Monday, June 2, 2025 1. Call to Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:01 p.m. by Mayor Philip J. Suess. Upon roll call, the following were: Physically Present: Mayor Suess Councilman Clousing Councilwoman Robbins Councilman Weller Councilwoman Brice Councilman Brown Absent: Councilwoman Bray-Parker City Staff Physically Present: Michael G. Dzugan, City Manager Dawn Didier, City Attorney Joseph Tebrugge, Director of Engineering Tracy Jones, Staff Planner Susan Bishel, Public Information Officer Andrea Rosedale, City Clerk City Staff Electronically Present: Nathan Plunkett, PW Street Superintendent Samuel Webb, PW Fleet Superintendent 2. Presentations Mayor Suess presented a proclamation to Michelle Senatore, Steven Fixler, and Evelyn Sanguinetti ofthe West Suburban Foundation for Disabled Veterans, recognizing their service since 2005 and the upcoming Rockin’ for Our Vets event at Cantigny. Michelle Senatore thanked the Mayor and City Council and expressed her excitement for the event featuring Gary Sinise and the Lt. Dan Band to honor our veterans. 3. Citizens to be Heard Tom Vasiliauskas, 602 N. Cross St., voiced his dissatisfaction with the size and location of a Wheaton Park District porta potty at Franklin Middle School and requested it be relocated. Brett Everett, from 213 E. Lincoln Ave, noted concerns about the placement of a Wheaton Park District porta potty at Franklin Middle School and supported relocating it to another area. 4. Consent Agenda Councilwoman Robbins moved and Councilman Brown seconded that the following action be taken on the Consent Agenda items: WHEATON CITY COUNCIL PROCEEDINGS Monday, June 2, 2025 1. Approve the Minutes of the Wheaton City Council Regular Meeting — May 19, 2025, as submitted. Approve Appointments to a City Commission Mayor Suess moved and Councilman Weller seconded that Shelly Keating and Tim March be appointed to the Community Relations Commission for three—year terms through June 2, 2028. Adopt Resolution R-2025-41, A Resolution Authorizing Execution of a Master License Agreement for Fiber Optic Installation Between the City of Wheaton and Lumos Fiber of Illinois, LLC Councilman Clousing moved and Councilman Brown seconded that R—2025~41, A Resolution Authorizing Execution of a Master License Agreement for Fiber Optic Installation Between the City of Wheaton and Lumos Fiber of Illinois, LLC, be adopted. City Manager Dzugan explained that the master license agreement would permit Lumos Fiber of Illinois, LLC to install a fiber optic network in the City using City-owned rights—of—way for services available to residential and business customers. He stated that the agreement enforces standards established in the City Code for working in the right-of—way. He mentioned that renewals are possible after the initial 5—year term. Director Tebrugge, responding to Mayor Suess, indicated that permits have not yet been submitted and confirmed that the installation should primarily be done through underground boring. He also noted that he is not aware of other communities in Illinois where Lumos Fiber of Illinois, LLC currently provides SEYVICES. Adopt Resolution R-2025-42, A Resolution Approving the Final Plat of Quattro Subdivision Councilwoman Robbins moved and Councilman Weller seconded that R-2025—42, A Resolution Approving the Final Plat of Quattro Subdivision, be adopted. City Manager Dzugan stated the final plat for a subdivision approved in 2022 is at the southwest corner of Roosevelt and Naperville Roads. in response to Councilman Weller, he stated that the lease forthe east tenant fell through, and the property owner is seeking a new tenant. Roll Call Vote: Ayes: Councilwoman Robbins Councilman Weller Councilwoman Brice Councilman Brown Mayor Suess Councilman Clousing Nays: None Absent: Councilwoman Bray—Parker Motion Carried Unanimously Councilwoman Brice recused herself from the meeting at 7:20pm due to a conflict of interest. 8. Receive Planning & Zoning Board Report Re: ZA #25-13/ Multiple Variations/ Franklin Middle School/ District 200 Councilman Brown moved and Councilman Weller seconded that Planning & Zoning Board Report Re: ZA #25-13/ Multiple Variations/ Franklin Middle School/ District 200, be received. City Manager Dzugan reported the Planning and Zoning Board unanimously recommended approval of a front yard setback variation to allow for a setback of 28 feet instead of the required 30 feet, as well as a variation for on—site parking from the required .25 spaces per student, totaling 131 spaces. He mentioned that the ordinance includes a provision to approve the parking agreement with St. John’s Lutheran Church, subject to any changes being approved by the City Attorney. Dr. Jeff Schuler, Superintendent for Community Unit School District 200, addressed the placement of the porta potty at Franklin Middle School. He noted that finding an appropriate location is challenging as it must be easily accessible for servicing while not obstructing egress points used by students. Additionally, due to ongoing /,,7 construction, the fields will not be avaiiabie for Wheaton Park District programs, and the porta potty will be removed during this period. Frankiin Street - District 200 Counciiman Weiier moved and Counciiman Clousing seconded that O—2025—27, An Ordinance Granting a Front Yard Setback Variation, a Parking Variation and a Parking Lot Use Agreement to Aliow the Construction and Use ofan 8,400-SF Addition, on a Certain Piece of Property Commoniy Known as Frankiin Middle School — 211 E. Franklin Street - District 200, be passed. Roll Call Vote: Ayes: Councilman Weller Councilman Brown Mayor Suess Councilman Clousing Councilwoman Robbins Nays: None Absent: Councilwoman Bray—Parker Councilwoman Brice Motion Carried Unanimously Councilwoman Brice returned to the meeting at 7:25pm. 9. Adopt Resolution R-2025-43, A Resolution Authorizing the Issuance of Solid Waste Collection and Disposal Licenses Councilwoman Robbins moved and Councilman Brown seconded that R-2025—43, A Resolution Authorizing the Issuance of Solid Waste Collection and Disposal Licenses, be adopted. City Manager Dzugan announced that the resolution recognizes the applications received and grants scavenger licenses to four companies: Flood Brothers, Groot, LRS, and Waste Management, to service multifamily and commercial properties. Adopt Resolution R-2025-44, A Resolution Authorizing the Purchase of One (1) Bobcat UW56 Utility Machine through the Sourcewell Purchasing Cooperative for a Total Amount Not to Exceed $82,518.13 Councilman Brown moved and Councilman Clousing seconded that R—2025-44, A Resolution Authorizing the Purchase of One (1) Bobcat UW56 Utility Machine through the Sourcewell Purchasing Cooperative for a Total Amount Not to Exceed $82,518.13, be adopted. City Manager Dzugan noted the new Bobcat replaces an 18—year-old model for the Forestry Division and is $3,000 under budget. Adopt Resolution R-2025-45, A Resolution Authorizing the Execution of Agreement No. 536 with SKC Construction, Inc. through the Joint Purchasing Program with the Village of Woodridge for Crack Sealing and Seal Coating Services for a Total Amount Not to Exceed $95,030 and a 10% Contingency Councilwoman Robbins moved and Councilman Brown seconded that R—2025—45, A Resolution Authorizing the Execution of Agreement No. 536 with SKC Construction, Inc. through the Joint Purchasing Program with the Village of Woodridge for Crack Sealing and Seal Coating Services for a Total Amount Not to Exceed $95,030 and a 10% Contingency, be adopted. Council Comment Councilwoman Robbins stated she looks forward to kicking off summer this Thursday at the Cream of Wheaton. Councilman Brown congratulated ail the 2025 graduates. in light of the warmer weather and increased pedestrian traffic, he reminded the public to drive safely. Councilman Weller reported his second-place finish in the Kimmer’s 15th Anniversary ice Cream-Eating Contest. Mayor Suess stated the Kimmer’s 15”“ Anniversary was a great event with live music and free ice cream. Counciiman Clousing wished the Wheaton Warrenville South High School girls soccer team the best of luck as they compete against Naperville North in the IHSA playoffs. He also congratulated the 2012 Academy Red Girls Wheaton United Soccer Club team on earning the opportunity to play at the USYS lllinois State Cup Championships and losing by only 1 goal in double overtime. 13. Approval of Warrant Councilwoman Robbins moved and Councilman Brown seconded that Warrant No. 897 in the amount of $556,573.58, be approved.
