LOCAL LIQUOR CONTROL COMMISSION
April 13, 2017
I. CALL TO ORDER AND ROLL CALL VOTE
Chair Taylor called the April 13, 2017 Local Liquor Control Commission meeting to order at 7:30
P.M. in the Council Chambers of the Wheaton City Hall, 303 West Wesley Street.
Upon roll call, the following were present: Commissioner Brown, Commissioner Pearse,
Commissioner Sender, Chair Taylor, Commissioner Wolgemuth. Absent: None. City Staff
Present: James P. Kozik, Director of Planning and Economic Development.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – December 8, 2016
Commissioner Pearse moved and Commissioner Sender seconded a motion to approve the minutes
of the December 8, 2016 Local Liquor Control Commission meeting as submitted. On a voice vote,
all voted aye.
IV. NEW BUSINESS
Outdoor Special Event Liquor Licenses - Wheaton Park District - Taste of Wheaton and
Wheaton Brew Fest
Ms. Kristina Nemetz from the Wheaton Park District was in attendance to review Outdoor Special
Event Liquor License applications submitted by the Wheaton Park District in connection with two
summer events; Taste of Wheaton and Wheaton Brew Fest.
Ms. Nemetz stated that this is the sixteenth year that an Outdoor Special Event Liquor License is
being sought in connection with various events held in Memorial Park.
She stated that both events will be held in Memorial Park. Taste of Wheaton will be held on
Thursday, June 1st thru Sunday, June 4th with varying hours ending at 10 P.M. on Thursday, Friday
and Saturday (6 P.M. on Sunday) (their application also includes an 8:00 A.M. start date on
Saturday, June 3rd to provide a post-race party for the Run for the Animals race participants); Brew
Fest (a 21 and over event) will be held on Saturday, August 5th from noon to 4:30 P.M.
As in previous years, Ms. Nemetz stated that the entire area devoted to the sale of alcohol within
Memorial Park will be fenced off. Wheaton Police and BASSET/Wheaton Police-trained
volunteers will be on duty at the entrances to check ID’s and “band” attendees wishing to purchase
alcohol. All servers at the event will receive alcohol training pursuant to the Liquor Ordinance
requirements.
Commissioner Pearse questioned whether or not there are any planned changes from previous years.
Ms. Nemetz stated no.
Hearing no further questions or comments, Commissioner Wolgemuth moved and Commissioner
Pearse seconded a motion to recommend to the City Council that Outdoor Special Event Liquor
Licenses be issued to the Wheaton Park District for The Taste of Wheaton and Wheaton Brew Fest.

Class S Liquor License - RDK Ventures LLC d/b/a Circle K #6709 - 100 W. Geneva
Road
Circle K representative Mr. Kraig Knudsen was in attendance to review an application for a Class S
Liquor License for their new convenience store currently under construction at 100 W. Geneva
Road.
Mr. Knudsen stated that the proposed Circle K at 100 W. Geneva Road is 4,351 SF in size. He
stated that the floor plan illustrates the portion of the premises devoted to package sales is in
conformance with the size limitations set forth in the Liquor Code. He also stated that the alcoholic
beverages proposed to be stored in refrigerated coolers will be locked during non-selling hours and
a small section of shelving behind the counter devoted to spirits will only be able to be accessed by
employees and that a small wine rack, located on the sales floor will be secured during non-selling
hours as well.
Mr. Kozik stated that the Class S License Classification also requires that each transaction for the
sale of alcoholic liquor shall be with point-of-sale equipment that shall scan the identification of the
customer as to verify age. Prior to the applicant being able to sell liquor, each location will be
inspected to ensure that all of the requirements of the Class S License Classification are met.
Chair Taylor question the applicant regarding their control processes for the sale of age-restricted
items.
Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Sender
seconded a motion to recommend to the City Council that a Class S Liquor License be issued to
RDK Ventures LLC d/b/a Circle K #6709.
On a roll call vote, all voted aye.
Class S Liquor License - Buchanan Energy (S) LLC d/b/a Bucky’s #540 - 1000 E.
Roosevelt Road
Buchanan Energy representative Carlos Corniffe was in attendance to review an application for a
Class S Liquor License for their new convenience store currently under construction at 1000 E.
Roosevelt Road.
Mr. Corniffe stated that the proposed Bucky’s at 1000 E. Roosevelt Rd. is 6,865 SF in size and that
the floor plan illustrates the portion of the premises devoted to package sales is in conformance with
the size limitations set forth in the Liquor Code. Mr. Corniffe stated that the alcoholic beverages
proposed to be stored in refrigerated coolers will be locked during non-selling hours and a small
beer and wine gondola will be secured during non-selling hours as well.
Hearing no further questions or comments, Commissioner Pearse moved and Commissioner Brown
seconded a motion to recommend voted to recommend to the City Council that Class S Liquor
Licenses be issued to Buchanan Energy (S) LLC d/b/a Bucky’s #540.

Outdoor Special Event Liquor License - Cozymel’s - 301 E. Loop Road
Cozymel’s representative Kyle Stout was in attendance to review an application from seeking an
outdoor special event permit for an event to be held on Friday, May 5th from 3PM to 9PM.
Mr. Stout stated that the event is proposed to be an age 21+ only event held in a cordoned-off area
of the parking lot east of their restaurant.
As with Outdoor Special Event Liquor Licenses issued to Wheaton-based nonprofits, Mr. Stout
stated that he will be required to contract with the City Police Department for extraordinary services
by having at least two off-duty officers present at the outdoor special event at all times during the
hours of operation. In addition, Mr. Stout stated that Cozymel’s servers, who are all BASSET
certified, will be working the event.
Hearing no further questions or comments, Commissioner Sender moved and Commissioner Pearse
seconded a motion to recommend to the City Council that an Outdoor Special Event Liquor License
be issued to Cozymel’s for their event.
The motion carried unanimously.
