Monday, October 12, 2020 6:00 p.m. I. Call to Order and Roll Call President Fenne appointed Director Adamowski as the recording secretary. Attendance was taken. Those present via Zoom were Betsy Adamowski, Christine Fenne, Bob McDonough, Simone Morton, and Ed Sirovatka. II. Citizens to Be Heard None III. Review Wheaton Public Library Bylaws The members reviewed the Bylaws and made the following suggested amendments: Article II – Section 2 – President Fenne questioned if the trustee term should start at the same time as the budget cycle. Director Adamowski stated that, no, the term would start when the trustee was appointed by the Mayor. Article III – Section 2 – Trustee McDonough stated the fourth sentence should read, Trustees should notify the President and the Library Director on or before the day of the Board meeting. All agreed to the change. Article III – Section 1 – Director Adamowski stated that the annual meeting should be February of each year due to the budget cycle. All agreed with the change. Article II – Section 3 – Trustee McDonough questioned the need for there to be three trustees requesting an added agenda item. Director Adamowski will ask the City Attorney for clarification on this question. Trustee Morton stated that if there is a change to this section that the change is also noted in Article III – Section 4. Article III – Section 7 – Trustee McDonough questioned the wording of resolution in the fourth sentence. Should the word be policy? Director Adamowski will seek the advice of the City Attorney on this question. Article III – Section 8 – second paragraph, remove the first three words, As with all and replace with All. Article III – Section 8 – change the word with in the second paragraph to which. Article III – Section 8 – President Fenne questioned the sentence that stated “Only Trustees attending in person shall be counted toward establishing a quorum.” Director Adamowski stated that this should stay as is due to the OMA probably returning to the original rules of order when Illinois moves to Stay at Home Order, Phase 5. Article IV – Section 8 – remove the red-lining from M in the word Mayor. Article IV – Section 8 – Trustee McDonough requested to move this paragraph and add a Section 6 to Article II for this topic. All agreed to this change. Article IV – Section 12 – make the first letters in the words Key Liaison lower-case. IV. Adjournment Mr. McDonough moved to adjourn and Ms. Morton seconded. A voice vote was taken and the motion for adjournment was carried at 6:31 p.m.

Citizens to be Heard During the Citizens to be Heard portion of the agenda of the Library Board of Trustees meeting, the President of the Library Board shall recognize any person requesting to be heard. Persons speaking during the Citizens to be Heard shall not speak longer than 5 minutes and shall be permitted to speak during the Citizens to be Heard only once. Citizens should address the Board President when speaking under the Citizens to be Heard portion of the Library Agenda. III. Review Wheaton Public Library Bylaws IV. Adjournment
