WHEATON HOUSING COMMISSION MEETING MINUTES REGULAR MEETING January 12,2017 The regular meeting of the Wheaton Housing Commission was held in the Gamon Room, Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. The meeting was called to order at 7:05 p.m. on Thursday, December 8, 2016 by Housing Commission Chair, Tom Hudock. Present: Absent: Thomas Hudock Raj Salgia Chris Ellerman Jeannie Iseman Andrea Petti Bob Barger Stuart Johnson Jan Kay Mike Rybinski William Gilbertson Joe Kreidl - City of Wheaton Special Guests: None Public Comment: None. Approval of Minutes: Commissioner Gilbertson moved and Commissioner Rybinski seconded a motion to approve the minutes of the December 8, 2016 meeting. Motion carried unanimously. Communications: ● 2016/2017 Wheaton Housing Assistance Summary - UPDATED ● Wheaton Housing Commission December 2016 minutes Old Business: ● The Commission asked if L. Qualkenbush was able to contact Meals on Wheels, Dupage Senior Citizens Council Director Mary Lynn Krolak with information on the senior housing assistance program. New Business: ● Commissioner Petti asked how are senior residents that live in condo’s or apartments that do not see the city water bill, as it goes to building management, reached with information regarding the housing assistance program. Director Kreidl mentioned that the city does have a list of condo owners associations and may have a list of building property managers. It may be possible to send that small group a separate notice of the housing assistance program that they could post in a common place for seniors to view. 1 ● Commissioner Ellerman has been in contact with Candice King, Director of the Dupage Federation for Human Services regarding giving a presentation to the Housing Commission on the changes occurring in Dupage County with consideration to income and housing needs. Commissioner Iseman has been in contact with The World Relief organization regarding a presentation to the Housing Commission discussing the needs for affordable housing. Both Commissioners will discuss a schedule for these presentations with one scheduled for February and then another for March. ● Commissioner Kay would like to explore the demographic of the population of people seeking HUD rental assistance and on the current wait list for Dupage County. Commissioner Kay will investigate this issue further and report back to the Commission. ● Commissioner Petti distributed a document, Needs Assessment, which is a portion of the 2015-2019 Proposed Consolidated Plan and 2015 Action Plan for Dupage County. This document included information with regard to a Housing Needs Assessment for the county. It was discussed that each Commissioner read through this paper and identify any areas of concern that the Housing Commission should be aware of and what information would be of value to share with the mayor and City Council. ● Commissioner Kay would like to investigate the incentives needed for builders and developers to include affordable housing in developments. She would like to try to get a representative from Airhart to come for a future meeting. ● Director Joe Kreidl discussed a webinar that he viewed regarding Tiny House/Container Homes. He pointed out that some Tiny Homes are less than 1000 sq ft. The demand for such housing is growing given the cost of what would be considered the normal alternatives for housing. He also mentioned that this webinar discussed a growing trend in Portland OR. of Accessory Dwelling Units where a living suite (kitchen,bath,bedroom) is added to an existing home and rented out. There are currently 275,000 of these housing alternatives in Portland. Discussion of Next Meeting Agenda: ● Commissioner Hudock would like to revisit having speakers come to present to educate the commission further about issues of housing in Wheaton and DuPage County. Commissioners Ellerman and Iseman will work together to secure speakers for the February and March meetings. Adjournment: Commissioner Rybinski motioned to adjourn the meeting at 8:10 p.m. and Commissioner Johnson seconded the motion and it carried unanimously. 2
