Councilman Barbier moved and Councilwoman Bray-Parker seconded that the following action be taken
on the Consent Agenda items:
1. Approve the minutes of Wheaton City Council Regular Meeting - February 5, 2024, as
submitted.
2. Adopt Resolution R-2024-13, A Resolution Authorizing the Approval and Release of Closed
Session Minutes.
3. Adopt Resolution R-2024-14, A Resolution Authorizing the Destruction of Audio or Video
Recordings of Closed Session Meeting.

Ordinance Nos. E-3791, F-1799, And 0-2020-34 Which Amended the Original Ordinance - DuPage
County Health Department
Councilwoman Robbins moved and Councilman Clousing seconded that Ordinance 0-2024-04, An
Ordinance Amending City of Wheaton Ordinance No. E-1687 "An Ordinance Amending the Wheaton
Zoning Ordinance Map and Grantinga Special Use Permit-Addition to DuPage County hlealth Department
Facilities, 111 N. County Farm Road" ("Original Ordinance"); And Ordinance Nos. E-3791, F-1799, And O-
2020-34 Which Amended the Original Ordinance - DuPage County Health Department, be passed.
City Manager Dzugan stated the City Council directed the City Attorney to prepare an ordinance approving
an amendment to an existing special use permit requested by the DuPage County Health Department for
an expansion of an existing building to serve as a crisis center.

Councilman Barbier moved and Councilman Weller seconded that Ordinance 0-2024-05 An Ordinance
Amending Article XXIV - Accessory Uses and Home Occupations of the Wheaton Zoning Ordinance -
Mobile Donation Offices, be passed.

City Manager Dzugan stated the City Council directed the City Attorney to prepare an ordinance approving
a text amendment to the zoning ordinance to permit mobile donation vehicles in 3 commercial zoning
districts.
Councilman Barbier expressed concerns related the permitting of mobile donation centers. He detailed a
for-profit firm with a mobile donation center may have a negative impact on the community's existing
not-for-profit partners that currently accept and depend upon community donations. He also expressed
concerns approving a for-profit company to operate in a trailer in a commercial parking lot.

Beverages), Article Ill (Retail Licenses); Chapter 22 (Buildings and Building Regulations}; Chapter 26
(Businesses), Article VII (Massage Businesses) & Appendix B (Fee Schedule}
Councilman Brown moved and Councilman Clausing seconded that Ordinance 0-2024-06, An Ordinance
Amending the Code of Ordinances of the City of Wheaton Chapter 2 (Administration), Article V (Boards,
Commissions and Committees), Division 11 (Historic Commission) & Article X (System of Administrative
Adjudications); Chapter 6 {Alcoholic Beverages), Article Ill (Retail Licenses); Chapter 22 (Buildings and
Building Regulations); Chapter 26 (Businesses), Article VII (Massage Businesses) & Appendix B (Fee
Schedule), be passed.
City Manager Dzugan stated the ordinance includes several amendments to the Code and noted many
align with recent changes in state legislation.

Environmental Improvement Commission for a three-year term through February 20, 2027.

8. Adopt Resolution R-2024-15, A Resolution Authorizing the Execution of an tntergovernmental
Agreement Between the City of Wheaton and DuPage County for Improvements of City-Owned
Property Adjoining the DuPage County Government Campus
Councilwoman Bray-Parker moved and Councilwoman Robbins seconded that R-2024-15, A Resolution
Authorizing the Execution of an Intergovernmental Agreement Between the City of Wheaton and DuPage
County for Improvements of City-Owned Property Adjoining the DuPage County Government Campus, be
adopted.
City Manager Dzugan stated the agreement with DuPage County approves improvement of the access
drive from Manchester Road to the water tower site. He detailed the county will be covering the entire
cost ofthe improvements.
Councilman Weller stated the improvements would have a positive impact on Graf Park's overflow
parking. City Manager Dzugan added the access is also used for the Monroe Middle School pick up and
drop off traffic flow as well.

9. Adopt Resolution R-2024-16, A Resolution Authorizing the Execution of Agreement No. 442 with
V3 Companies, LTD. for Professional Engineering Services forthe Route 38 Pedestrian Bridge for a Total
Amount Not to Exceed $176,947
Councilwoman Robbins moved and Councilman Weller seconded that R-2024-16, A Resolution
Authorizing the Execution of Agreement No. 442 with V3 Companies, LTD. for Professional Engineering
Services for the Route 38 Pedestrian Bridge for a Total Amount Not to Exceed $176,947, be adopted.
City Manager Dzugan stated the pedestrian bridge will connect sidewalks to be constructed along
Roosevelt Road's south side over Winfield Creek. He detailed due to state grant funding the City was
required to use a selection process based upon criteria set by the Department of Commerce and Economic
Opportunity.
In response to Mayor Suess, Director of Engineering Tebrugge stated the qualification-based process ranks
proposals by qualification without costs. He stated the costs are then provided to the City and then
negotiated.

10. Adopt Resolution R-2024-17, A Resolution Authorizing the Execution of Agreement No. 438 with
Terracon Consultants, Inc. for a Citywide Facilities Condition Assessment Through the Sourcewell
Purchasing Cooperative for a Total Amount Not to Exceed $116,766
Councilman Brown moved and Councilwoman Robbins seconded that R-2024-17, A Resolution
Authorizing the Execution of Agreement No. 438 with Terracon Consultants, Inc. for a Citywide Facilities
Condition Assessment Through the Sourcewell Purchasing Cooperative for a Total Amount Not to Exceed
$116,766, be adopted.
City Manager Dzugan stated at the Capital Plan Review for the 2024 Budget council agreed to move
forward with a comprehensive facility condition assessment of City facilities to develop a prioritized
project list for facility improvements.
Councilman Weller stated the facility assessment will be helpful in the budgeting process for upcoming
years to guide Capital Improvement Project expenses.

In response to Councilman Clousing, Assistant City Manager Duguay stated the software tracks the timing
of replacement as well as the costs. He confirmed the software which acts as an asset management
system, is separate from the City's GIS software.

Eco Clean Maintenance, Inc. for Janitorial Services for a Total Amount Not to Exceed $118,668
Councilwoman Bray-Parker moved and Councilman Clousing seconded that R-2024-18, A Resolution
Authorizingthe Execution ofAgreement No. 443 with Eco Clean Maintenance, Inc. forJanitorial Services
for a Total Amount Not to Exceed $118,668, be adopted.
City Manager Dzugan stated the original low bidder and current janitorial services company has been
unable to meet contracted expectations. He detailed the next low bidder has agreed to the contract
amount bid in July 2023.
Councilwoman Bray-Parker expressed appreciation to staff for bringing the item back to the Council as
the quality ofjanitorial services is important.

Councilman Brown moved and Councilman Barbier seconded that R-2024-19, A Resolution Setting Forth
the City of Wheaton's Commitment to Monitor and Act in a Measured and Thoughtful Way Regarding
Local Impacts of National Immigration Policies, be adopted.
City Manager Dzugan stated the resolution was discussed at the February 12 planning session and he
detailed changes were made based upon suggestions from the Council.

13. Council Comment
Councilwoman Bray Parker reflected upon her attendance at the People's Resource Center's open house
for volunteers and expressed her excitement to see their facility expansion which will be of great service
to the community's needs. She noted a ribbon cutting is being planned for September.

Councilman Barbier moved and Councilwoman Bray-Parker seconded that Warrant No. 866 in the amount
of $1,275,828.77, be approved.
