MINUTES Wheaton Environmental Improvement Commission Tuesday, November 24, 2015 Roll Call: Chairman Ted Witte called the meeting to order at 7:30. Present were Nancy Allured, Cathy Coleman, Nancy Flynn, Phil Landrum, Kay McKeen, Tony Pope, Joseph Wilmarth Tyna, and Bob Young. Tony Majszak was absent. Assistant City Manager Mike Dzugan also attended. Minutes: Nancy Allured moved that we accept the minutes of the October meeting. Bob seconded. The minutes were approved. Public Comment: none Budget Report: Bob reported that our expenditures total $408.65, leaving $4091.35 open to spend. Other Reports: 1. Bike Committee: Nancy Allured, Kay, and Rob Sperl from the IPP will meet to look at the Carlton Avenue portion of the Prairie Path. 2. Pumpkin Composting: Tony Pope and Kay reported that Wheaton collected over 9,000 pounds. 3. Adopt a Highway: Nancy Flynn reported that the Democratic Party of Milton Township has completed six years of clean ups. On November 7 they collected six bags of trash, six bags of recyclables, and one dead skunk. Upcoming Projects: 1. Electronic Recycling: At the November event 262 cars came through and about 10 gallons of cooking oil was also collected. In December Joe and Tony Pope will be there. In January Bob and Tony Pope will be there. 2. Cooking Oil Recycling (November 28, 2015): Tony Pope will be there. 3. Recycling Extravaganza (April 16, 2016) 4. Arbor Day (April 29, 2016): Kevin and Kay are investigating whether next year's tree will be at a school or be planted as an enhancement to Founders Park or Volunteer Park. 5. Native Plant Sale (April 30, 2016): City staff asked for more promotion of rain barrels in the hope that more will be purchased to help with flooding. 6. Illinois Prairie Path Clean Up (April 30, 2016) Unfinished Business: 1. Helen Bartlett Memorial: Bob moved that we allot $40 for bricks at the site of the tree. Nancy Allured seconded. What will be inscribed on the bricks still needs to be decided. 2. Street Lamp Banners Design Contest: tabled 3. Sign Investigation at Washington and Prairie Path: tabled 4. Founders Park Improvements IPP: Members will continue to consider ideas for improvements. New Business: 1. Waste Hauling Contract: Mike Dzugan presented information about the new contract. We hope to keep "pay as you go" while addressing the haulers need for automation to avoid injury to drivers. No one was aware of an effective way to do this at this time. The RFP will need to be ready May 1, with a return deadline of June 1, so the contract can be awarded July 1. Mike would like to present the city council with information from four sources: hauler input, community survey results, EIC concerns, and staff research. EIC members would like to be involved in this process, including development of community survey and gathering information from other communities. Adjournment: Cathy moved that the meeting be adjourned. Kay seconded. The meeting was adjourned at 9:00. The next regular EIC meeting is scheduled for January 26, 2016, at 7:30 P.M.
