The regular Wheaton City Council Meeting was called to order at 7:00 p.m. by Mayor Philip J. Suess. Upon rol| call,

2. Presentation
Mayor Suess read and presented a proclamation in honor of the People’s Resource Center’s 50‘“ Anniversary to
Jenifer Fabian, CEO, of the People’s Resource Center (“PRC”). Ms. Fabian thanked the Mayor and City Council for
recognizing the PRC, noting that Wheaton is a caring community that puts values into action. She recognized the
PRC for providing its 1 millionth cart of groceries and for providing a cumulative 2 million hours of volunteering.
3. Citizens to be Heard
Juliette Zweig, 49 Somerset Circle, emailed allcounci|@wheaton.il.us on October 25, 2025, requesting her email
“Notice:
titled discriminatory/retaliatory conduct today + withheld records — immediate correction & public
record notice” be reflected as public comment at the Council meeting. The email was addressed to Kristin Perconti
and the Loretto Club Homeowners Association Board pertaining to a Loretto Club Homeowners Association
meeting.

4. Consent Agenda
Counciiwoman Robbins moved and Councilman Weller seconded that the following action be taken on the
Consent Agenda items:
1. Approve the Minutes of the Wheaton City Council Reguiar Meeting — October 20, 2025, as submitted.

5. Approve Reappointments and Appointment to City Commissions
Mayor Suess moved and Councilman Brown seconded that Anthony DiLeona rdi be reappointed to the Commission
on Aging, Donaid Westiake be reappointed to the Band Commission, and Sharon Hoitrop be appointed to the
Community Reiations Commission for three—year terms through November 3, 2028.

6. Pass Ordinance 0-2025-49, An Ordinance Establishing Special Service Area #9 in the City of Wheaton,
Illinois
Councilwoman Robbins moved and Councilwoman Brice seconded that 0-2025-49, An Ordinance Establishing
Special Service Area #9 in the City ofWheaton, Illinois, be passed.
City Manager Dzugan explained that the process to establish SSA 9 began in May 2025 to replace SSA 8. He
reported the SSA funds services for the City’s downtown area, including the Downtown Wheaton Association. He
noted the ordinance finalizes SSA 9, setting a maximum tax rate of .45 for seven years with an initial levy of
$500,000. He stated the levy will be discussed at the December 1 City Council meeting and adopted on December
15.

7. Adopt Resolution R-2025-85, A Resolution Authorizing the Purchase of Water Service Materials on an as
Needed Basis at the Unit Prices Set Forth in the Bid Submittals Provided by Ziebell Water Service Products, lnc.,
Mid-American Water, and Core and Main for a Total Amount Not to Exceed $207,800
Councilwoman Bray-Parker moved and Councilman Brown seconded that R-2025-85, A Resoiution Authorizing the
Purchase of Water Service Materials on an as Needed Basis at the Unit Prices Set Forth in the Bid Submittals
Provided by Ziebell Water Service Products, lnc., Mid-American Water, and Core and Main for a Total Amount Not
to Exceed $207,800, be adopted.
City Manager Dzugan stated three bids were received for parts and equipment for water mains, pipe fittings and
other materials necessary to maintain the City’s water system. He clarified the award of the bid will be split
between three companies based upon the lowest bidder for each category of materiai needed.

8. Adopt Resolution R-2025-86, A Resolution Authorizing the Execution of Agreement No. 576 with Snow
Systems for Snow and Ice Removal Services for City Sidewaiks at the Per Occurrence Pricing Set Forth in Snow
Systems’ Cost Proposal
Councilman Weller moved and Councilwoman Brice seconded that R-2025-86, A Resolution Authorizing the
Execution of Agreement No. 576 with Snow Systems for Snow and Ice Removal Services for City Sidewalks at the
Per Occurrence Pricing Set Forth in Snow Systems’ Cost Proposal, be adopted.
City Manager Dzugan announced four bids Were received for snow and ice removal services for city-maintained
sidewalks, two of which were rejected due to not meeting specifications.
Superintendent Plunkett informed Councilwoman Bray—Parker that he and five snow supervisors will review
contractors' work after snow events, identifying any damage or ruts for spring repairs by the contractors. He
noted that salting will be monitored since equipment calibration can lead to over or under salting.

In response to Councilwoman Robbins, Superintendent Piunkett confirmed this is the same vendor since 2022.

10. Council Comment
Councilwoman Brice thanked the PRC for partnering with District 200 to involve students in their program. She
also expressed appreciation for the contributions of District 200 students, staff, and the Wheaton community in
supporting the PRC's success.
Mayor Suess expressed gratitude to the PRC for their commitment and contributions to the Wheaton and broader
community over the years.

11. Approval of Warrant
Councilwoman Bray-Parker moved and Councilwoman Robbins seconded that Warrant No. 907 in the amount of
$944,145.37, be approved.
