MEETING MINUTES
REGULAR MEETING
April 9, 2015
The regular meeting of the Wheaton Housing Commission was held in the Gamon Room, Wheaton City Hall, at
303 W. Wesley Street, Wheaton, Illinois. The meeting was called to order at 7:05 p.m. on Thursday, April 9,
2015 by Housing Commission Chair, Tom Hudock.

Special Guests: One student from Wheaton North High school observed the meeting session.
Public Comment: None.
Approval of Minutes: Commissioner Kay moved and Commissioner Rybinski seconded a motion to approve
the minutes of the March 12, 2015 meeting. Motion carried unanimously.
Communications: None.
Old Business:
Commissioner Petti was able to meet with the Activity Directors of Wheaton’s high schools regarding the
“Well Being Check Program” for Wheaton senior’s citizens suggested by a student who attended the October
2014 meeting. The Activity Directors will talk internally to determine interest and how to execute such a
program. They communicated the schools may seek some assistance from the Wheaton Housing Commission
with a mailer if the program moves forward.
Chair Tom Hudock’s memo to City Manager Rose will be going to the City Council for review and approval.
Feedback from the City Council should be available to the Housing Commission at the May 2015 meeting. If
approved, the final draft of the Policies and Procedures manual will be submitted to the City Council for their
final approval.
New Business:
The 2014/2015 Housing Assistance application period will remain open in anticipation of receiving additional
applications from the recent advertisements of the program in Wheaton water bills and the Tribune.

Commissioner Gilbertson moved and Commissioner Iseman seconded a motion to approve the 2015/2016
housing assistance recipients identified in the 2015/16 Wheaton Housing Assistance Summary prepared by
Lindsay Qualkenbush, Executive Assistant, City of Wheaton. The motion carried unanimously.
The Commission reviewed the subsidy options prepared by Commissioner Johnson. Commissioner Willock
motioned to accept Option B and Commissioner Iseman seconded the motion. The motion passed with 9
“ayes” and 2 “nays.” Commissioners Ellerman and Salgia rendered the two “nay” votes. The motion carried.
For 2015/16 Subsidized Renters will receive $33/month, Unsubsidized Renters will receive $190/month, and
Homeowner will receive $210/month.
Commissioner Johnson is in the process of completing an analysis of various income adjustments the
Commission may want to consider in order to expand the applicant base and/or increase the monthly stipend
to future applicants.
Special Recognition:
Chair, Tom Hudock requested that special recognition be entered into the record for Commissioner Johnson
who has worked diligently in supporting the Housing Commission by providing information and the analysis of
data to assist the Housing Commission in its management of the Wheaton’s Housing Assistance Program.
Discussion of Next Meeting Agenda:
The Commission will hold the election of Housing Commission officers for 2015/16. Commissioner Hudock was
nominated for Chair, Commissioner Johnson was nominated for Vice-Chair, and Commissioner Iseman was
nominated for Secretary.
Adjournment:
Commissioner Rybinski motioned to adjourn the meeting at 7:50 p.m.; Commissioner Gilbertson seconded the
motion and it carried unanimously.
