WHEATON HOUSING COMMISSION REGULAR MEETING MINUTES March 8, 2018 I. Call to Order and Roll Call: The regular meeting of the Wheaton Housing Commission was held in the Gammon Room, Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. Housing Commissioner Chair, Bob Barger, called the meeting to order at 7:05 pm on Thursday, March 8, 2018. Present: Bob Barger, Chair Andrea Petti David Horton Mike Rybinski Bill Gilbertson Tom Zullo Stu Johnson Joe Kreidl - City of Wheaton Jan Kay Not Present: Steve Limp Observers: None II. Public Comment: None III. Approval of Minutes: Commissioner Kay moved, and Commissioner Gillbertson seconded, a motion to accept the minutes of the February 8, 2018 meeting. The motion was unanimously approved by a voice vote. IV. Correspondence: None V. Old Business: A. Revision of Housing Commission Web site Proposed content for the Housing Commission's new webpage, on the City of Wheaton's website, was reviewed. Option 1 would contain links to several federal, state, and local resources related to housing, and would be a downloadable PDF. Option 2 would have the same information as Option 1, but would have the information written out, instead of using links to the source material, and would not be downloadable as a PDF. Commissioner Zullo moved, and Commissioner Horton seconded, a motion to accept Option 1 as the Commission's webpage format. The motion was unanimously approved by a voice vote. The Commissioners will review the links and contact information for accuracy prior to the next meeting and the implementation of the new webpage. Commissioner Chair Barger would like to prepare a video to air on the local cable access channel, explaining the new webpage. He will find out how to create this video. Commissioner Zullo met with the library and the City's Public Information Officer, to discuss how to connect with seniors in our community, and where to post information. At the request of the library, Commissioner Zullo will be the Housing Commission's liaison to the library. Commissioner Johnson informed the Commission that the YMCA hosts senior fairs. B. 2018-2019 Housing Assistance Summary: Eleven new applications: nine homeowners and two renters. Several new applications were from the water bill insert. Two applicants saw the notice posted in the Lorraine Avenue neighborhood. C. SALT October Newsletter Commissioner Gilbertson said the Housing Commission may present their materials to the SALT Newsletter council in May, June or July, for consideration of being included in their October issue. D. Milton Township Address List A list is of residents 65 and older was culled from the last census. A letter from the City of Wheaton is required in order to obtain a digital copy. Mr. Kreidl will arrange for the letter. He thinks that obtaining it in a format to overlay on a city GIS map would be very beneficial. VI. New Business: A. Housing Interview Packet – Ms. Qualkenbush can provide badges for the commissioners, if they are interested in having the city identification when they do their home visits. The commissioners are encouraged to take their resource binders with them when they go on their interviews. Interview forms are due by March 29. VII. Commissioner Comments and Discussion: A. Affordable Housing Ordinance A draft memo to the Mayor and City Council regarding the need for an affordable housing ordinance was discussed. The commissioners suggested we identify problems, issues and concerns, and include who would benefit from. The commissioners suggested the following groups of people who would benefit from such an ordinance: city employees, city school teachers & employees, park district employees, and adults who grew up in Wheaton and may have starter incomes, or who chose not to pursue high-salaried careers. Consider including statistics of the percent of employees in the groups noted above who live in Wheaton, and of those who do not live in the city, learn who do not due to property cost, as opposed to choice. The revised letter will be sent to the mayor and city council. B. Du Page County Single Family Rehab Program – Funds are available for repairs of homes belonging to lower income residents. This information will be put in our information packet for people on our housing assistance program C. City of Wheaton Budget Workshop Session Upcoming. Commissioners encouraged are to attend. VIII. Discussion of items for future meetings: None at this time IX. Adjournment: A motion to adjourn was made by Commissioner Zullo, and seconded by Commissioner Gilbertson. The motion was unanimously approved by a voice vote at 8:30 pm. The next regular meeting of this commission will be held on Thursday, April 12, 2018.
