City of Wheaton Fine and Cultural Arts Commission April 13, 2016 City Hall Minutes – Special Meeting 1. Call to Order President Mike Bock called the meeting to order at 7:00 p.m. Those in attendance: Sarah Antas, Bill Austin, Mike Bock, Dee Hicks, Greg Schreck. Absent: Tony Asta and Kathleen Young. Guest: Leah Samuelson. 2._________Public Comment none 3. New Business Dee moved, Sarah seconded motion to accept agenda. Motion passed. Mike moved, Sarah seconded motion to approve minutes from February 2, 24 and March 29. Motion passed 4. Old Business A. Mike informed Commission that any project we sponsor is covered by the City’s Liability policy. He also explained that the matching funds policy is in affect. Any monies we raise up to $10,000 will be matched by the City. Any City funds left at the conclusion of the fiscal year will be cancelled, however, funds we raised will be carried over into the next year. All expenses are deducted from City funds before spending monies raised by the Commission. B. Mural Project Leah introduced a budget for supplies and design. The Commission will discuss this next meeting. Mike will contact Laurie Oberhelman who spear-headed the College Avenue mural project, to gather any information she has regarding costs, volunteer and donated items and general data pertaining to this project. Leah showed us designs and explained the meaning including the diversity of refuges and the theme Room at the Table. We thought there should be some type of explanation included in the design….ie “Life from dust”…. “common ground” We discussed possible locations: back of Grand Theater or east side of old train station.
