LOCAL LIQUOR CONTROL COMMISSION May 10, 2018 I. CALL TO ORDER AND ROLL CALL VOTE Acting Chair Sender called the April 12, 2018 meeting of the Local Liquor Control Commission meeting to order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street. Upon roll call, the following were present: Commissioner Brown, Commissioner Sender, Commissioner Wolgemuth. Absent: Commissioner Pearse, Chair Taylor. City Staff Present: Tracy Jones, Staff Planner. II. PUBLIC COMMENT There was no public comment. III. APPROVAL OF MINUTES - MARCH 8, 2018 Commissioner Wolgemuth moved and Commissioner Brown seconded a motion to approve the minutes of the March 8, 2018 Local Liquor Control Commission meeting as submitted. On a voice vote, all voted aye. IV. OLD BUSINESS PROPOSED AMENDMENT TO THE LIQUOR CODE - CLASS A, B AND I LIQUOR LICENSE CLASSIFICATIONS Staff Planner Jones stated that this item was continued from the March 8, 2018 meeting. She added that the proposed language included a small wording change recommended by Commissioner Pearse at the last meeting. Mr. Jason Sandquist, General Manager of Ivy Restaurant, discussed how his restaurant would benefit from the proposed amendment. Commissioner Brown then moved and Commissioner Wolgemuth seconded a motion to recommend to the City Council that a text amendment to the regulations of the Class A, B and I liquor license classifications which would permit package sales of wine that a licensee sells by the glass and bottle be approved. On a voice vote, all vote aye. V. NEW BUSINESS APPLICATION FOR LIQUOR LICENSE - CLASS R LIQUOR LICENSE - 109 N. MAIN, LLC - NAMASTE SALON AND SPA - 109 N. MAIN STREET Mr. Randy Jostes, project architect for 109 N. Main, LLC - Namaste Salon and Spa - 109 N. Main Street, stated that he had submitted an application for a Class R liquor license on behalf of the owner. Ms. Karen Millonzi stated that she was the owner of Namaste Salon and Spa and she was interested in offering the retail sale of alcoholic beverages to her clients during spa/ salon services. Local Liquor Control Commission Meeting April 12, 2018 Page 2 of 2 Staff Planner Jones stated that the City has received and reviewed the attached application and all necessary accompanying documentation. Members of the Commission questioned whether Ms. Millonzi understood the beverage limitations for the Class R liquor license. Ms. Millonzi stated that she did understand the beverage limitations. Commissioner Brown then moved and Commissioner Wolgemuth seconded a motion to recommend to the City Council that a Class R Liquor License be issued to 109 N. Main, LLC - Namaste Salon and Spa - 109 N. Front Street. On a voice vote, all voted aye. VI. MISCELLANEOUS BUSINESS There was no miscellaneous business. VII.
