Call to Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:02 p.m. by City Cierk Andrea Rosedaie. Appointment of Mayor Pro Tem Councilwoman Robbins moved and Councilman Weller seconded that Councilman Barbier be appointed Mayor Pro Tem for the evening’s meeting. Presentations Mayor Pro Tem Barbier read and presented a proclamation to the Wheaton community, designatingJune 17th through June 23rd as Pride Week in the City of Wheaton. Dr. Glennette Tilley Turner gave a presentation on the historical significance of Juneteenth, which commemorates the date ofthe emancipation of ensiaved people in the United States. She also highlighted the contributions of notable Black residents and business owners in the City of Wheaton. Dr. Turner suggested renaming Crescent Street to honor Mr. Cad Lewis Sublett, who founded a refuse disposal company in the City of Wheaton. 4. Citizens to be Heard Chuck Smith, ON236 Woodland Dr., voiced his opposition to the Wheaton Park District’s application for a special use permit to construct a parking lot on the east side ofGary Avenue for Cosley Zoo. He announced that a petition to include an advisory question on the November 5, 2024 ballot would be filed by the end ofthe week. Jennifer Castino, ONO6O Pierce Ave., expressed gratitude to the Mayor and City Council for recognizing Pride Month and supporting LGBTQ+ families. She emphasized the significance and positive impact of support for the LGBTQ+ Community. Mary Ann Vitone, 603 S. President St., voiced her opposition to the Wheaton Park District’s application for a special use permit to construct a parking lot on the east side of Gary Avenue for Cosley Zoo. Dan Hammer, a PFLAG Executive Committee Member from St. Paul Lutheran Church at 515 South Wheaton Ave., provided information about PFLAG and expressed gratitude the Mayor and City Council for their ongoing support of the LGBTQIA+ community. Erica Nelson, Kay Rd., Chair of the Community Relations Commission, expressed gratitude to the Mayor and City Council for proclaiming Pride Week in Wheaton. She also thanked Dr. Glennette Tilley Turner for her presentation and supported her suggestion to rename Cresent Street. Stacey Weer, 1704 N. Washington St., voiced her opposition to the Wheaton Park District’s application for a special use permit to construct a parking lot on the east side of Gary Avenue for Cosley Zoo. 5. Consent Agenda Councilwoman Bray—Parker moved and Councilman Weller seconded that the following action be taken on the Consent Agenda item: 1. Approve the minutes of Wheaton City Council Regular Meeting —June 3, 2024, as submitted. Approve Appointment and Reappointments to City Boards and Commissions Mayor Pro Tem Barbier moved and Councilwoman Bray—Parker seconded that Yvette Diericx be appointed and Meg Beasley be reappointed to the Community Relations Commission, Seema Wadia be reappointed to the Environmentai Improvement Commission, and Penni Cannova be reappointed to the Board of Fire & Police Commissioners all for three—yearterms through June 17, 2027; and Laurie Metanchuk and Robert Lyon be reappointed to the Library Board for three—year terms from July 1, 2024 through June 30, 2027. Adopt Resolution R-2024-53, A Resolution Authorizing the Execution of Agreement No. 475 for a Microsoft Office 365 and Azure Subscription Renewal Through the State of Illinois Joint Purchase Master Contract with Dell Marketing LP for a Three-Year Term and a Total Amount Not to Exceed $341,297.25 Councilwoman Robbins moved and Councilman Weller seconded that R-2024—53 A Resolution Authorizing the Execution of Agreement No. 475 for a Microsoft Office 365 and Azure Subscription Renewal Through the State of lllinois Joint Purchase Master Contract with Dell Marketing LP for a Three-Year Term and a Total Amount Not to Exceed $341,297.25, be adopted. City Manager Dzugan stated the request to renew a 3-year agreement with Dell Marketing LP for Microsoft Office 36S and Azure licensing includes discounted pricing based upon a State of lllinois contract. Adopt Resolution R-2024-54, A Resolution Authorizing the Execution of Agreement No. 469 for Bulk Rock Salt Through the DuPage County Joint Purchasing Solicitation with Morton Salt, Inc. to be Purchased on an As Needed Basis at the Price per Ton Set Forth in Morton Salt’s Cost Proposal Councilman Weller moved and Councilwoman Robbins seconded that R—2024-54, A Resolution Authorizing the Execution of Agreement No. 469 for Bulk Rock Salt Through the DuPage County Joint Purchasing Solicitation with Morton Salt, Inc. to be Purchased on an As Needed Basis at the Price per Ton Set Forth in Morton Salt’s Cost Proposal, be adopted. City Manager Dzugan reported costs for bulk rock salt though a joint purchase with DuPage County for snow removal and ice control operations, have decreased by 5.6% from last year. In response to Councilman Weller, Streets Superintendent Nathan Plunkett confirmed less salt has been used in the past couple of years due to mild winters and noted some salt is leftover from the previous season. Receive Report, Planning & Zoning Board Report Re: ZA #24-09/ Rear Yard Setback Variation/ 1501 Waldorth Court/ Van Prooyen Councilwoman Robbins moved and Councilwoman Bray-Parker seconded that Planning & Zoning Board Report Re: ZA #24—09/ Rear Yard Setback Variation/ 1501 Waldorth Court/ Van Prooyen, be received. City Manager Dzugan stated the report from the Planning & Zoning Board recommends the approval of a rear yard setback of 15 feet in lieu of the required 25 feet for a deck on the property of 1501 Waldorth Court. Adopt Resolution R-2024-55, A Resolution Approving an Easement Agreement for a Public Sidewalk (26W171 Roosevelt Road) Councilwoman Robbins moved and Councilman Weller seconded that R-2024—55, A Resolution Approving an Easement Agreement for a Public Sidewalk (26W171 Roosevelt Road), be adopted. City Manager Dzugan reported the agreement with Wheaton Franciscan Sisters Corporation for a permanent easement for a public sidewalk adjacent to Roosevelt Road is a key location to complete full connectivity along Roosevelt Road through the City. He reported the City continues to work with Marian Park to secure easements for a pedestrian bridge on their property. Councilwoman Bray-Parker stated the sidewalk installation along Roosevelt Road is an important improvement for the community. Mayor Pro Tem Barbier expressed appreciation to the Wheaton Franciscan Sisters Corporation for granting the permanent easement. He stated the sidewalks will make a positive impact on residents who use that area. Receive Report, Receive Annual Comprehensive Financial Report for the Fiscal Year Ended December 31, 2023 WHEATON CITY COUNCIL PROCEEDINGS Monday, June 17, 2024 Councilwoman Bray—Parker moved and Councilman Weller seconded that Receive Annual Comprehensive Financial Report for the Fiscal Year Ended December 31, 2023, be received. City Manager Dzugan introduced Anthony Cervini, Partner from Sikich, to present the 2023 annual comprehensive financial report. He expressed appreciation to the finance department team. Anthony Cervini from Sikich presented an overview of the Annual Comprehensive Financial Report. He congratulated the City on receipt of the Government Finance Officers Association Certificate of Achievement for excellence in financial reporting. He recommended reading the transmittal letter in conjunction with the Management’s Discussion and Analysis (MD&A) and noted the key takeaway from the Independent Auditor’s Report issues a clean unmodified opinion on the City’s financial statements and fiscal year ended December 31, 2023, which is the highest level of assurance that can be provided by auditors. He stated he is pleased to report no material weaknesses or significant deficiencies identified during the audit as well as no instances of non—compliance. He advised the MD&A is an executive summary piece within the audited financial statements that allows management the opportunity to provide current year information, comparative information, and the opportunity to provide context for changes. Council Comment Councilwoman Bray—Parker expressed excitement for Friday’s Make Music Wheaton event hosted by the Fine and Cultural Arts Commission. 13. Approval of Warrant Councilwoman Bray—Parker moved and Councilwoman Robbins seconded that Warrant No. 874 in the amount of $2,791,387.89, be approved.
