1. Call to Order and Roll Call
The regular Wheaton City Council Meeting was called to order at 7:01 p.m. by IVIayor Philip J. Suess. Upon
roll call, the following were:

2. Presentations
Mayor Suess presented the Christmas Sharing 2025 Proclamation to Joy Mullaney, who thanked the
Mayor and City Council on behalf ofthe Christmas Sharing Board. She announced that Christmas Sharing
wilI serve 725 Community Unit School District 200 (CUSD 200) famiiies, including 1,600 children, this year.
She invited the Council and community to the Special Olympics Pack the Gym Night on December 2, 2025,
at Hubble Middle School, with proceeds benefiting the Christmas Sharing program. She highlighted special
guests will include Special Olympics athletes and CUSD 200 referees including Superintendent Dr. Schuler
and Assistant Superintendent Dr. Silagi.
3. Citizens to be Heard
Mary Anne Meade, 35080 Butternut Lane, Glen Ellyn, emailed allcounci|@wheaton.i|.us with a public
comment in opposition of DuPage County Zoning Board of Appeals — Zoning Petition ZONING—25000061
Butterfield Market and Car Wash. She asked the Council to take her comments into consideration
pertaining to Regular Agenda New Business 9 on the agenda.

Mr. Glenn Nelson, Glen ElIyn Woods Subdivision, emailed allcouncil@wheaton.il.us and expressed
opposition to DuPage County Zoning Board of Appeals — Zoning Petition ZONING-25—OOOO61 Butterfield
Market and Car Wash.
Mr. Glenn Nelson, Glen ElIyn Woods Subdivision, thanked the lVIayorfor his response to the emailed pubiic
comment.
Mayor Suess acknowledged receipt of Mr. Nelson’s email and noted that the Council agreed with their
concerns pertaining to the variance request.
4. Consent Agenda
Councilwoman Robbins moved and Councilwoman Brice seconded that the following action be taken on
the Consent Agenda items:
1. Approve the Minutes of the Wheaton City Council Regular Meeting — November 17, 2025, as
submitted.
2. Adopt Resolution R-2025-92, A Resolution Authorizing the Execution of Agreement No. 579 with
Comcast Business for Enterprise Network Services and Internet Service for a Three (3) YearTerm
and a Total Amount Not to Exceed $111,952.80 ($37,317.60 Annually).
3. Adopt Resolution R-2025-93, A Resolution Approving the Commission on Aging Policies and
Procedures Manual Dated November 2025.

Mayor Suess moved and Councilwoman Bray—Parker seconded that John Bomher be appointed to the
Commission on Aging for a three-year term through December l, 2028.

6. Adopt Resolution R-2025-94, A Resolution Authorizing the Execution of an Agreement with the
Downtown Wheaton Association regarding Special Service Area No. 9 and Approving the Calendar Year
2026 Downtown Wheaton Association Budget
Councilwoman Robbins moved and Councilman Weller seconded that R—2025-94, A Resolution
Authorizing the Execution of an Agreement with the Downtown Wheaton Association regarding Special
Service Area No. 9 and Approving the Calendar Year 2026 Downtown Wheaton Association Budget, be
adopted.
City Manager Dzugan stated as with previous Special Service Areas (SSA), an implementation agreement
has been maintained between the City and the Downtown Wheaton Association (DWA) detailing the
manner of and use of funds from the SSA. He reported the resolution attached approves the execution of
the agreement for the term of SSA 9, expiring on 12/31/2032. He confirmed the agreement calls for the
DWA to present their budget to the Council by October 15‘ annually, which will be approved by the Council
to levy the amount necessary.

7. First Reading of An Ordinance, An Ordinance Levying Taxes for General and Special Corporate
Purposes for the Fiscal Year Beginning January 1, 2026 and Ending December 31, 2026 for the City of
Wheaton, Illinois
City Manager Dzugan mentioned that during September and October Planning Sessions, the Council
considered options to fund the annual debt service for major renovations at the Wheaton Police Station
and the complete replacement of Fire Station 39 on President Street. He confirmed the Council's decision
for staff to prepare an ordinance reflecting a levy increase of 3%.
8. First Reading of An Ordinance, An Ordinance for the Levy and Assessment of Taxes for the Fiscal
Year Beginning January 1, 2026 and Ending December 31, 2026 in and for the City of Wheaton Special
Service Area Number Three
City Manager Dzugan stated the levy ordinance for SSA 3, the Streams Maintenance, remains the same.

Year Beginning January 1, 2026 and Ending December 31, 2026 in and for the City of Wheaton Special
Service Area Number Nine

City Manager Dzugan stated the ordinance approved on November 3, 2025 established SSA 9 with an
initiai levy of $500,000 with $325,000 earmarked for the DWA and $175,000 to fund services provided in
the area by the City.
10. Adopt Resolution R-2025-95, A Resolution Declaring a Surplus in the Main Street Redevelopment
Project Area Tax Increment Financing Allocation Fund and Authorizing the Distribution of Such Surplus
Councilman Brown moved and Councilman Clousing seconded that R-2025-95, A Resolution Declaring a
Surplus in the Main Street Redevelopment Project Area Tax increment Financing Allocation Fund and
Authorizing the Distribution of Such Surplus, be adopted.
City Manager Dzugan announced a surplus in TIF District 2 after completing all City projects.
Director Lehnhardt informed Councilman Weller that the County will provide finalized values for each
taxing body in TIF District 2 and TIF District 3 within a week or two.
in response to Mayor Suess, City Manager Dzugan confirmed the surplus amount to be distributed
would be $401,700.

11. Adopt Resolution R-2025-96, A Resolution Declaring a Voluntary Surplus in the Courthouse
Redevelopment Project Area Tax Increment Financing Allocation Fund and Authorizing the Distribution
of Such Surplus
Councilwoman Bray—Parker moved and Councilwoman Brice seconded that R-2025-96, A Resolution
Declaring a Voluntary Surplus in the Courthouse Redevelopment Project Area Tax increment Financing
Allocation Fund and Authorizing the Distribution of Such Surplus, be adopted.
City Manager Dzugan announced a surplus in TIF District 3, in the amount of $3 Million. Director Lehnhardt
confirmed the surplus would be distributed this year.

12. First Reading of An Ordinance, An Ordinance Amending the Code of Ordinances of the City of
Wheaton, Appendix B (Fee Schedule), Section B-8, Public Works/Water Fees
City Manager Dzugan stated that the ordinance amends water rates and fees to aiign with the increases
set by the City and the DuPage Water Commission (DWC). He noted that, under the current arrangement,
residents wouid experience two rate increases annuaiiy: the City‘s annuai increase in January and a
subsequent increase in June from the DWC.
13. Motion to Direct Staff to Object to DuPage County Zoning Board Petition - ZONING-25-000061

Counciiman Brown moved and Counciiman Clousing seconded a motion to Direct Staff to Object to
DuPage County Zoning Board of Appeais —Zoning Petition ZONING-25-OOOO61 Butterfieid Market and Car
Wash.
City Manager Dzugan informed that DuPage County received a petition for variations reiated to a Mobii
gas station at the northwest corner of Butterfieid and Route 53, aiming to estabiish a video gaming café
restaurant. He highiighted staff's recommendation for the Councii to instruct staff to oppose the
variations due to the proximity to a nearby daycare and the gaming terminai being less than 1,000 feet
from another video gaming facility, which circumvents the County’s zoning objectives.

14. Council Comment
Counciiman Brown expressed his appreciation for the community's presence at the Adams Park Lighting,
Parade, and Christmas Tree Lighting event on Friday, November 28, 2025.
Counciiwoman Robbins extended her appreciation to the Public Works Staff for their tireiess efforts in
addressing the snow events over the weekend.
Councilwoman Brice expressed appreciation and pride for Christmas Sharing’s recognition, noting how
wonderful the program is that serves Community Unit School District 200.
Mayor Suess formally acknowledged the passing of long-time Wheaton resident Martin Kyle, who was 90
years old. He noted Mr. Kyle’s commendable 14 years of service on the Wheaton Library Board, during

which he played a significant role in overseeing the library renovations in 2005. Mayor Suess expressed
his sincere condolences to iVlr. l<yle’s family.
15. Approval of Warrant
Councilwoman Bray—Parker moved and Councilwoman Robbins seconded that Warrant No. 909 in the
amount of $6,856,710.23, be approved.
