Callto Order and Roll Call The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by City Clerk Andrea Rosedale. Upon roll call, the following were: Physically Present: Councilwoman Bray—Parker Councilwoman Brice Councilman Brown Councilwoman Robbins Councilman Weller Absent: Mayor Suess Councilman Clousing City Staff Physically Present: Michael G. Appointment of Mayor Pro Tem Councilwoman Robbins moved and Councilman Brown seconded that Councilwoman Bray—Parker be appointed to Mayor Pro Tem for the evening’s meeting. Presentations Chief Youker presided over the swearing-in ceremonies of Police Officers Madelyn R. Feidott, Kyaw M.L. Htike, Sophia S.M. Trekas, and Jenna M. Uhlir. City Cierk Rosedaie administered the oaths of each p0lice officer foilowed by the pinning of badges by famiiy members. 4. Citizens to be Heard Juiiette Zweig, 49 Somerset Circie, emailed allcounci|@wheatoniil.us on August 7, 2025, requesting her statement titled “When Best Places to Live’ Fails to Protect the People Who Live There: A Wheaton Resident’s Fight for Accountability” be reflected as public comment at the Council meeting, a document that reflects her experience as a resident of the Loretto Club Subdivision. Juliette Zweig, 49 Somerset Circle, emailed allcounci|@wheaton.il.us on August 14, 2025, requesting her ”Supplemental statement titled Resident Statement — City of Wheaton Council Meeting” be reflected as public comment at the Council meeting, a document that builds upon the remarks submitted in the previously emailed statement from August 7, 2025. Tom McHale, 8S Somerset Circle, emailed allcounci|@wheaton.i|.us on August 18, 2025, requesting The Loretto Club HOA Board’s statement titled, ”How the Loretto Club Homeowners’ Association Conducts Itself On Particular Matters” be reflected as public comment at the Council meeting, a document that contains comments from the Loretto Club HOA Board in relation to a letter the Wheaton City Council received from the Association’s member, Juliette Zweig. Thomas Johnson, 325 West Harrison Ave., expressed cyclist safety concerns related to the Gary Avenue project design. He noted concerns specific to the removal of the shoulder and the addition of curbs. He asked the Council to reevaluate the remainder of the project. Erica Nelson, 1734 Kay Rd., congratulated the four new Police Officers noting their critical service to the community. She expressed concerns related to the Community Relations Commission’s execution and adherence of purpose statements relative to upcoming events and planning. 5. Consent Agenda Councilman Brown moved and Councilman Weller seconded that the following action be taken on the Consent Agenda items: 1. Approve the Minutes of the Wheaton City Council Regular Meeting — August 4, 2025, as submitted. 2. Adopt Resolution R—2025—65, A Resolution for the Candidacy of Gwen Henry for the Office of Executive Trustee — Illinois Municipal Retirement Fund. 3. Adopt Resolution R—2025-66, A Resolution Authorizing the Execution of Agreement No. 561 with National Power Rodding Corporation for the 2025 Sanitary Manhole Rehabilitation Project for a Total Amount Not to Exceed $59,585 and a 10% Contingency. Adopt Resolution R-2025-67, A Resolution Authorizing the Execution of Agreement No. 562 with Thomas Engineering Group, LLC for Professional Engineering Services for the Willow Avenue Utility improvements Project for a Total Amount Not to Exceed $54,116 and a 10% Contingency. Pass Ordinance 0-2025-39, An Ordinance Amending the Code of Ordinances of the City of Wheaton Chapter 6, (Alcoholic Beverages) Deletion of Unused Liquor License Classifications Councilman Weller moved and Councilwoman Brice seconded that 0—2025-39, An Ordinance Amending the Code of Ordinances ofthe City ofWheaton Chapter 6, (Alcoholic Beverages) Deletion of Unused Liquor License Classifications, be passed. City Manager Dzugan reported that the ordinance underwent its first reading on August 4, with the aim to eliminate dormant liquor license classifications. He stated these classifications have remained unused and were so narrowly constructed that it is unlikely future applicants will apply for them. Adopt Resolution R-2025-68, A Resolution Authorizing the Execution of Agreement No. 563 with Great Lakes Plumbing and Heating Company for the City Hall Annex Roof Top Units Replacement Project for a Total Amount Not to Exceed $178,825 and a 10% Contingency Councilwoman Robbins moved and Councilwoman Brice seconded that R-2025-68, A Resolution Authorizing the Execution of Agreement No. 563 with Great Lakes Plumbing and Heating Company forthe City Hall Annex Roof Top Units Replacement Project for a Total Amount Not to Exceed $178,825 and a 10% Contingency, be adopted. City Manager Dzugan reported six bids were received to replace five existing rooftop air-conditioning units at City Hall. He noted the low bid being under budget and stated the work will be funded by the Building 3 WHEATON CITY COUNCIL PROCEEDINGS Monday, August 18, 2025 Renewal Fund where the City sets aside a certain dollar amount annually to address building related improvements. Councilman Brown noted a scrivener’s error on the agenda, confirming the total amount should be $178,825, not $175,825. Adopt Resolution R-2025-69, A Resolution Authorizing the Execution of Agreement No. 564 with lnsituform Technologies USA, LLC for the 2025 Sewer Main Rehabilitation Project for a Total Amount Not to Exceed $199,552.60 and a 10% Contingency Councilman Brown moved and Councilman Weller seconded that R-2025-69, A Resolution Authorizing the Execution of Agreement No. 564 with lnsituform Technologies USA, LLC for the 2025 Sewer Main Rehabilitation Project for a Total Amount Not to Exceed $199,552.60 and a 10% Contingency, be adopted. City Manager Dzugan reported two bids were received for the lining of 1,500 linear feet of sanitary sewer pipes and 2,000 linear feet of storm sewer pipes. He noted the project is part of the City's ongoing annual program aimed at improving underground utilities through trenchless rehabilitation. Adopt Resolution R-2025-70, A Resolution Authorizing the Execution of Agreement No. 560 with Go Painters Inc. for Fire Hydrant Sandblasting and Repainting Services for a Three-Year Term and a Total Amount Not to Exceed $78,000 Councilman Weller moved and Councilwoman Brice seconded that R—2025—70, A Resolution Authorizing the Execution of Agreement No. 560 with Go Painters Inc. for Fire Hydrant Sandblasting and Repainting Services for a Three-YearTerm and a Total Amount Not to Exceed $78,000, be adopted. WHEATON CITY COUNCIL PROCEEDINGS Monday, August 18, 2025 City Manager Dzugan highlighted the $78,000 — $703,250.00 bid range and confirmed the low bidder’s amount is in line with the amount paid in the past. Council Comment Councilwoman Robbins extended a warm welcome to the community as the school year commenced. She also reminded drivers to adhere to school zone speed limits and remain attentive to crossing guards and students. 11. Approval of Warrant Councilwoman Robbins moved and Councilman Brown seconded that Warrant No. 902 in the amount of $1,394,912.91, be approved. Roll Call Vote: Ayes: Councilwoman Robbins Councilman Weller Councilwoman Brice Councilman Brown Mayor Pro Tem Bray-Parker Nays: None Absent: Mayor Suess Councilman Clousing Motion Carried Unanimously City Manager Dzugan introduced Public Works Assistant DirectorSean Walsh, who provided a brief update on the City's storm water system in response to the recent rainfall. Assistant Director Walsh reported that an inch of rain fell within approximately 10 minutes this evening, resulting in flooding on Main Street. He indicated that a crew was currently on site and confirmed that the water had subsided. He also mentioned that the team would remain on standby to address any further issues. 12.
