Call to Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:02 p.m. by Mayor Philip J. Suess. Presentations Mayor Suess read and presented a proclamation to the Wheaton community, designating June 16m through June 22nd as Pride Week in the City of Wheaton. Dr. Glennette Tilley Turner presented on Juneteenth, marking the emancipation of enslaved people in the United States. Mayor Suess acknowledged Dr. Turner's third Juneteenth presentation to the Wheaton ”Celebrating City Council. He read and presented a proclamation titled Glennette Tilley Turner” to recognize her contributions to the Wheaton Community. Mayor Suess presided over the Swearing—in Ceremonies for Fire Lieutenant William A. Cox, Fire Lieutenant Nicholas lgara, Candidate Firefighter Delaney Ann Chesta, and Candidate Firefighter Tyler Edward Kirk. Each ceremony was preceded by remarks from Fire Chief Brill. WHEATON CITY COUNCIL PROCEEDINGS Monday, June 16, 2025 3. Citizens to be Heard Ethan Spaid, 26W158 Prairie Ave., explained the importance of Pride and praised events like the Picnic with Pride hosted by the Wheaton Ally Collective last Saturday. Ethan highiighted Wheaton's progress, especialiy the significance of the Pride Proclamation to the community. Dan Hemmer, 1517 S. Stewart Ave., Lombard, member of PFLAG DuPage, St. Paul Lutheran Church of Wheaton, thanked the Mayor and City Council for their support of LGBTQIA+ people in the Wheaton community. Dan stated that PFLAG leads with love every day and is committed to advocating for the human rights of the LGBTQIA+ community and wished everyone Happy Pride. Michael Subtelny, member of the City’s Bicyclist and Pedestrian Commission, invited the community to attend the Thursday, June 19th, l3—mile Juneteenth Holiday Ride to Peck Homestead in Lombard at 10am departing from the Plaza on the West Side of Wheaton Public Library. 4. Consent Agenda Councilwoman Robbins moved and Councilman Brown seconded that the following action be taken on the Consent Agenda items: 1. Approve the Minutes ofthe Wheaton City Council Regular Meeting—June 2, 2025, as submitted. 2. Adopt Resolution R-2025-46, A Resolution Authorizing the Disposal of Certain Surplus Property (PD). 3. Adopt Resolution R—2025-47, A Resolution Authorizing the Purchase of a Microsoft Enterprise Agreement Subscription for a Three—Year Term from Dell Marketing LP Through the State of lllinois Joint Purchase Master Contract for a Total Amount Not to Exceed $35,049.24. 4. Adopt Resolution R-2025-48, A Resolution Accepting the Transfer of a Certain Private Water Main Within the Edison Middle School Property to the City of Wheaton. Pass Ordinance 0-2025-29, An Ordinance Proposing the Establishment of a Special Service Area No. 9 in the City of Wheaton, lllinois and Providing for a Public Hearing and Other Procedures in Connection Therewith Counciiwoman Robbins moved and Councilman Brown seconded that 0—2025—29, An Ordinance Proposing the Estabiishment of a Special Service Area N0. 9 in the City of Wheaton, lllinois and Providing for a Public Hearing and Other Procedures in Connection Therewith, be passed. City Manager Dzugan reported the ordinance proposes the estabiishment of a new SSA for the Downtown. He stated the Council discussed the establishment of the SSA at two recent Planning Sessions. He stated the ordinance sets a Public Hearing for the SSA on August 25‘“. He confirmed the ordinance includes certain elements including term, purpose statement, boundary, maximum tax rate and initial levy. City Manager Dzugan stated Northwestern Medicine Marianjoy Rehabilitation Hospital located on the south side of Roosevelt Rd. in unincorporated DuPage County seeks a variation from the County’s sign ordinance. He stated since the request meets the City’s regulations, staff recommended the Council direct staff to indicate no objection to the request. Councilman Brown moved and Councilwoman Robbins seconded a Motion to Direct City Staff Object to DuPage County Zoning Petitions - DuPage Zoning Board ofAppeaIs — Zoning Petition ZONING — 25—000035 Hanna’s Wheaton LLC and Zoning Petition ZONING — 25-000036 Sharda Devi, Inc. City Manager Dzugan explained two petitions were received from DuPage County for variations associated with properties on the south side of Geneva Rd., west of Pleasant Hill, for establishments with gaming terminals and for a gaming cafe. He reported staff advised the Council to object to the variations due to the distance to an assembly, specifically, a church, which is a 50% reduction of the 500 feet from the required 1,000 feet. He stated the co—location ofthe two gaming establishments is also within 1,000 feet of one another in the same strip mall. Adopt Resolution R-2025-49, A Resolution Authorizing the Execution of Agreement No. 541 with Crowne Industries, Ltd. for the Fueling Facility Renovation Project for a Total Amount Not to Exceed $1,138,080 and a 10% Contingency Councilwoman Bray—Parker moved and Councilman Weller seconded that R-2025—49, A Resolution Authorizing the Execution of Agreement No. 541 with Crowne Industries, Ltd. for the Fueling Facility Renovation Project for a Total Amount Not to Exceed $1,138,080 and a 10% Contingency, be adopted. City Manager Dzugan reported the 2023 study of the Fueling Facility at the Public Works Garage showed it needs replacement due to aging components. He stated three vendors attended the Prebid meeting, but only one bid was submitted. He mentioned there are sufficient reserves in the Fleet Services Fund to cover the project cost and confirmed temporary fueling will be available on-site. ln response to Councilman Weller, Fleet Superintendent Webb stated only City staff would have access to the temporary fueling on-site due to the site being gated. ln response to Mayor Suess, he confirmed the project should be completed by November of this year. City Manager Dzugan stated the Council held a public hearing on June 9m for the vacation of a small portion of the Wilson Avenue right-of—way adjacent to Lorraine Road. He stated the City will retain an easement over the entire 5,500 square foot property. Council Comment Councilwoman Bray-Parker reflected upon her participation at the inaugural Flag Day Ceremony at the DuPage County Recorder’s Office. She encouraged the community to attend the Make Music Wheaton event on Saturday, June 21, 2025. Councilwoman Robbins expressed condolences to Jan Kay's family, noting Jan's consistent support for the City of Wheaton and her regular participation and attendance at City Council meetings. Councilman Brown expressed condolences to the family of Jan Kay and acknowledged Father’s Day weekend. He shared comments related to this meeting and expressed concerns about current cultural trends that emphasize group identity over individual merit, particularly in relation to race, gender, and social constructs. He noted the importance ofjudging people as individuals, and commented on diversity, equity, and inclusion initiatives, which he believes, promote discrimination against perceived majorities. Councilman Brown stated that such approaches undermine critical thinking and individual agency. He also noted that proclamations are the mayor’s prerogative and are not representative of each City Council member. He urged the community to focus on individual recognition rather than group-based identity and encouraged respectful and thoughtful dialogue on differing viewpoints. Mayor Suess extended condolences to the family of Jan Kay, recognizing her strong advocacy and long- standing involvement in the Wheaton community, including her service on the Commission on Aging. He also acknowledged the contributions of her husband, Tom Kay, particularly his service on the Historical 6 WHEATON CITY COUNCIL PROCEEDINGS Monday,June 16, 2025 Commission. He conveyed his appreciation to the Kay family for the many years of devoted service their parents provided to the City of Wheaton. Mayor Suess emphasized that the role of the City Council is to bring people together, not create division. He noted that true leadership involves unity and mutual respect, and encouraged both the Council and the community to work collaboratively, highiighting that more can be achieved through cooperation than through division. 13. Approval of Warrant Councilwoman Bray—Parker moved and Councilwoman Robbins seconded that Warrant No. 898 in the amount of $2,634,922.18, be approved.
