Tuesday, November 20, 2018, 2018 Held at City Hall, Wheaton, Illinois I. Call to Order The meeting was called to order at 7 pm. Present: Nancy Flannery (Chair), Emelie Engling, Maureen Fogerty, Bob Purdy, Andrew Welker Absent: Barbara Dutton (Vice Chair), Meaghan Jorgensen, Tom Kay, Steph McGrath (Secretary) II. Public Comments None III. Approval of Minutes The minutes of the September 18, 2018 meeting were approved as amended on a motion by Bob, seconded by Maureen and passed unanimously. IV. Old Business A. Historic site marker: Nancy informed the Commission that we have permission from Union Pacific to install the site marker on the exterior of the current Metra Station. Nancy passed out the text printout. Captions under the three photographs will need to be written. After discussion, Emelie made a motion seconded by Bob to accept the text and layout of the site marker and proceed. Nancy will contact Nameplate before the next meeting. B. Wheaton’s WWI History Bike Tour: Even though the WW1 bike tour took place on 9/22/18, Nancy gave a report on its success. The Wheaton Bicycle Advisory Commission wants to do another history bicycle tour next year. The theme discussed was Wheaton’s Historic Parks. C. Golf sites map update: Nancy has sent the list of Wheaton’s golf historic sites to a fact checker and is waiting for his response. D. Involvement of elected officials with historic preservation: ways to promote communication between the Historic Commission and elected officials was discussed. E. November 11th Veterans’ Day ceremony: Emelie and Nancy attended the 11/11 memorial ceremony at the Northside Park WWI Obelisk. In spite of the cold winds and 6 am start time, there were almost 50 people who attended a very moving bagpipe performance by the Tunes of Glory pipers. V. New Business A. The Commission has received a new applicant to join the Historic Commission. Nancy will reach out to her and invite her to attend our next meeting. B. Legal issues related to a 501(c)3: Nancy will send pdf files of Illinois current laws related to not-for- profit 501(c)3 corporations. C. Barbara Dutton has been re-appointed to the Historic Commission D. FY2018 Annual Report: Nancy has completed the FY2018 Annual Report for the Historic Commission. However due to a conflict in the current ordinances, it won’t be due until May 2019. E. Meeting attendance: the importance of attending meetings was discussed due to the necessity of maintaining a quorum. Nancy informed the other commissioners of the possibility of changing the commission’s rules so that approval of the minutes could be done via phone and/or email. VI. Commissioner Comments Emelie informed the Commission that College Church is buying the Toms Price complex and intends to tear it down. HISTORIC COMMISSION MEETING MINUTES Month Date, Year Bob passed out the new issue of Preservation Magazine. Andrew discussed potential candidates for various public offices Maureen asked if the Wheaton Public Library accepts magazine donations. They do not. VII. Adjournment Maureen moved to adjourn, Andrew seconded, and the motion passed unanimously. The meeting adjourned at 8:15 pm. 2
