LOCAL LIQUOR CONTROL COMMISSION August 9, 2018 I. CALL TO ORDER AND ROLL CALL VOTE Chair Taylor called the August 9, 2018 meeting of the Local Liquor Control Commission meeting to order at 7:00 P.M. in the City Council Chambers of the Wheaton City Hall, 303 West Wesley Street. Upon roll call, the following were present: Commissioner Pearse, Commissioner Sender, Chair Taylor, Commissioner Wolgemuth. Absent: Commissioner Brown. City Staff Present: James P. Kozik, Director of Planning and Economic Development. II. PUBLIC COMMENT There was no public comment. III. APPROVAL OF MINUTES – July 12, 2018 Commissioner Pearse moved and Commissioner Sender seconded a motion to approve the minutes of the July 12, 2018 Local Liquor Control Commission meeting as submitted. On a voice vote, all voted aye. IV. NEW BUSINESS OUTDOOR SPECIAL EVENT LIQUOR LICENSE - WHEATON PARK DISTRICT – OCTOBERFEST Dan Novak, Superintendent of Special Facilities for the Wheaton Park District, was in attendance to present the Commission with an application for an Outdoor Special Event Liquor License in connection with a new event benefiting the DuPage County Historical Museum; the 2018 Octoberfest. Mr. Novak stated that this event will be held in Memorial Park on Saturday, October 13th from 4 to 10 P.M. As with their other outdoor special events held in Memorial Park which serve alcohol, Mr. Novak stated that the entirety of the park will be fenced off. Wheaton Police and BASSET/Wheaton Police-trained volunteers will be on duty at the entrance to check ID’s and “band” attendees wishing to purchase alcohol. In addition, all servers at the event will receive alcohol training pursuant to the Liquor Ordinance requirements. Hearing no questions or comments, Commissioner Pearse then moved and Commissioner Sender seconded a motion to recommend to the City Council that an Outdoor Special Event Liquor License be issued to the Wheaton Park District for their Octoberfest event. On a roll call vote, all voted aye. WHEATON CITY COUNCIL MEETING AGENDA August 9, 2018 AMENDMENT TO THE LIQUOR CODE – OUTDOOR SPECIAL EVENT LIQUOR LICENSE – COSLEY ZOO Director of Planning and Economic Development Kozik was in attendance to present the Commission with a proposed amendment to Section 6-87.5 (d) of the Wheaton Liquor Code to add Cosley Zoo as an approved location in Subparagraph (d) to have an Outdoor Special Event Liquor license. For the past several years, Mr. Kozik stated that Cosley Zoo has utilized the Arrowhead Golf Club liquor license through a “letter of reciprocity” to provide a wine tasting event at the zoo. The event has had no unfavorable incidences related to the event and the Park District has always taken great care in following the tasting and pour guidelines set forth by the City and the State. Mr. Kozik stated that because the event has grown in size over the years, staff has determined that it would be appropriate to accommodate this event through the issuance of a Outdoor Special Event Liquor License. In order to do so, adding Cosley Zoo as an approved location for such events is necessary. Hearing no questions or comments, Commissioner Pearse then moved and Commissioner Wolgemuth seconded a motion to recommend to the City Council that the amendment to the Liquor Code as presented by Staff be approved. On a roll call vote, all voted aye. V. MISCELLANEOUS BUSINESS There was no Miscellaneous business. VI. ADJOURNMENT The meeting was adjourned at 7:14 P.M. Respectfully submitted, James P.
