconded that Warrant No. 858 in the amount
of $1,617,747.75 be approved.
