LOCAL LIQUOR CONTROL COMMISSION
June 14, 2018
I. CALL TO ORDER AND ROLL CALL VOTE
Chair Taylor called the June 14, 2018 meeting of the Local Liquor Control Commission meeting to
order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley
Street.
Upon roll call, the following were present: Commissioner Pearse, Commissioner Sender, Chair
Taylor. Absent: Commissioner Brown, Commissioner Wolgemuth. City Staff Present: James P.
Kozik, Director of Planning and Economic Development.
II. PUBLIC COMMENT
There was no public comment.
III. APPROVAL OF MINUTES – May 10, 2018
Commissioner Pearse moved and Commissioner Sender seconded a motion to approve the minutes
of the May 10, 2018 Local Liquor Control Commission meeting as submitted. On a voice vote, all
voted aye.
IV. NEW BUSINESS
OUTDOOR SPECIAL EVENT LIQUOR LICENSE/DOWNTOWN WHEATON ASSOCIATION
Paula Barrington, Executive Director of the Downtown Wheaton Association (DWA) was in
attendance to present an application for an Outdoor Special Event Liquor Licenses in connection
with the Wheaton Wine Walk to the Commission. Ms. Barrington stated that the event will be
conducted by the Downtown Wheaton Association (DWA) on Thursday, August 9, 2018 from 5PM
to 8:30PM.
Ms. Barrington stated that the Wheaton Wine Walk is fundraising event is planned as a ticketed
wine tasting event. The DWA will sell tasting tickets ($35 for 12-one ounce tastings) to the public
on-line and at the check in tent at Martin Memorial Plaza on the day of the event. All ticket holders
will check in at Martin Memorial Plaza to be carded and receive a wristband (must be 21 years or
older); receive their tasting tickets, souvenir wine glass, and a walking map of all the tasting
locations.
Ms. Barrington stated that tasting locations will be inside participating restaurants and selected
retailers. The DWA will be purchasing the wine and distributing it to the tasting locations. Each
location will have one to two wines offered for tastings. Each location will have a Basset trained
person (21 years or older) as the server. A special wine stopper that only allows for 1ounce pours
will be in each opened bottle. The server will be responsible for marking off each tasting on the
participant’s tasting ticket.
Ms. Barrington stated that all tastings must be consumed inside the business premises. Signs will be
posted inside the doorways noting that all tastings must be finished inside- no alcohol allowed
outside. At each tasting station, a tray of appetizers will be available to participants to enjoy.

Ms. Barrington stated that a free trolley will circulate in the Downtown area to provide
transportation from the north side of the Downtown to the tasting locations on the south side of
Downtown; The Perfect Thing, Adelle’s and Wheaton Center Apartments.
Two jazz ensembles will be performing during the wine event; at Hale and Wesley, and Front and
Hale. Glass rinsing stations (portable water coolers and buckets to catch the water) will be located
on the sidewalk at Main and Front, Hale and Front, Hale and Wesley, West and Front, and by
Adelle’s on Liberty.
Hearing no questions or comments, Commissioner Sender then moved and Commissioner Pearse
seconded a motion to recommend to the City Council that an Outdoor Special Event Liquor License
be issued to the Downtown Wheaton Association for their event. On a roll call vote, all voted aye.
OUTDOOR SPECIAL EVENT LIQUOR LICENSES/DUPAGE COUNTY FAIR ASSOCIATION
Mr. Jim McGuire, Executive Director of the DuPage County Fair Association, was in attendance to
present applications for Outdoor Special Event Liquor Licenses to the Commission for three events
to be held at the DuPage County Fairgrounds; an Artisan Food Festival, a new event to held on June
30th, the DuPage County Fair to be held July 25th thru the 29th and India Fest, a new event to held on
July 8th from 11AM to 10 PM.
DUPAGE COUNTY FAIR
Mr. McGuire stated that the DuPage County Fair Association is proposing at least three areas (one
less than last year) within the Fairgrounds for the sale of alcohol. As in previous years, the areas
devoted to the sale of alcohol will either be indoors or completely fenced off. There will be no
large concert venue this year. Wheaton Police and BASSET/Wheaton Police-trained volunteers will
be on duty at the entrances to check ID’s and “band” attendees wishing to purchase alcohol. All
servers at the event will receive alcohol training pursuant to the Liquor Ordinance requirements.
The alcohol sales hours will be 3PM – 11PM Wednesday and Thursday; 12Noon – 11PM Friday
and Saturday and 12Noon – 10PM on Sunday. Mr. McGuire stated that t\The sales of alcohol will
end one hour before close.
INDIA FEST
Mr. McGuire stated that the Fair Association states that the majority of the India Fest programming,
including vendors, food vendors and other entertainment will take place on the south side of the
grandstand building. The evening concert on the infield of the north side of the grandstand will
begin at 6PM.
Mr. McGuire stated that the liquor sales will occur on the south side of the grandstand in the festival
area starting at noon and then move to the concert area at 6PM. Liquor sales will end at 9PM.

ARTISAN FOOD FESTIVAL
Mr. McGuire stated that the DuPage County Fair Association describes the Artisan Food Festival as
a fundraising event to be held at the north end of the fairgrounds featuring locally grown, produce,
vendors, music and food prep demonstrations culminating in a gala featuring a 7-course dinner and
music. The DuPage County Fair Association states that this fundraiser will benefit their DuPage
Student Art Contest and Scholarship Program.

check ID’s and “band” attendees wishing to purchase alcohol. All servers at the event will receive
alcohol training pursuant to the Liquor Ordinance requirements.
