Wheaton Public Library Board Meeting Minutes of November 20, 2017 I. Call to Order and Roll Call: The Board of Trustees of the Wheaton Public Library held its regular monthly meeting on Monday, November 20, 2017, in the Library Board Room. Board President Christine Fenne called the meeting to order at 7:03 p.m. Members present at roll call were: Mrs. Fenne, Mr. Kipfer, Mrs. Lindsey, Mr. McHaley, Mrs. Metanchuk and Ms. Porter. Absent: Mr. Cho, Mrs. Stec and Mr. Sanguinetti. Betsy Adamowski, Library Director, and Lisa Christell-Sandri, Library Finance Manager and recording secretary for this meeting, were in attendance. Mrs. Fenne led the attendees in the Pledge of Allegiance. II. Citizens to Be Heard: None CONSENT AGENDA III. Minutes for the October 16, 2017 Board Meeting IV. Financial Reports for October 2017 and Bill Listing for November 2017 Payment: Mr. McHaley moved and Mrs. Lindsey seconded to approve the Consent Agenda items. Friends of the Library Report – Mrs. Adamowski: Mrs. Adamowski said the Friends’ sale went well. They brought in just slightly less than last year. They will still be collecting donations through December and then they take a few months off. Mrs. Adamowski emphasized how hard the Friends volunteers work. VI. Library Director’s Report for October 2017: Mrs. Adamowski told the Board that the Library will be getting a new van as part of the City’s fleet replacement. When asked what the van was used for, she responded that it was mainly for pick-ups at our book drop located at the Park District. It is also used to pick up larger building maintenance items and for homebound deliveries. Mrs. Adamowski is reading “Essentialism – the Disciplined Pursuit of Less”, the book chosen for the City’s Department Head retreat that is on December 12th. After speaking at St. Charles Library, Mrs. Adamowski was given $250 for the Library Agency Fund at the DuPage Foundation. VII. Unfinished Business: A. Furniture Analysis – Mrs. Adamowski: Mrs. Adamowski explained how the results of the furniture analysis were compiled. She and Deputy Director, Dawn Kovacs, plan to walk around to evaluate the furniture. This analysis will be used as an indicator for the Capital replacement fund starting in FY2019 so the funding will be more accurate. Mr. Sanguinetti entered the meeting. B. Trustee Facts on File, Chapters 1-5 Discussion: Mrs. Adamowski said the Facts on File discussion covers a requirement for the Per Capita Grant application. Mrs. Fenne led the discussion, noting that the Trustees should always be advocates for the Library. The other Per Capita requirement is to view a safety & security webinar. Mrs. Adamowski will send that link to the Board members. She also recommended that they sign up for online newsletters from ILA and RAILS as these are good tools for keeping up with current events in the library world. FY2018 8-Month Budget Update: Mrs. Adamowski and Lisa Christell-Sandri met with City Manager, Mike Dzugan and City Finance Director, Bob Lehnhardt for the purpose of learning how the City’s levy is being done and how the Library is involved. Mrs. Adamowski noted that this was the first time the Library has been included in the levy discussion. She was told there will be very little additional money in this levy. The Library’s budget/levy request added 2% over last year. Any overage will be taken out of the Library’s General Fund, as it has funds in excess of the required 2 months. The Board was in consensus on the library’s levy request. Mrs. Adamowski said that she, Mrs. Fenne and Mr. Sanguinetti will be at the City Council‘s Planning Meeting on Monday, November 27th and she encouraged the Trustees to attend. VIII. New Business: A. Motion to Approve Hiring Management Association of Illinois to Review and Renew the Wheaton Public Library Base Pay Analysis and Structure Development Project for $9,500: Mrs. Adamowski explained that, since so many positions had changed or were obsolete, another analysis needed to be done. The results of this project will be used for the FY2019 budget preparation. Mrs. Metanchuk suggested that the motion should be restated as “not to exceed $9,500.” Mrs. Metanchuk moved and Ms. Porter seconded to approve the motion with the change. Motion to Approve Updated Dress Code Policy: Mrs. Adamowski noted that this policy has been amended to include Fragrance. Mr. Sanguinetti asked about the enforcement of this policy. Mrs. Adamowski stated that there are steps to go through if this policy is violated. It was decided to table this motion until the December Board meeting so more details could be presented. C. Motion to Approve Noise Level Zone: Mrs. Adamowski spoke about the changes in Library spaces and the importance of having a policy in writing that defines those spaces. When asked about how patrons will know where these areas are, Mrs. Adamowski said that she would like to have signs and maybe a map with the zones located on each floor. Mrs. Lindsey moved and Mr. Sanguinetti seconded to approve the motion. Board Member Comments (Round the Table): Mrs. Lindsey said she really enjoyed the WWI program with Roger Kotecki. Mrs. Adamowski said the winter library newsletter is coming out and it looks great. X. Adjournment: There being no further business of the Wheaton Public Library Board of Trustees, Ms. Porter moved and Mr. McHaley seconded that the meeting be adjourned. During the Citizens to be Heard portion of the agenda of the Library Board of Trustees meeting, the President of the Library Board shall recognize any person requesting to be heard. Persons speaking during the Citizens to be Heard shall not speak longer than 5 minutes and shall be permitted to speak during the Citizens to be Heard only once. Citizens should address the Board President when speaking under the Citizens to be Heard portion of the Library Agenda.
