FOREIGN FIRE INSURANCE TAX BOARD MEETING MINUTES
February 1, 2024
CHF Brill asked about Blue Cares from Blue Cross Blue Shield (BCBS). Will the
Fitness Membership Reimbursement cover Blue Cares for members? Blues Cares
offers Multiple gym options but at a set price.
LT Hunecke: as long as you’re paying one source while still meeting the
requirements for Fitness Membership Reimbursement.
Igara: Check-ins will still have to be tracked and meet the minimum
requirements.
Yes Vote: CHF Brill, CHF Cochran, LT Hunecke, FF Tabb, FF Igara, FF Cha No Vote: None.
Motion passed (0746 hrs).
b. Station 39 gear locker replacement (0747 hrs) - LT Hunecke.

LT Hunecke.
Second the Motion: FF Tabb.
Discussion(s):
CHF Cochran: A space study will be done for Sta.39.
CHF Brill: prefers lockers on the wall. In the future work to make gear
lockers match. If there is/are extra equipment (ex: shelves) needed, work
toward making them all the same.
Yes Vote: CHF Brill, CHF Cochran, LT Hunecke, FF Tabb, FF Igara, FF Cha.
No Vote: None.
Motion passed (0752 hrs).
c. Mustang Suit replacement (0752 hrs) - FF Igara.
Motion for proposal to purchase up to 8 Mustang Suits (add extra parts and life vest)
not to exceed $7,000.00:
FF Igara.
Second the Motion: LT Hunecke.
Discussion(s):
CHF Vassios. Does Dinges fire equipment supplier offer the Mustang
suits cheaper? The price of the Mustang Suits researched by FF Igara is
cheaper.
Consider staggering the purchase of suits in the future.
Keep 2 older suits at Sta. 39 for training/drill purchases.
CHF Brill: Saving the old Mustang suits is a good idea and the department
should spread the purchase of suits. Also be mindful of manufacturer’s
recommendations but rotate good suits that are expired (according to
manufacturer’s recommendations) into suits used for training.
Brill: Why are these researched suits cheaper/discounted? Is there a
possibility of a new model coming out?
Tabb: possible purchase of 4 suits and look into replacement rotation.
Renteria: Will they not match?
Hunecke: Order more ice pick, etc. Order extras.

FOREIGN FIRE INSURANCE TAX BOARD MEETING MINUTES
February 1, 2024
Yes Vote: CHF Brill, CHF Cochran, LT Hunecke, FF Tabb, FF Igara, FF Cha.
No Vote: None.
Motion passed (0802 hrs).
d. Snow Plow for 38 Pickup (0804 hrs) - CHF Cochran.
Motion for proposal to purchase 1 snow plow not exceed $10,000: CHF Cochran.
Second the Motion: LT Hunecke.
Discussion(s):
Hunecke: Is the WFD Pick-Up (#904) due to be replaced?
Brill: Deferred the purchase of a new Utility Pick-Up because we know
our current truck. Our current Pick-Up truck is simple, we know what it is,
the truck works, the money for a new truck can be used elsewhere. Chief Brill
is still in discussion with the Wheaton Public Works Local 150 because we do
not have the blessing from Local 150 to move forward with this plan. Chief
Brill is also working with HR right now; currently working through the right
channels.
Tabb: Does the Wheaton Public Works have spare plows? What can we
do to rectify priority for plowing our lots better/more timely?
Brill: our position/our wording will be: Used for emergency response first
(ems calls etc) secondary is we want to help assist in the plowing of our
parking lot.
Tabb: Retraining of Wheaton Public Works personnel vs purchase of a
snow plow just for WFD. The Public Works personnel are the people who are
specially trained to do the job.
Cha: Where will we store the plow? We are already tight on space. Store
at public works?
Tabb: Will the Wheaton Public Works provide funding of the WFD
purchase of plow?
Brill: The snow plow will be used as an emergency response so can the
City purchase in the budget?
Purchase will exceed $5000 so call Tina. We will also need the approval
of Local 150 and Wheaton HR before we move forward.
Yes Vote: CHF Brill, CHF Cochran, LT Hunecke, FF Tabb, FF Igara, FF Cha.
No Vote: None.
Motion passed (0833 hrs).

FOREIGN FIRE INSURANCE TAX BOARD MEETING MINUTES

Brill: City budgeted $10K for tools that fell out of capital
replacement. Once again emphasizing the importance of a replacement
schedule for capital replacement. Ensure our figures to the Wheaton Finance
Department shows The City of Wheaton and The Wheaton Fire Department
Foreign Fire Insurance contribution for the grand total for this replacement
(so it can be scheduled properly)
