WHEATON HOUSING COMMISSION MEETING MINUTES REGULAR MEETING May 10, 2018 I. Call to Order and Roll Call: The regular meeting of the Wheaton Housing Commission was held in the Gammon Room, Wheaton City Hall, at 303 W. Wesley Street, Wheaton, Illinois. Housing Commissioner Chair, Bob Barger, called the meeting to order at 7:05 pm on Thursday, May 10, 2018. Present: Bob Barger, Chair Absent: Tom Zullo Bill Gilbertson Stu Johnson Jan Kay Steve Limp Mike Rybinski David Horton Joe Kreidl – City of Wheaton II. Public Comment: None III. Approval of Minutes: Commissioner Kay moved, and Commissioner Horton seconded, a motion to accept the minutes of the April 12, 2018 meeting. The motion was unanimously approved by a voice vote. IV. Correspondence: SFY 2018/ CY 2019 Housing Assistance Program Summary - Income on #38 was a misprint, has been resolved - 1 person was on the wait list, withdrew due to income - City Council has given the go-ahead to extend budget assuming we communicate with them. They do not want a waiting list. - $480 remaining in budget V. Old Business: a. Pamphlet: Commissioner Gilbertson will reformat Mrs. Qualkenbush’s toolkit and return it to her for Wheaton Public Library Pamphlets by the end of the month. b. SALT Addresses for Renters: Commissioners Barger and Gilbertson will be attending the 5/14/18 SALT meeting to ask for inclusion. As far as the possibility to merge the SALT and Wheaton databases, IT estimates it will take 24 working hours but will also depend on format. Commissioner Limp raised the possibility of sending a postcard type mailing and Mr. Kreidl said he would check on the City’s bulk mailing rate. c. Web Site: The City is looking into expanding the housing and social services tabs to better organize all of the services offered. Commissioner Kay suggested that SuPage County resources should be stressed in the info. d. YMCA Senior Resource Fair: Commissioner Johnson suggested that in the future we should try and partner with an agency to display material on a table at the fair. e. Low Cost Internet and Computers: Commissioners Johnson and Gilbertson discussed options AT&T offers low income seniors. Commissioner Gilbertson will do more research on the matter. Commissioner Limp added that the People’s Resource Center offers computers as well as computer classes. In terms of adding these resources to our literature, we will have to be careful not to be seeming to endorse or support specific companies. f. Revise Interview Forms: There was a general discussion about revising interview questions. Commissioner Barger handed out suggested questions and said he would work on expanding them. Commissioner Gilbertson suggested they be ready by the SALT meeting on 5/14. g. DuPage Fairgrounds: Commissioner Barger approached the fairgrounds as a possible location for affordable housing, however, they are under contract until 2020 and seemed unreceptive to the possibility. Mr. Kreidl added that the area is under intergovernmental jurisdiction (DuPage County/ Wheaton) which may complicate matters. h. Theosophical Society: Commissioner Barger approached the Society about affordable housing sites and while they are not interested at the moment, they were not wholly unreceptive. VI. New Business a. Election of Officers: Commissioner Gilbertson moved for a slate of officers to be elected consisting of Bob Barger as Chair, Stu Johnson as Vice-Chair, and Steve Limp as Secretary was pout forward for approval. Commissioner Rybinski seconded the motion and it was passed unanimously. b. Approval of 2018/19 Meet Schedule: Commissioner Limp moved for approval and was seconded by Commissioner Barger. The motion was unanimously approved. c. Fall Marketing: Commissioner Barger suggested that paper copies of the City newsletter be sent to all those receiving assistance as many do not have online access. It was determined that each commissioner would chose a month in which they would be responsible for the mailing of the newsletter. Commissioner Barger pass around a sign up list. d. Affordable Housing: Commissioner Barger suggested that Phil Suess work as an unofficial liaison for the Commission. He also said he would get in contact with City Council to draft language related to affordable housing. e. Review P&P Manual: A general discussion regarding the information presented in the Policies and Procedures Manual was had and changes were put to vote; Commissioner Gilbertson moved and was seconded by Commissioner Johnson. Approval was unanimous. f. Review/Revise Annual Report: Commissioner Limp moved to approve the annual report and was seconded by Commissioner Gilbertson, it passed unanimously. g. Items for Future Meetings: Commissioner Limp suggested that the potential creation of a new officer position dealing with Communications and Media be discussed at the next meeting. VII. Adjournment: A motion to adjourn was made by Commissioner Limp, and seconded by Commissioner Horton. The motion was unanimously approved by a voice vote at 8:30 pm. The next meeting of this commission will be a special meeting held on Thursday, September 13, 2018.
