MEETING MINUTES
REGULAR MEETING
November 9, 2017
I. Call to Order and Roll Call:
The regular meeting of the Wheaton Housing Commission was held in the Gamon Room, Wheaton City
Hall, at 303 W. Wesley Street, Wheaton, Illinois. Housing Commission Chair, Bob Barger, called the
meeting to order at 7:00 pm, on Thursday, November 9, 2017.

III. Approval of Minutes:
Commissioner Gilbertson moved, and Commissioner Horton seconded, a motion to accept the
minutes of the October 12, 2017 meeting, as distributed. The motion was unanimously
approved by a voice vote.

VII. New Business:
1. New Commissioner
Commissioner Barger announced that Tom Zillo has been approved to serve on the Housing
Commission
2. Approve FY 2018 & FY 2019 Housing Assistance Program application
The City of Wheaton Housing Assistance application has been revised, to allow for more clarity
in the applicant’s income disclosure.
- Section 3 now shows lines 7 through 22 of the 1040 Federal Income Tax form.
- It was noted that some applicants are not required to file taxes, but that they can still fill out
the form and be eligible to receive housing assistance.
- In Section 6, clarify that the applicant must supply a current Real Estate Tax bill OR a current
rental agreement
- Due to the change in the City’s fiscal year, applicants who apply and are accepted in FY 2018
(beginning in June 2018) will not need to re-apply for FY 2019 (beginning in January 2019),
as FY 2018 will be only six months long. However, this group of residents will be re-
interviewed for FY 2019.
- Future enrollment and interview timeframe to be reviewed, to align with the City’s new
fiscal year.
A motion was made by Commissioner Limp, and seconded by Commissioner Gilbertson, to
approve the application, with comments noted above. The motion was unanimously approved
by a voice vote.
3. Approve Informational Packets for Senior renters and Senior homeowners
A motion was made by Commissioner Kay, and seconded by Commissioner Limp, to approve the
senior renters and senior homeowners informational packets, as distributed. The motion was
unanimously approved by a voice vote.
4. Approve Water Bill Insert Marketing Flyer
It was noted that the water bill is received only by homeowners and not renters. In order to
reach renters in apartment buildings, the Commission would like to post flyers, with similar
content as the Water Bill Marketing Flyer. Commissioner Barger will ask Ms. Carol Zdan, Code
Compliance Officer for the City of Wheaton, to request apartment building owners, along
Loraine road, to post the flyer from the water bill in all their buildings, since many seniors live in
these rental buildings. Other areas of the city with a concentration of seniors in rental
properties will be added in the future to this targeted program. Additional public areas to post
the flyer in the future include: the laundromat and food store in the Lorraine Road area, the
Public Library, and the Senior Center at Memorial Park. A motion was made by Commissioner
Zullo, and seconded by Commissioner Limp, to approve the water bill insert, as written. The
motion was unanimously approved by a voice vote.
5. Projected FY 2017/18 Expenses and Proposed SFY 2018 & FY 2019 Budgets
A motion was made by Commissioner Limp, and seconded by Commissioner Zullo, to set the
income cap for 2018 at $25,800. The income points will be revised according to the document
submitted by Commissioner Johnson to reflect the revised income cap. The motion was
unanimously approved by a voice vote.
VII. Commissioner Comments & Discussions
A. Hope Fair Housing Center
A motion was made by Commissioner Limp, and seconded by Commissioner Zullo, to invite
Mr. Todd Fuller, of the Hope Fair Housing Center, to come address the Commission at an
upcoming meeting. The motion was unanimously approved by a voice vote.
B. Connecting Clients to the Du Page County Case Manager
A motion was made by Commissioner Gilbertson, and seconded by Commissioner Zullo, to
ask someone from the Du Page Senior Services division about their qualifications for seniors
to access a Du Page County case manager. The motion was unanimously approved by a
voice vote.
C. How to Implement the Purpose Statements in Policy and Procedures Manual
Commissioner Barger said that the role of the Housing Commission, as approved by the City
Council, has been expanded and now states “The housing commission shall propose policies
and programs to the city council which will assist all persons, regardless of age, race, color,
creed, or income, to have equal opportunity to secure safe and adequate housing within the
city”. Commissioner Zullo noted a city’s bylaws/guidelines are typically aimed at landlords
and renter; some cities have a renter’s rights ordinance; the City of Wheaton does not.
Commissioner Barger will contact the City of Naperville to inquire about the process they
used to develop their new renters and landlords rights ordinance, and their recently revised
municipal housing code. Commissioner Barger will also inquire if their new ordinance
required the hiring of new staff to implement it.
VIII. Discuss Items for Future Meetings
A. Airbnb
Are there Airbnb homes in Wheaton? Are they allowed per Zoning?
B. Lindsay to mail out packets related to the City of Naperville renters and landlords rights
ordinance, their recently revised municipal housing code and any other housing related
information that would be helpful to the Commission to the Commission, prior to the next
meeting. Commissioner Barger will provide the material to be included in the packet.
C. Inquire about businesses and organizations that work with low-income residents: transport
companies, and Health & Human Services.
D. Film a Q & A discussion related to the housing assistance program with the mayor, and
broadcast on the City of Wheaton’s Public Access television station. Coordinate with Erin
Thrower, Communication Director. Moved by Commissioner Gilbertson, and 2nd by
Commissioner Kay.
E. Invite CHAD to come talk to the Commission in January. Can they rent a home or apartment
for less than $1000, per month? Commissioner Limp to contact them.
F. DuPage County Senior Services –
Find out the scope of services provided and who qualifies
G. Lack of bus shelters – who decides where and when bus shelters are located? Cost?
Maintenance? Mr. Kreidl to follow-up.
IX. Adjournment:
A motion was made by Commissioner Gilbertson and seconded by Commissioner Zullo, to
adjourn the meeting at 7:50 pm. The motion was unanimously approved by a voice vote.
Next regular meeting of this commission will be held on Thursday, December 14, 2017.
