SUBJECT: SEPTEMBER 14, 2015 PLANNING SESSION/STRATEGIC GOAL
SETTING
The Planning Session took place at the Clocktower Room, Arrowhead Golf Club, 26W151
Butterfield Road, Wheaton, Illinois. Those attending the Goal Setting Session included
Councilwoman Fitch, Councilman Prendiville, Councilman Rutledge, Councilman Saline,
Councilman Scalzo, and Councilman Suess. Also in attendance were City Manager Rose and
Assistant City Manager Dzugan. The session began at 6:00 p.m. and concluded at 9:05 p.m.
The following items were discussed:
I. Approval of August 24, 2015 and September 2, 2015 Planning Session Minutes
The Council approved the August 24, 2015 and September 2, 2015 Planning Session Minutes
II. Strategic Planning/Goal Setting
Mr. Craig Rapp led a discussion on strategic planning/goal setting for the City Council. Mr.
Rapp and the City Council continued discussion of three strategic priorities: financial
stability, quality infrastructure, and efficient and effective services. The City Council defined
each of the strategic priorities and discussed key intended results for each of the three
strategic priorities. Mr. Rapp and the staff will finalize the strategic priority definitions,
intended results, and action plans for future review and approval by the City Council.

None.
IV. Adjournment
The City Council Planning Session was adjourned at 9:05 p.m.

The Planning Session took place in the Council Chambers, Wheaton City Hall, 303 W. Wesley
St., Wheaton, Illinois. Those attending the Planning Session inJüded: Councilwoman Fitch,
Councilman Prendiville, Councilman Rutledge, Councilman4iine, Councilman Scalzo and
Councilman Suess. Mayor Gresk was absent. Also in atte’hnce were City Manager Rose,
Assistant City Manager Dzugan, Director of Planning & Economic Development Kozik, Library
Director Adamowski and Public Relations Coordin?tor Bishel. The sassion began at 7:00 p.m.

Ill. Wheaton Public Library
Library Director Adamowski stated the library is in we process of looking at how to make the
best use of space in the library and address future needs. The library sought the assistance of
architecture firm Studio GC to analyze the current use of space and make recommendations for
modernizing the library on a limited budget.
Rick McCarthy of Studio GC made a presentation to the Council reviewing his firm’s analysis of
the Wheaton Public Library. He stated because the definition of a community library is becoming
much broader than when the latest addition was completed, the City should consider some
updates to provide modern services for residents and serve as a community gathering place.
Among the goals of the restfuring would be to streamline services, which could be
accomplished through implementing self checkout and automated sorting. McCarthy stated
these changes could reduce operating costs for the library.
Other suggestions McCarthy identified included focusing on teen services, rearranging the
children’s space by age and providing more small group meeting rooms. He also suggested the
library focus on serving small businesses with features such as video conferencing, and
providing “maker spaces” to give residents access to equipment they would not have at home.
McCarthy reviewed data regarding Wheaton’s circulation and attendance, which showed the
library has a large collection of books, but many are not being used. He suggested the library
trim down its collection of unused materials and find better uses for this space.
He reviewed the short-term suggested plan for the library, which would mostly focus on
rearranging existing areas of the library, the addition of a café and self-service checkout. The
long-term suggestions to modernize the library include adding more study rooms on the second
floor; reconfiguring the entry to the children’s department; considering a drive-up book drop and
service window; and adding mechanical sorting capabilities.
Library Director Adamowski introduced the Library Board m& érs in attendance. In response

IV. Liquor Ordinance State —
City Manager Rose stated in July, effect allowing happy hours
